The first business license of “Three Licenses (the business license, the certificate of organization codes, and the certificate of taxation registration) into One Certificate” as well as “One License (Business License) with One Code (Social Credit Code)” in Yichang was issued on September 10th, 2015. Wang Jianjun, the client of Hubei Wusegu Supply Chain Management Co, Ltd., received this license only half an hour after submitting the materials. “The reform of business system makes things more convenient for us.” He exclaimed.

    The reform of “Three Licenses into One Certificate and One License with One Code” refers to the registration system that a business license with a unified social credit code (hereinafter referred to as the “Unicode”), includes the operating person and other organizations, applied by an enterprise during the enterprise registration process, approved and issued by the department of administration for industry and commerce. This kind of business licenses are just like people’s identity cards. What’s more, it can identify the subject and transact business in departments all over the nation such as government offices, financial institutions, insurance institutes etc.

    A series of items were added to the original registration form of establishment and modification: Unicode Information, Place of Production and Operation, Contribution of Shareholders (Promoters), Finance Chief and Contact Person. In addition, a “Clearance Certificate” issued by tax department was added to the cancellation of registration form.

    After implementing the registration system of “Three Licenses into One Certificate and One License with One Code”, through the “processing through one window, collecting with and sharing the information”, then the administrative department for industry and commerce verifies the registration materials of enterprises and upload the registration information onto “information sharing and exchange platform”. After realizing the importance of information sharing among the departments of industry and commerce, quality supervision, taxation, the processing time has shortened from 3 work days to utmost 2 work days. This will largely simplify the market access procedures and decrease the cost of investment entrepreneurship. 

    From September 10th , the city\'s various businesses, farmer cooperatives and its affiliates have all begun to carry out the registration pattern of “Three Licenses into One Certificate and One License with One Code”, individual industrial and commercial households do not implement this reform right now. The enterprise class market main bodies which firstly register and change registration implement the “One License with One Code”. The administrative department for industry and commerce issues the business license with uniform code. From September 10th, 2015 to December 31, 2017 is the transitional period of reform, the unchanged license can continue to be used. From January 1, 2018, all businesses, farmer cooperatives and its affiliates should use the business license with uniform code the former ones are not valuable. (Reporter: Yang Chunyan; Correspondent: Zhou Yun)
