6 county-level cities and districts have set up legal counsel centers in villages or communities, and 989 legal counselors have been employed to serve the people in Yichang, according to the Office of＂the Thirty Thousand Activities＂(activities that encourage officials visit the rural villages and care for living conditions of people).
　　6 county-level cities and districts, including Zhijiang City, Wufeng Tujia Autonomous County, Yiling District, Xiling District, Wujiagang District and Xiaoting District, have set up legal counsel centers in villages or communities by the end of April. Since the implementation of＂the Thirty Thousand Activities＂, Yichang City has vigorously strengthen the improvement in public legal service system, and promoted the activity of＂ensuring legal service accessible to every rural household＂．12 legal service centers of various levels, 109 legal guidance centers in towns and communities have been successfully established. Over 11,000 legal correspondents and staffs have been employed in 1591 offices for legal affairs and legal grids in rural areas and communities.
　　As one of special action of＂the Thirty Thousand Activities＂, the activity of＂ensuring legal service accessible to every rural household＂requires to set up legal counsel system in every community or village. The goal of setting up legal counsel system in every community or village must be achieved in accordance with the principle of＂helping people access to legal service at the nearest place with paying to the legal staff.＂According to statistics, 842 legal counsel centers in communities or villages will be established with the governmental funds, the implementation rate reaches 52.9%. And the counsel subsidy funds have been included in the fiscal budget in Zhijiang, Yuanan and Zigui County, Yiling, Xiling, Dianjun and Xiaoting District in accordance with the standard of not less than ￥3,000 in each village or community. Among them, Yuanan County has implemented the policy of the county-level government sharing the responsibilities with the township government and Yiling District has carried out three kinds of modes which are government recommendation, market operation and package buying.
