Corruption: A Lesson from Pan Yigang

  Pan Yigang, Male, born in December, 1958, used to be the general manager and deputy secretary of Party Committee of the Yichang Yangtze River Bridge Co., Ltd. He worked in the interests of other people using functionary power and took bribes which amounted to RMB 463,900 (about $74,200). He also broke the integrity discipline and accepted cash gift with an amount of RMB 150,000 (about $24,000). He was sentenced to eight years of imprisonment due to bribery crime by Xiaoting District People’s Court on December 12th, 2013 and expelled from the Party on April 17th, 2014.
  Pan was the third manager that has been investigated and the first two were sentenced to above ten years of imprisonment. “The remembrance of the past is the teacher of the future” is obviously known by ordinary people, so why did he challenge the law personally and continue to be corrupted?
  Claiming credit for himself and being arrogant as seeds of his corruption and degeneration
  Pan Yigang was born in a “red family”. Each critical moment of his life marked the calling of Party and the care of Community Organization. As soon as he graduated from high school, he went down to the countryside and became a member of production team. After that, he enlisted himself in the army to defend the country. He rendered outstanding service in army; therefore, he was rewarded for his excellence for 9 times during the 4-year service. After being demobilized and transferred to another place, he initially worked as a motor mechanic. He exerted his best efforts to grow into a general manager of state-owned company step by step.
  At the end of 2005, Pan was entrusted with missions at a critical and difficult moment. He held the position as general manager of Yichang Changjiang River Highway & Bridge Construction Development Company (Big Bridge Company). The beginning of his tenure was the most difficult period of the company. The company’s revenue could not balance its charge rate, its funds chain was almost cut down, and its asset-liability ratio was up to 120%. The company even failed to pay its staff on time. However, he led his colleagues and staff to devote themselves to the hard work for 5 years. In this way, the company not only paid all the debts, but also transformed into a well-known enterprise with the annual profits over 100 million yuan. In the eyes of his leaders and colleagues, Pan was really a capable leader and meritorious general manager of the company. Unfortunately, the halo of success made him complacent. He thought of himself as a great contributor to Community Organization without any due payback. It was this very idea that helped to plant the vicious seeds in his mind, so he stepped into a road of no return.
  The imperious working style offered the soil for his corruption and degeneration.
  For a long time, Pan worked as the “top leader” of the Big Bridge Company. He always had the final say over the company’s everything without taking different suggestions. All the things he wanted to do would be done: the funds that he intended to spend would be approved, the staff he was willing to promote would be appointed. For him, all the regulations and rules of the company had been nothing. Although all the staff and employees were resentful of his imperious working style, no one dared to speak up.
  The dominating style gives birth to absolute power. And absolute power leads to absolute corruption. In the second half of 2009, Pan Yigang didn’t take the democratic process. He prevailed over all dissenting views and transferred his old friend Du to be director in Yichang Bridge Engineering Construction Co.Ltd affiliated to Yichang Yangtze River Highway Bridge Construction & Development Corporation. So it was convenient for him to arrange for someone and apply for reimbursement. He also pondered to engage in projects with Mr. Du and he had the dream of fortune. Unexpectedly, these were followed by a nightmare. During the “Two rules” (the special investigative measures implemented by the Chinese Communist Party) period, after self-reflection, he said “to transfer Du to be a corporate representative was the beginning of my mistake.”
  Increasingly expanding desires pulled him towards the abyss of corruption and degeneration
  Desire is a bottomless pit. One desire has been met, and the other will be produced. For corrupted officials, the desire is like Pandora\'s box, once opened, it will be difficult to close.
  Pan Yigang’s greedy desire began with accepting hundreds of monetary gifts from his subordinate. Then he accepted several thousand yuan in the company’s cadres and personnel work to do “good things”. Later he was used to sitting in luxury cars and having costly meals .... His desire was increasingly expanded. It was not until in the Bridge Hotel’s renovation project that the fuse of his desire was detonated. He unscrupulously took bride totaled more than RMB 300,000($ 48,420 ) from many contractors. He even asked someone to pay for his house’s renovation costs. In his eyes, public power turned out to be a private money-accumulating tool. The insatiable desire led him to the abyss of corruption and degeneration step by step.
  Pan Yigang’s lesson is painful and profound. He wrote in the statement of repentance “I admitted and acknowledged my mistakes. And I will correct them. So I earnestly wished that the party organization could handle my mistakes with leniency. I didn’t want to be abandoned by the Party. I want to “come back home to the Party” as soon as possible”.
