According to Yichang Administration for Industry and Commerce, the “one license with one code” registration is to be implemented for enterprises, farmers’ professional cooperatives and their branches, and for those that need making registration changes.

The so-called “three in one”, “one license with one code” mode has crossed the lines that originally exist between the Administration for Industry and Commerce, Bureau of Quality Supervision and State Administration of Taxation. The mode is to combine business license, organization code certificate and tax registration certificate into one, namely, change the three different codes into one that is called “social credit code” by informational means. In the future, the enterprise registration will be examined and then issued the “unified social credit code” (hereinafter referred to as “unified code”) of the business license by administration for industry and commerce, and the organization code certificate and the tax registration certificate are no longer needed.

For those that have originally registered with the organization code, the Administration for Industry and Commerce will examine and reissue a “unified code” embedded with the original organization code, and take back the original certificates (including electronic copies) when they apply for registration change. For those that have not acquired the organization code, the Administration for Industry and Commerce will issue a “unified code” after its examination.

The deadline of changing licenses is December 31, 2017. For those enterprises or farmers’ cooperatives that have registered with the organization code, their primary licenses are still effective before December 31, 2017. From January 1, 2018, in addition to several fields with special permission, all shall change to use the loaded “unified code” of business license. The primary license will become invalid.
