Currently, Yichang Housing Provident Fund Management Center issued the “Notice on the Housing Provident Fund Withdrawal and Loan Transaction”. The Notice is to further ease the restrictions of housing fund withdrawal and loans, of which the personal maximum loan quotas increases from 500,000 yuan to 600,000 yuan.
The down payment rate of the first partment decreases 20%.
The minimum down payment for first-home buyers with HPF will be cut to 20 percent. Currently it is set at 30 percent. At past, this privilege only fit for the first house which the area is less than 90㎡. Now this area limitation has been canceled. The personal housing accumulation loan rate is lowered on June 28 by the Center. According to the provision, if you purchase one to five years (include) personal housing accumulation fund, the loan rate decreases from 3.25 percent to 3 percent; while if over five years, the loan rate decreases from 3.75 percent to 3.5 percent, 1.9 percent lower than the commercial housing loan interest rate.
The maximum personal loan up to 600,000 yuan.
The maximum personal loan of housing accumulation fund increases from 500,000 yuan to 600,000 yuan. It can be used to pay for the house rent and withdrawal once a year.
If the employees and their spouses do not own a house in the place which they purchase the fund and that is proved by the Center, they can withdraw their fund of this year one-time to pay for the rent. During the renting period, they can withdraw their fund once a year to pay for the rent, but the withdraw period must meet a year interval. The total amount is 12,000 yuan a year at most.
The property fee also can be paid by your or your spouse’s accumulation fund.
If the employees and their spouses haven’t withdrew the fund for housing cost at that year, they can withdraw their own fund of that year one-time to pay for the property fees of their-owned or spouse-owned house. The total withdrawal amount should not exceed the yearly property fee and the actual limit is 3000 yuan per year at most. It can be applied with your housing ownership certificate and receipt notes of property fee.
The loan for refurbishing house could up to maximum 300,000 yuan.
If the fund balance is vacant, the employees or their spouses can use their own or the third party’s housing estate as mortgage to apply for the personal loan for refurbishing house.
The loan limit can be counted as follows: area of refurbishing house × 2000 yuan/㎡. The total amount should not exceed the price shown on the contract. The actual loan limit is 300,000 yuan at most and the limited length of maturity is 15 years.
Moreover, the spouse’s accumulation fund also can be used to pay for the decoration costs. Proved by the Center, the employees or their spouses can withdraw their fund one-time to pay for the decoration costs of one owned house which located in Yichang within two years. The loan limit can be counted as follows: area of refurbishing house × 1200 yuan/㎡. The total amount should not exceed the price shown on the contract. The actual loan limit is 100,000 yuan at most.
