A conference on the construction of National IPR (Intellectual Property Rights) Model City was held in Yichang City yesterday. He Hua, deputy director of State Intellectual Property Office (SIPO), granted the title of “National IPR Model City” to Yichang. Ma Xuming (Vice Secretary of Municipal Committee of the Communist Party of China, Mayor) attended the conference and delivered a speech. Wang Yinghua (Deputy Mayor) hosted the meeting and Zhang Wenxue (Deputy Mayor) reported the status of construction at the conference.
　　Yichang was the first prefecture-level city in Hubei Province that was awarded National IPR Model City. 7274 patents were applied for last year, increasing by 56.33% compared with the same period a year earlier and 228 new high-tech enterprises were established. 8 patents won China Patent Excellence Award, 4 inventions won gold medal in the International Exhibition of inventions, 2 won silver medal in the International Invention Award and over 20 patent projects won gold medal in the International Patent Fair, among which “Key Production Technology and Application on Yeast with High Tolerance” by Angel Group won the 2nd Prize of the National Sci-Tech Advance Award.
　　At the meeting, He Hua, deputy director of State Intellectual Property Office of China (SIPO) highly praised the achievements that Yichang has obtained. Mr He said that Yichang has sound working system for promoting intellectual property; the city has achieved prominent accomplishments on fostering intellectual property by enterprises; it has also continued to optimize the environment for intellectual property. Therefore, Yichang takes the leading position on intellectual property among prefecture-level cities. He hoped that Yichang can further enhance the leading position, increase investment and extend achievements on intellectual property.
　　Ma said since we started the pilot work, Yichang has always taken the intellectual property strategies as the strong support for advancing innovative development, regards the intellectual property as the crucial fulcrum for building an innovation-driven city. Still, Yichang has continuously strengthened the creation, application, protection and supervision of intellectual property. Currently, Yichang has entered the pivotal phase where requires innovative and transformed development. Hence, various departments at all levels should regard it as an opportunity. We should fully carry out the intellectual property strategy, fully increase the comprehensive strength on intellectual property and industriously turn “ Made in Yichang” into “ Created in Yichang”.
　　Ma stressed that we should adhere to the “three high” basic principle to promote the demonstration construction to a new level. Based on high starting point, high standards, high quality and efficiency, the goal of building the Intellectual Property Rights (IPR) Model City should truly run through the whole process of ecomonic development and fully be implemented to every aspect of the work. Besides, we should persist in market-oriented and promote independent innovation. Moreover, we should give full play to the main role of the enterprises and increase efforts to support small, medium and micro enterprises and accelerate the construction of the Intellectual Property Service Platform as well. Meanwhile, we ought to insist on the support of system and ensure that the demonstration construction can be pushed forward orderly. In addition, the long-term mechanism of model city’s construction and the intellectual property management system should be further improved. The stable growth mechanism of financial investment and the intellectual property protection mechanism should be improved, too. The city’s demonstration construction should also be promoted into a standardized, instituted and regular track. Finally, we should adhere to taking departmental interaction as the normal and coordinate the development of demonstration construction. The city’s various departments at all levels must firmly establish the concept of “a game of chess” and strengthen coordination as well as foster joint forces to promote the city’s demonstration construction with higher demand and higher standards. (Reporter: Yang Chunyan; Correspondent: Zou Yi)
