The BRT Management Measures has already been approved by Yichang Municipal Government and will be implemented in the operation of BRT system on Dongshan Avenue on July, 1st, 2015 in order to strengthen the management of BRT and maintain road traffic order, according to Yichang Transportation Administrative Bureau. It is formulated in the Measures that Yichang transportation department is the main administrative department in charge of BRT, while road transportation authority is responsible for the supervision of BRT system, public security and traffic administrative department is in charge of the road transportation safety of BRT system, and public security department, fire department as well as city management department are in charge of integrated management, including public security, fire control and the appearance in the regions like BRT lanes, bus stops, passenger foot-bridges and underpass etc..
　　BRT shall be driven inside the BRT lanes with a maximum speed of 50 km/h and no overtaking is permitted except the overtaking lane near the platform. BRT shall run and stop at the platform according to the required order. The BRT can be driven to relevant lanes if safety distance is kept.
　　Passengers shall comply with the following rules when taking BRT: Those who take BRT should enter the waiting area through pedestrian crossing facilities and fare collection passage, then let passengers get off the bus first. Passengers who get off the bus should leave the station through exit in the waiting area or pedestrian crossing facilities. Waiting inside the BRT lane or scramble to get on the bus is strictly prohibited.
　　When carrying out emergency tasks, the BRT lanes can be used by military vehicles, police cars, fire engines, ambulances and rescue vehicles. In order to keep them clean, sanitation vehicles can enter the BRT lanes at specified time. In accordance with the Measures for the Control of BRT, except these vehicles mentioned above, other vehicles are not allowed to enter the BRT lanes. On the other lanes along the BRT, in addition to temporary taxi stops with approval and temporary city bus stops during the closure of BRT stations, all types of vehicles are prohibited to park.
　　When travelling on the BRT lanes, the BRT vehicles can temporarily use an adjacent lanes in the same direction in case of some obstacles on the lanes ahead obstructing the traffic. But they should be driven back on the BRT lanes after the obstruction. When there are serious traffic jams on the other lanes along the BRT, Public Security Traffic Administrative Department can allow other unapproved vehicles to use the BRT lanes under the precondition of ensuring the BRT vehicles’ priority. However, the normal order must be restored promptly after the traffic jams.
　　Within the BRT lanes and other lanes along the BRT, pedestrian overcrossing, underpass across the street and within the range of the platform, the following behaviors are forbidden: discharge of sewage, dumping rubbish (construction wastes) and other liquid (solid) leakage harmful to the pavement. Besides, these behaviors such as setting up roadside stalls, piling up debris, begging and non-motor vehicles entering the motor vehicles’ lanes are not allowed. In addition, pedestrians are not permitted to walk and linger on motor vehicle lanes. They can not cross the motor vehicle lanes outside the crosswalk line, either. Without approval, slogans and advertisements are not allowed to put up and objects are not allowed to hang on motor vehicle lanes and ancillary facilities. Finally, any construction work which has nothing to do with BRT maintenance is also forbidden.
