The year 2015 is a time when Yichang is deepening its reform in an all-around way. To make more space for market and deeply promote streamline administration and institute decentralization, Yichang has deepened the reform of commercial registration system: taking the lead in the whole nation in implementing the "three Certificates (Industrial and Commercial Business License, Tax Registration Certificate, Organization Code Certificate) in one", initiating the Business License "one click", becoming one of the regions which demand the least pre-approval items in the whole country and the first one in  Hubei Province to launch the summary procedure of enterprise deregistration etc. With a number of leading reforms in the country and the province, Yichang’s enterprises are enjoying the benefits brought by reform.
　　Low-threshold, convenience and high-efficiency are the goals of the access system reform of the current main market players. Yichang has decreased its former 161 municipal pre-approval items to 12 ones and transferred the others into post-approval ones. Compared with other cities in Wubei Province who keep 53  pre-approval items, Yichang has become one of the regions demanding the least pre-approval items in the whole country. Except several industries like the financial and hazardous chemicals, most industries could benefit from the reform of “License granted before Certificate”, returning the initiatives to enterprises and allowing them to make better preparations in a more organized way.
　　Meng Aimin, a villager of Unit 3, Hengxihe Village, Anfusi Town, Zhijiang County, was still elated when talking about his first experience of "three Certificates in one" transaction last year, "Originally, to get the three Certificates, several materials are needed, but now one material can make it. Owing to the speed, I got the Certificate the very day." July 15th of 2014 saw the first case of "three Certificates in one" in China. It was in Anfusi Town, Zhijiang County, Yichang City that the municipal Industry and Commerce Department managed to decrease the transaction produces. Now this initiate is promoting in the whole city. Together tagging the numbers of Enterprise Certificate Code and Tax Registration Certificate on the Business License, "three Certificates in one" License has the same effect as the former three Certificates. Now enterprises only need to submit a set of application materials in one window, then they can get the approvals of Industry and Commerce Department, Quality Inspection Department and Taxation Administration synchronously. In this way, the "three Certificates in one" License can be claimed in three days. When transacting the relevant procedures in the banking, construction, planning, land management, environmental protection, real estate management and other sectors, enterprises only need the Business Licenses.
　　As to the Business License "one click", it is Yichang’s another initiative in the whole country. To finish the industrial and commercial registration and get the Business License, applicants can finish most of the work on the Internet: logging in the Industrial and Commercial Bureau website of Hubei Province, filling out the application information and uploading data according to the instructions, then submitting the paper application materials consistent with the online registration data after being approved by the online registration authority. If the applicants do not know how to fill out the paper application materials, they also don’t need to worry, for the "one click" services software specifically designed for the enterprises can automatically synthesize the materials and print them out.
　　To start a company, the capital limitations stop many people. Formerly, limited liability company needs at least ￥30,000; one-person limited liability company, no less than ￥100,000; joint stock company, ￥5,000,000. After carrying out the subscribed registration system, the capital threshold completely disappeared in Yichang. For entrepreneurship, employment groups like undergraduates, subscribed registration system means that they can start business and enter the market with a relative small amount of capital. Previously, the annual enterprise inspection also troubled the business people. Every year, they had to queue to submit the annual inspection data. If they missed the time inadvertently, fines would wait for them. Last year, Yichang promoted the enterprise annual report system and replaced the enterprise annual inspection system in the whole city. Thanks for this change, enterprises only need to self-login Hubei market players credit information publicity system during the nine months (between October 1st and June 30th of the following year), submit the annual report of the last year to the online registration authority, and publicize it on the Internet. In this process, no fee is needed and troubles of running about can also be avoided.
　　Wang Jing is the first Yichang citizen who have enjoyed the convenience of summary procedure of enterprise deregistration. Except the time waiting in line, she only used 10 minutes in finishing the entire deregistration procedure. On April 1st, Yichang initiatively  launched the summary procedure of enterprise deregistration in the whole province, providing facilitations for enterprises and making them realize quick turning, bidding and merging in the market changes. In the past, to cancel the registration, a liquidation group must be set up to put on records and release liquidation. Only the two procedures can last forty-four days. But now for enterprises that do not carry out production and operation or have credits and debts, these two procedures can be eliminated. In addition, the three evidentiary materials are also decreased to one. Moreover, deregistration declaration can be transacted at any time and the transaction days also decreases from fifty to three. Now both Licenses granting and deregistration can be completed in three days, marking the threshold lowering in both market entry and exit and achieving the throughout facilitation of the market players in the full sense.
　　Commercial registration system reform is like the spring wind of the market vitality, stimulating the passion of people’s entrepreneurship and innovation. At present, more than 30,000 enterprises have been enjoying the convenience of "License granted before Certificate" in the whole city. Over the past year, ￥23 billion enterprises registered capital has increased in the whole city, larger than the three-year total increment of the pre-reform period.
