“I live upstream and you downstream by River Blue/Day after day of you I think, but you are not in view. /Although as one we drink, the water clear of River Blue.” This ci reflects the close economic, social and cultural ties among cities in the Yangtze River area. “To take advantage of the national strategy of developing the Yangtze River Economic Belt and build Yichang into an important link in the Yangtze River City Cluster and Chengdu &Chongqing City Cluster. In the Government Work Report of this year, Yichang plans to build the Yangtze River City Cluster and assist the integrated development of the Yangtze River Economic Zone.

　　Industry integration: self-reliant development facilitated by tourism industry, service industry and manufacturing industry

　　 “Yichang is next to Sichuan in the upstream and closer to Jingzhou and Xiangfan in the downstream.” Since ancient times, Yichang is famous for its geographical advantage. Ma Xuming, Mayor of the Yichang City, says that Yichang’s industrial distribution can be divided into three parts: generally speaking, we develop tourism in the upstream, service industry in the middle stream and manufacture in the downstream. In this way, the three industries can combine and develop together. That is to say, the areas along the Yangtze River are endowed with the “core of development” responsibility.

　　Ma Hongyan, Director of Yichang Road Transport Bureau, holds that the rapid development of modern logistics is the key of three industries’ integration development. “If Yichang traffic is smooth, so is Yangtze River.” The Three Gorges traffic capacity is the bottleneck of the Three Gorges transportation’s development. In 2011, the quantity of cargo through the Three Gorges ship dock reaches 0.1 billion tons, reaching the full capacity in the original dock design. It’s estimated that the logistics quantity will increase 20% annually. The advancement of modern logistics will be good for the settlement of the bottleneck. 

　　Yichang government is sensible to prioritize the development of logistics. By relying on the Three Gorges port, the Yichang City has built 10 logistics parks such as Maoping，Xiaoxita, Honghuatao, Yunchi and Baiyang, and launched 62 logistics programs such as Three Gorges Logistics Park and Yunchi Logistics Park. Yichang will step up the efforts to build the Three Gorges Logistics center, and enhance the cooperation with the key ports in Shanghai, Wuhan and Chongqing. The aim is to build itself into a node city in Three Gorges Economic Belt, and to play an active role in the international logistics of Wuhan-Xianjiang-Europe, and Chongqing-Xinjiang-Europe routes.

　　The data shows that there are 330 national A-level logistics enterprises and 28 provincial- level key logistics enterprises, only next to Wuhan. In the first half year, the revenue from logistics is 49.27 billion Yuan, increasing by 15.1%. 

　　On September 6th, the vice-general manager Xu Ling was maintaining the Three Gorges Shopping website in the Three Gorges Logistics Park. Xu told the reporter that there are 2,000 business logistics companies working in this electric business. The Internet plus the Yangtze River Golden way consists of the biggest logistics public service platform and information platform as well as the warehouse cold chain land in western Hubei. 

　　The 60,000-square-meter harbor is not far from the Three Gorges Logistics Park. “Seven or eight years ago, there were about 1,000 containers, but last year the number exceeded more than 100,000”, Xiao Maoxiang, the General Manager from Yichang Harbor Group Container Branch Company, says. The enterprises outside Yichang always select location relying on the capacity of the harbor.

　　In Xiaoting, the Yunchi harbor is under construction, attracting Yihua Group, Xingfa Group, ZXAUTO and CSG Holding Company. Zhao Yinzhai, the assistant General Manager in Hebei CSG Holding Company says: “The reason why we build company here is Yichang’s good location in the Three Gorges Economic Belt”. He continues, “Our headquarters is in Hebei and part of market is in the eastern Sichuan, western Hubei, Yunnan, Guizhou and Guangxi. Because Yichang is near the Golden Waterway, so we locate our company here to reduce the cost.

　　Yichang that relies on the Three Gorges, and connects Wuhan with Chongqing is becoming an integrated transportation hub nationwide. 

　　With the development of big-scale logistics and circulation layout, Yichang takes advantage of its location to create an agricultural processing system, covering tea, orange, liquor and other beverages. There are more than 9 agricultural processing parks along the Yangtze River such as Anfusi and Qingjiang. More than 90% of processing companies are in this park. “In the first half year the output of all agricultural processing in Yichang is worth 84.78 billion yuan, increasing by 13.7% and taking up 33.6 of the total industrial output value. There are 449 “Designated Size Enterprises”. Xiong Changquan, Director of Agricultural Bureau, holds that “the integration of Three Industries” has changed Yichang’s developing mode: in the past we processed what we owned; now we process what the market needs.

　　Industrial radiation: Three Gorges City Cluster leads new development

　　 “The building of economic corridor worth of billions needs regional cooperation.” the Municipal Party Secretary Huang Chuping said so. Only if Yichang promotes its integrated hub function and the level of regional cooperation，can it be a real hub and link in Yangtze River Economic Belt.

　　Yichang is an important economic city in the Yangtze River, also a transportation hub connecting the east and the west, the river and the sea. The good location helps Yichang to collect logistics information, thus Yichang can be integrated with other cities along the Yangtze River.

　　There are 13 cities in Three Gorges City Cluster, which covers 120,000 square kilometers. The region’s GDP totaled 1,500 billion Yuan. For a long time, Wanzhou in Chongqing, Yichang, Jingzhou, Jingmen, Enshi, Shennongjia in Hubei are closely connected to regions such as Changde, Zhang Jiajie, Yueyang in Hunan. The close ties between them in politics, economic and culture is a good foundation for the development of the Three Gorges City Cluster. “To build the City Cluster is to following the trends of the times.” Director of Yichang Municipal Party Committee Tang Ming says. The Yangtze River region has a large population, and an aggregation of cities and industry centers. But in the upstream of the Yangtze River between two metropolises Wuhan and Chongqing, which covers a distance of 1000 kilometers, there is no another metropolis. In recent years, many cities in the Cluster make advantage of them by intensifying cooperation and realize the win-win development. They have become the most active economies in the region. The building of the Three Gorges City Cluster will upgrade the whole region’s strategic position and overall strength. 

　　Yichang is suitable for living, sightseeing and business. It used to be a remote area but now with the development of water road and air transportation network, Yichang has become one of the hot spots. 

　　The culture travel has become a name card in Three Gorges City Cluster, which can greatly facilitate the cooperation between the cities. The major attractions include the ancient Three Kingdom historic sites, Ba &Chu cultural relics, and magnificent Three Gorges as well as the mysteries landscape of the Tu and Miao ethnical groups. Since Sept 25, 2014, the Three Gorges Dam has begun to offer free admission for domestic tourists, and become the first 5A-level tourist spot to provide free access for visitors, which has greatly facilitated the tourism development of the Three Gorges area. 

　　With the help of the international brand “the Three Gorges”, the six ministries released “The Tourism Development Plan of the Three Gorges Region”. Yichang has been regarded as the most important city in the Three Gorges tourism. Hubei Provincial government also treats Yichang as a vice-provincial city and supports it to be an international tourist spot.

　　Yichang has integrated all of its tourism resources, and striven to promote the combination of cities and landscape, and a tourism band named “Love Yichang”. So far, there are 3 scenic spots of level 5A, 12 level 4A, which is rare to see in the whole country. Now, tourists stay over in Yichang for 2.2 days, which is doubled compared with last year. Yichang has become an important passenger transport in the Three Gorges City Cluster.

　　Now Yichang is upgrading its culture tourism industry by integrating sightseeing, shopping, entertainment, catering and accommodation together. At the same time, Yichang has enhanced cooperation with other cities, with the aim of realizing the win-win development by establishing a developing pattern featuring rich resources, large markets, and flourishing tourism.
