Wu Qingsong, Yichang’s Branch Manager of China Agricultural Development Bank (CADB), received a short message: “Thank you for helping Changyang County make a miracle in August.” The “miracle” refers to a 800-million-yuan loan allocated for poverty alleviation, which has provided great financial support for this cause. Yichang Branch Bank of CADB is going to launch a fund of 10 billion yuan loan to support the whole city’s poverty alleviation by relocation. Till yesterday, Changyang and Yuan’an have got the first loan fund of 1 billion yuan.
The loan fund is mainly used in constructing (or buying) relocation and resettlement apartments, supporting the construction of infrastructural facilities directly related with relocation, such as water, electricity, road, gas, network; and public service facilities related to education, health care, cultural progress and others; land reclamation of the original residence, as well as costs in compensation, temporary transition during the process of removal.
Since this year, the city’s CADB has earnestly implemented the precision poverty alleviation policy issued by the Municipal Committee of the CPC and the Municipal Government, and taken the lead among the cities of Hubei Province in terms of launching loan fund. According to the precision poverty alleviation thought of “alleviating poverty by relocation” and the general requirement of “being able to move, able to stay, and able to get rich”, the Yichang government has sent 10 teams for poverty alleviation project to work in its poor counties’ and county level cities’ government, and to give key support to national-level poor counties and the areas with bad living conditions. So far, 12 relocation projects have been completed. The loan interest rate is below the range of 10% to 20% within 20 years. The first loan fund is to be used for the construction of 18 removal and resettlement apartments to let the recorded poor families move in.
Till the end of August, the CADB Branch has launched the 10 billion yuan loan fund. It is expected that 8 billion yuan will be launched before 2016. The first 4 billion yuan were launched to Changyang, Zigui, Yuan’an, Yiling, Yidu. The loan fund of 3.2 billion yuan is to be approved in early September to Wufeng, Xingshan and Dangyang.
