On September 15, the International Symposium on the "Three Gorges Urban Cluster and the Yangtze River Economic Belt” was convened in Yichang. About 200 people including the prestigious experts and scholars, government officials, guests and representatives of Three Gorges Regional Alliances Activities attended this symposium, and over 40 domestic and foreign experts gave their speech with one common initiative--- to construct the Three Gorges City Cluster and implement the Yangtze River Economic Belt Strategy in different phases.

　　Experts believe that "the Yangtze River Economic Belt" strategy is one of the three regional development strategies in China at present, and the Three Gorges area is serving as a key connecting and supporting part in the Yangtze River Economic Belt for its location  in the joint part of the middle and upper reaches of  Yangtze River. Thus the planning and constructing of the “Three Gorges City Cluster’ in the Three Gorges area is of the great significance in promoting sub-regional cooperation in the Three Gorges area, building the Three Gorges area of economic cooperation, breaking the bottleneck of the Three Gorges area, promoting the economic restructuring in Yangtze River economic belt and accelerating the construction of the new supporting area of the Chinese economy. The "Three Gorges Cluster", which covers an area of approximately 140, 000 square kilometers, includes Yichang, Jingzhou, Jingmen, Enshi and Shennongjia in Hubei province, Zhangjiajie in Hunan Province, Yueyang and Changde, Wanzhou in Chongqing, Wushan, Wuxi, Fengjie, Yunyang and Kaixian etc.

　　The Secretary-General of Organization for Economic Co-operation and Development (OECD) Angel Gurria pointed in a video speech that China\'s success in the urbanization was the model of the world urbanization as China is creating a new model of urbanization with more emphasis on fair competition, environmental protection and the improvement of the citizens’ life as well as the construction of the city cluster. This symposium provided an opportunity for the cities in Three Gorges area to think about the conversion significance of this model.

　　It’s hoped that this symposium can make a creative and forward-looking vision for the development of the Three Gorges area and erect a new milestone for the development of the Three Gorges area. 

　　The deputy director of the Development Research Center of the State Council Wang Yiming, vice chairman of the Finance and Economics Commission of the NPC, Vice Chairman of the Central Committee of China Democratic National Construction Association Gu Shengzu and the Deputy Secretary-General of the Organization for Economic Cooperation and Development(OECD) Stefan Kapferer delivered keynote speeches to further clarify the significance of the Three Gorges City Cluster strategy and pointed that the key to further promote the Three Gorges City Cluster strategy is to make breakthroughs in the infrastructure integration, industrial coordinated development, new urbanization development, ecological civilization construction, cooperation for poverty alleviation and inland open cooperation development etc, promote the cooperation, development and win-win situation among cities in the Three Gorges area and build the important strategic support in Yangtze River economic belt.

　　The well-known economist, the former deputy director of the Central Policy Research Office and the vice executive director of China International Economic and Exchange Center Zheng Xinli, Canadian International Institute for Sustainable Development Scott Vaughan, CASS member Lü Zheng, Minister of Regional Development Policy Department of OECD Qiao Kuimu Oliveira Martins, CASS academician Wang Tongsan and other experts proposed the important suggestions around the topic of the basin development and Three Gorges city cluster construction. They proposed these suggestions in different levels and perspectiveswith great foresight including making full use of the unique advantages of the middle and upper reaches of the Yangtze River, regional sustainable development, new urbanization construction, the green growth of the Asian cities, the development of the regional integration and the construction of the Three Gorges city cluster, which will guide the intensive construction and  advancement of the Three Gorges City Cluster.

　　For the regional integration and Three Gorges City Cluster construction, many experts, such as Xiao Jincheng, director of National Land Development and Regional Economy Research Center of NDRC(National Development and Reform Commission), Sam Cole, doctor of economics and professor of New York State University at Buffalo, Wei Houkai, director of Rural Development Research Center of CASS(Chinese Academy of Social Sciences), Wang Ming, researcher and director of Comprehensive Transportation Research Center of NDRC, William Tompson, Senior Counselor in the OECD Regional Development Policy Division OECD , Qin Zunwen, vice dean of Hubei Academy of Social Sciences, Rudiger Ahrend, Head of the Urban Program in the OECD’s Directorate for Public Governance and Territorial Development, Wu Peng, engineer of Water Transportation Planning and Designing Institute of CCCC(China Communications Construction Company Limited) etc. gave in-depth analyses of its endogenous growth mechanisms. These discussions include precious experience of the related areas overseas and successful cases of the pilot areas in the regional integration as well as the analysis of the guide path and measures of the Three Gorges city cluster construction and the scientific vision for the internal role positioning and the function division of the Three Gorges city cluster. They believe that the Yangtze River Economic Belt cross the eastern, central and western China. It is "the backbone of the Chinese economy”, the important approach to achieve the overall development of the regional integration and the Three Gorges City Cluster construction.

　　Mukul Sanwal,, former Secretary-General of the United Nations Framework Convention on Climate Change, Xiang Songzuo,, chief economist of the Agricultural Bank of China Fang Chuanglin, researcher of the Institute of Geographical Sciences and Natural Resources Research, He Weijun, president of China Three Gorges University Daniel Compagnon, Professor of Bordeaux Political Science, Cai Lili, former director of the Institute of Urban and Rural Planning of China City Planning and Design Institute, Shen Tiyan, deputy director of the ITEC and Ms. Clara Brandi, expert from German Development Institute express in their speeches that the ecological environment is the foundation for human survival and development. Currently, the construction of ecological civilization has increasingly become the world\'s common goal. Since China is in its economic transition, it’s our permanent basic state policy to promote green development, cycle development, low-carbon development and build "beautiful China" to achieve sustainable development. we must always adhere to the basic national policy. As Three Gorges area is the core of subtropical forest ecosystems in China, it’s vital to strengthen the construction of ecological civilization.
