Yichang to Built as National Model City of Information

  According to the municipal leading group office of Information-benefiting -people pilot project, Yichang is actively applying to be built as the national information-benefiting- people model city. The project will rise to a completely new stage if it passes the comprehensive assessment of the professional institutions entrusted by the NDRC and other ministries this May.
  Since last June when Yichang was incorporated into the 80 national Information-benefiting–people pilot cities, it has received great attention from the Municipal Party committee and municipal government,, which have set up a high-ranking leading group led by the mayor, issued the Regulations on Accelerating  the Information-benefiting-people Project people-benefit project and formed a specialized team for the project to propel the building of the national information-benefiting-people model city in an all-round way. In addition, Yichang now has the basic conditions to build the national information-benefiting-people model city as the all-round guarantee mechanism of the information-benefiting-people project has been established, information by different ministries has been shared, the construction of such multi-level infrastructures as the city’s cloud platforms has been completed, various services including “Citizens’ E Homes” have been introduced and some people-benefit projects including social security, education and civil administration have been put into practice.
  According to the high standards for  building of national information-benefiting- people model cities, Yichang mainly address itself to the five aspects including the improvement of public services, the strengthening and innovation of social governance, the promoting of interaction between government and the public and the publicizing of government affairs, the stimulation of information consumption and the enhancing of administrative efficiency to build the “ Yichang Mode ” characterized by the full lifecycle and gridding information people-benefit project including “ the full coverage of people”, “ the full throughout the lifecycle ”, “ the full services ” and “ the gridding zero distance ”, gradually launching the information people-benefit service channel called “ six one solutions ” which enables all the citizens to enjoy the information services.
  Supported by the unified public service platform, “ six one solutions ” is the deep application of informatization in people’s livelihood and the operable information-benefiting- people service channel including the overall planned one webpage solution for computers , one click solution for mobile phones, one screen solution for televisions, one number solution for telephones, one station solution for communities and one card solution for citizens on the basis of the consumption features and habits of different groups of people. So far, the citizens can query service information of inPidual reserve funds, social security and traffic violation through “ six one solutions ” except one card solution for citizens, enjoy the online services and the interaction between government and the public, inquiry the convenience announcement, government notice and other 12 service information. Furthermore, the Mayor’s hotline 12345 accept the citizens’ appeals including consultation, proposal, complaint, reporting and assistance around the clock, provide the citizens with acting services through gridding and achieve the coverage of information through the interaction between the digital television and the public.
