The scientific and technical innovation depends on talents. In order to introduce and cultivate high level talents in scientific and technical innovation, a “Talent Program” has been carried out in Yichang. According to the Municipal Party Committee Talents Office, Yichang has introduced 5 and 9 talents through the national 1,000-Talent Plan and Hubei Province’s 100-Talent Plan respectively.　　

　　In recent years, great importance has been attached to introducing talents in scientific and technical innovation. The municipal Talents Offices and the municipal Personnel Bureau have also attended many conferences in different universities and cities. Now Yichang has brought in 5 experts including Qian Zhenghong, Wang Feibo, Wu Zhipeng, Luo Shun and Zhao Chuntian, in accordance with the national 1,000-talent Plan; as well as 9 experts including Guo Zaichun, Lei Bangjun, Deng Youping, Deng Yaguang, Liu Minqing, Ouyang Chenxin, Dai Weichen, Yang Xianyi and Zhang Qichun in accordance with the provincial 100-talent Plan.

　　Wang Feibo, the first specially-invited expert to Yichang High-tech Zone in accordance with the 1,000-talent Plan, has led a world first class R&D in a series of ice-slurry products. He was invited to do some research in Yichang High-tech Zone in August, 2011. Then he determined to start his business in Yichang for its good environment and preferential policies. The government supplied him 200 square meters space for free to build a research center and offered 5 million yuan as supportive fund.

Yichang, making full use of its industrial strength, has attracted many peer experts and specialists to start their businesses here through the model of “industries plus talents”. The talents bring in projects and in return the projects can bring in talents too. In this way, a new system will be formed. At the same time, the municipal government awards those innovative and starting a business in cash, sets up platforms for industry-university-research cooperation, encourages talents to found high-tech enterprises and establish R&D platform, which will bring about a rise of R&D ability and an elevation of Yichang’s talents’ overall quality.
