Mr. Zhang lives in the High-tech Zone of Yichang City. Recently, he was inflicted by two cases of smash-and-grab, which turned out to be done by two juvenile offenders. As a hot spot of the whole society, juvenile delinquency has always been the focus of the state and society. Though a series of policies and regulations have been issued to reduce and prevent juvenile delinquency, minor criminal cases still occurred from time to time. So how can we help the minors get out of the mire of youth? How can we prevent them from stepping into the abyss of evil? Experts suggest that families, schools and the society should work together to strengthen the supervision.
Windows Smashed and Cash Stolen Twice in One Month
Mr. Zhang told reporters, on the evening of July 28th, he went for a friend gathering and parked his car on Yiling Avenue. About 11 pm, he came out to drive home, only to find the window of his car was smashed and the items in his car were upside down. After careful examination, Mr. Zhang verified that only 20 yuan in the purse was lost. What’s worse, on August 28th, Mr. Zhang suffered again.
Similar accident inflicted on Mr. Gao, a citizen of Wujiagang District. One time in the last year, he drove to visit one of his friends and pulled over simply for there was no garage in his friends’ living community. About 10 pm, he got out and found the window of his car was smashed, with the missing of more than 100 yuan. The next day, Mr. Gao drove to a 4S auto repair shop. He not only spent more than 700 yuan, but also wasted much time. Then the angry Mr. Gao reported it to the police. Finally, Xiangyang police station of Wujiagang District informed Mr. Gao that the offenders were two minors who were less than 16 years old.
The police also learned that the parents of the two teenagers had been working outside year in and year out. With no guardians, they surfed the Internet all day long at cybercafes. When short of money, they would smash cars to steal money. "They broke my window and got only 100 yuan. But for me, it was a big loss and trouble. The behaviors of those minors were really infuriating and puzzling." Mr. Gao complained to the reporters reluctantly.
Lacking Supervision Caused "Youth Pain"
Reporters learned that although the state and society had issued a series of policies and regulations to reduce and prevent juvenile delinquency in recent years, minor criminal cases still occurred now and then. At the same time, they found juvenile delinquency was featured by young age, large fluidity, aimlessness and strong damage.
Tian Tao, squadron instructor of Xiangyang police station said that the juvenile delinquency mainly focused on money. Among these cases, the majority was covered by stealing goods in stores, smashing car windows to steal money and stealing motorcycles. As to the age of the minors, most of them were between 14 and17. Sometimes, there were minor offenders less than 14 years old. When analyzing the reason, family environment matters much—most of them were stay-at-home children.
"We once uncovered a minor crime. Among these teenagers, some were under 16 years old. They stole steels on site, smashed car windows to steal money and broke the rolling door of stores to steal money. With no crime experience or skills, they sometimes even carry out violent sabotage acts only for ten yuan or so, bringing devastating losses to the victims."
Tian Tao told reporters, through the investigation and analysis on these minor offenders, he found the common feature—with parents working outside and the incapable grandparents, most of them lacked enough supervision, thus dropping out of school early and doing nothing. In the absence of skills, legal awareness and money, they gradually went for the wrong way and started to theft.
Because many of them were under 16, even 14 years old, according to the relevant regulations of Law of the People’s Republic of China on the Protection of Minors, in respect of delinquent minors, the policy of education, persuasion and redemption shall be implemented and the principle of taking education as the main method and punishment as the subsidiary shall be upheld. "We would first teach them the relative laws and regulations and tell them the serious consequences of violations, then according to their situation we would go for their parents, requiring them to strengthen supervision and pay more attention to their children." "In the beginning, these teenagers would turn good, while a few would commit crimes again and even stole in surrounding counties." Tian Tao told reporters.
Co-creating Network of Schools, Parents and Society, Helping Problem Youth out of "Youth Miry"
Teenagers are the hope and future of our nation and diversified reasons lead to juvenile delinquency. Professionals in the judiciary, education and psychology fields have been concerned about it and put forward a lot of good advice.
Ceng Quan, a lawyer of Hubei Sanli Law Firm, told reporters that there were also relative laws and regulations on juvenile delinquency in the foreign countries. Generally, they take education as the main method and punishment as the subsidiary. According to the causes and severity of the crime, they would investigate whether the guardians take their responsibilities and whether they have this capability, if not, the minors who commit crimes would be sent to the specialized guardianship authority and supervised.
Tian Tao also believes that we need the power of the whole society rather than the simple education and punishment of the police. "We can cooperate with the society and schools and teach them professional skills. At the same time, we should offer them regular psychological guidance and spare more affection to them, helping them find their own social positions and learning how to observe the social order."
Chuang Xi, a National secondary psychological consultant believes that teenagers lack the ability of distinguishing right from wrong, so they are easy to become criminals when coupled with the absence of proper leads of parents and teachers.
According to Chuang Xi, teenagers\' recognition capability is not sound enough to distinguish right and wrong by themselves, thus they are easy to be influenced by some negative things and go astray. At this time, if their parents fail to lead them correctly or show their concerns to them, they will make some destructive behaviors to arouse their attention. If unsatisfied, they even feel hatred to the family, produce vengeful feeling to the society and finally turn to crime. In addition, schools and teachers—the impact of which is just inferior to family and parents—should attach more importance to students’ overall quality while improving their scores.
Therefore, Chuang Xi suggested that to prevent the juvenile delinquency, we should strengthen the discipline feature of family, pay more attention to their ideological and spiritual needs and take proper methods to educate them; then schools should put their educational function to good use, making moral education the first work of schools and carrying out legal education.
