Children can take a coach to school; I can also go to the town by car, to sell vegetables at a better price." said excitedly Hu Junxi, a villager of Huangzhu Village, Hekou Town, Yuan’an County of Yichang, Hubei Province..Till July this year, 97.6% of 25,937 administrative villages have had transport services; by the end of this year, the rest of the villages will have been open to traffic.
Mountainous lands, hills and down lands together take up about 80% of Hubei Provincial territorial area; therefore, transportation is one of the most restraining factors for some villagers to shake off poverty and strive for well-off life. Early this year, Hubei started the fifth “Thirty Thousand” activity which means that ten thousands of cadres go to ten thousands of villages, visit and serve ten thousands of households. Through the activity themed on coaches come to every village, about 110,000 cadres consisted of 18,000 work teams to serve the villages. By integrating capitals from every department including transportation, agriculture, housing construction, environment and forestry, ect., and calling out to the public, 2.25 billion RMB has been financed to the construction.
The current standard country roads are usually 3.5 meters wide; therefore, it is hard for two cars to switch their ways when coming across. And it is not realistic to widen the road in every village only for the purpose of car switching. For this reason, Hubei creates its own way: to widen the roadbed and build a platform for cars-switching every 300 to 500 meters. As roads in some villages are close to cliffs and rivers, with steep slopes and sharp turns, and it is dangerous for villagers to ride a motorcycle, under this circumstance, the majority of the capital will be used into the construction of road security facilities; only when those roads reach the standards of safe driving can vehicles be allowed to pass.
By the end of this year, commuter buses will cover every administrative village. How to make enterprises pay attention to those “bony” routes? “To let the meat and bones share”, through organized bid, a passenger transport company responsible for the whole county’s passenger cars’ operation will be born; and enterprises can offset the loss of part rural routes by taking advantage of city and town’s routes of large passenger flow. Laohekou City has realized the balance of operation costs through this mode. What’s more, the government provides car and fuel allowances for enterprise. Zhongxiang City plans 5 million RMB as special fund every year to develop rural passenger transport.
Han Chonggeng, a villager of Zhongyangya Village, Gufu Town, Xingshan County, Yichang, makes structured accounts: in the past, a round trip by motorcycle or ferryboat cost 40 RMB; now it only costs 5 RMB by passenger car.
Zhengjiabang is a village of Longzhouping Town, Changyang County of Yichang. It was very poor due to bad traffic; while with the bus business starts, the village now has become a hot scenic spot relying on its unique Tujia customs and geological landscape.
2.4% of administrative villages have not yet been open to traffic, a small proportion with challenging difficulties, which are main regions to be supported.
