30 years old Zhou from Xiantao City returned to Wuhan and set up a network trafficking in personal information business. On August 3, Zhijiang police informed that after nearly 2 months of meticulous investigation, Wuhan Police successfully arrested suspected Zhou of the illegal access to personal information, seized several cell phones and one computer. This is the first case of Yichang’s illegal access to personal information.

On June 2, Zhijiang police in Jiujiang, Jiangxi province successfully destroyed an interprovincial telecommunications fraud ring mega-posed as police, on suspicion of money-laundering implementation, and captured 4 suspects in Hubei Province including Xie. It seized 50 committing bank card, 19 mobile phones and a number of computers and modified software. The gang suspected to fraud more than 100 telecom cases, involve more than ￥5 million  in Hubei, Guangxi, Gansu, Jiangxi and other provinces. ( This newspaper once reported the news).

In handling the case of Xie’s telecom fraud groups series, police found Xie and a person nicknamed “sale personal information” contract closely and bought a large number of citizens’ personal information for fraud from that person. He purchased personal information include names, addresses, social security numbers, telephone numbers, genders, Chinese zodiacs and other important privacy information. These information had become a commodity and was sold on the Internet. Based on the clue, civilian police was informed that the QQ number belongs to Zhou, so they investigate in Wuhan several times to survey and investigate. On July 28, with the assistance of the police in Wuhan, Zhou was arrested in a store in Jianghan district.

After investigation, Zhou graduated from primary school, he wandered very early into the society and worked in Wuhan, Guangdong, Macaw as security, and troubled stablehand. After married with a university-educated wife, he returned to Wuhan to work. In 2013, after learning the sale of citizens’ personal information can make huge profits, Zhou start to obtain and sell personal information illegally on the internet. He got 50,000 articles citizens’ personal information and sold more than 70,000 articles, thus got a profit of more than 10,000 ￥. Most of the information is purchased by fraud gang and used to commit fraud.
