On Sept. 15th, the International Symposium on the Yangtze River Economic Belt and the Three Gorges Urban Cluster was held in Yichang. Mr. Wangweiguang, President of Chinese Academy of Social Sciences(CASS), and President of the Presidium of CASS Academic Divisions, Mr. Li Hongzhong, Secretary of CPC Hubei Provincial Committee, Mr. Edomond Alphandery, Chairman of the “Euro 50 Group” and former Minister of the Economy, France attended the meeting and made the speech. Mr. Angel Gurria, Secretary General of OCED gave a video speech at this symposium.

　　Jin Baoping, Vice secretary-general of CASS, hosted the opening ceremony. Stefan Kapferer, Deputy Secretary-General of OECD, Zheng Xinli, Vice President of China Center for International Economic Exchanges and former Deputy Director of Policy Research Office of CPC Center Committee, Gu Shengzu, Deputy Director Commissioner of the Committee of Finance and Economy of NPC and Vice-Chairman of the Central Committee of China National Democratic Construction Association, Wang Yiming, Deputy Director of Development Research Center of the State Council and Liu Yanhua, Counsellor of the State Council of China, former Vice Minister of the Ministry of Science and Technology of China made the keynote speeches. Mr. Fu Dehui, member of the Standing Committee and Secretary-general of CPC Hubei Provincial Committee and Mr. Huang Chuping, member of the Standing Committee of CPC Hubei Provincial Committee, Secretary of CPC Yichang Municipal Committee attended the meeting and made speeches.

　　On behalf of CASS and the sponsor, Wang Weiguang expressed warm congratulations on the convening of the meeting and sincere thanks to the distinguished guests from home and abroad. He said the Three Gorges area as the throat of the golden waterway of Yangtze River plays an indispensable adhesive role in the development of Chongqing Municipality and Wuhan. The development of Yichang is crucial for the development of Three Gorges area, and also the development of Three Gorges area is crucial for the development of the Yangtze River Economic Belt. The planning and construction of the Three Gorges City Cluster can help to break the development bottleneck and accelerate the transformation development of the Yangtze River Economic Belt. It is also an important exploration of the efficient method to realize new-type urbanization. Boosting the construction of Three Gorges City Cluster helps to optimize the allocation of regional resources and then strengthen the overall regional advantages. While Yichang plays an important role in the construction of Three Gorges City Cluster. Currently, the construction of new-type urbanization, city cluster in the middle reaches of the Yangtze River, the inland opening-up channel and the Land Silk Road brings the Three Gorges city cluster a historic opportunity. In the meantime, the advantages of resources and infrastructure in the Three Gorges area create favorable conditions for the development of Three Gorges City Cluster.

　　Excellent top-level design and institutional arrangement are needed as the construction of Three Gorges City Cluster is a huge complex systematic project. Wang said CASS would give play to its academic research advantage to help the planning and construction of the Three Gorges City Cluster and the Yangtze River Economic Belt and drive the international exchange and cooperation on regional development to learn and absorb the international experience. He hoped that experts and scholars attending the meeting from home and broad can speak their minds freely and have in-depth exchanges to give their insights on the planning and construction of the Three Gorges city cluster. They can contribute their wisdom and strength to the realization of the comprehensive, coordinated and sustainable development of Three Gorges City Cluster and the Yangtze River Economic Belt. What they would do would play an important role in and exert a profound influence on the development of Three Gorges City Cluster and the Yangtze River Economic Belt.

　　Li Hongzhong extended welcome to the all the leaders and distinguished guests on behalf of Hubei Provincial Party Committee and Hubei Provincial Government. He said, the Three Gorges area shared the same mountain range and source of water, the mutual folk custom and cultural root. 

　　The exchange and integration of various regions has achieved solid foundation for a long time. It conformed to the contemporary trends of economic globalization and regional economic integration, agreed with the three state regional strategic focuses and contributed to grasping the Yangtze River Economic Belt of historic development opportunity to further exchange and cooperation of the Three Gorges area and jointly construct the Three Gorges city cluster, which belonged to people’s common aspiration in the Three Gorges area.

　　 Li Hongzhong said that the Yangtze River is like a huge dragon traversing eastern, middle and western regions across China. At present, the Yangtze River basin has formed three super city clusters, including the Yangtze River Delta city cluster, the middle reaches of Yangtze River city cluster and the Chengdu-Chongqing city cluster. The construction of the Yangtze River Economic Belt would depend on the strategic support of these super city clusters and rely on the secondary city clusters. The Three Gorges city clusters, located at the joint part of upper and middle reaches of the Yangtze River, would be an important sector connecting and supporting the development of the Yangtze River Economic Belt. He hoped that all the experts and leaders would give full play to their professional knowledge and advantages, guide the development of the Three Gorges city cluster and provide the profound insight to the construction of the Yangtze River Economic Belt. The Hubei province would seriously sort out and analyze the precious suggestions of all the experts and leaders, learn from other provinces’ and cities’ useful experience with an open mind and work together to develop the Three Gorges city cluster.

　　Yichang has proposed the construction of the Three Gorges city cluster to the Hubei Provincial Party Committee and Hubei Provincial Government in light of the Three Gorges area coordinated development since 2013, which had been highly approved and entered the provincial-level strategy. Li Hongzhong made comments of “the splendid spirit, inspired morale, credible demonstration and promising prospect” and required Yichang to “build the symbolic platform”.

　　The symposium, on the theme of “cooperation, development and win-win”, was co-sponsored by CASS, the Hubei Provincial People’s Government, OECD, and China New Urbanization Development Association and was co-organized by the Institute for Urban and Environmental Studies Chinese Academy of Social Sciences, Yichang Municipal People’s Government, Bureau of International Co-operation Chinese Academy of Sciences, Hubei Academy of Social Sciences and China Three Gorges University.

　　Huang Chuping expressed the welcome to all the distinguished guests and friends in the opening address. He said that Yichang is universally-accepted as the geograghical boundary of upper and middle reaches of the Yangtze River and the important role to connect the Three Gorges and vitalize golden waterway of Yangtze River, and connects to Wuhan resource-economical and environment-friendly society pilot site in the east and Chongqing balance urban and rural development pilot site in the west, shouldering the historical heavy responsibility to converge, radiate and drive the 400-km Three Gorges areas between Wuhan and Chongqing. It conformed to national and regional trend, the common interests of cities within the Three Gorges area and people’s common aspiration to step up the construction of the Three Gorges city cluster and promote the regional prosperity and development. He hoped that all the renowned experts and scholars present at the symposium focused on policy communication, path connection, flourishing trade, and culture prosperity and people’s common aspiration, elaborately planned and boosted the development of the Three Gorges city cluster and provided suggestions to the Yangtze River Economic Belt’s win-win and prosperity. We were looking forward to the cooperation with other cities and counties in future.  

　　Huang Chuping said that we should work together to comprehensively boost the exchange and cooperation with other cities, achieve common development, cooperation, and win-win within the Three Gorges area against the background of the state strategy and the Yangtze River development, accelerate transportation links in the Three Gorges area, and focus on the establishment of safe, convenient, economical and efficient transportation logistics hub of green and low-carbon. Meanwhile, we should explore and implement the plan of “Internet plus”, and strive to create entrepreneurship and innovation pilot site with new concept, more market access, favored policies, better environment and service. We should give full play to the pilot’s advantages to build mutual benefit, multi-facet balance inland open development pilot zone of safety and high-efficiency, and propel regional eco-cultural tourism to jointly create the inland resorts. In addition, we need to rely on the favorable ecological resources to actively promote green development, circular development, and low-carbon development and strive to enhance the element distribution efficiency to make the Three Gorges become the model zone of balanced development in Yangtze River Economic Belt.

　　Edmond Alphandery said in his speech that China’s urbanization was accelerating with both many development opportunities and severe challenges. The Three Gorges City Cluster would set a good example to practice the concept of green development, explore the new-type urbanization in China, and search for the new development approach towards ecological civilization. These measures not only reduced carbon dioxide emission of fossil fuel electricity generation, but also led infrastructure investment, constructional engineering, and transportation to take carbon dioxide cost into account to control pollution, which had a far-reaching effect on the quality of urbanization.

　　Angel Gulia expressed welcome to CASS and Yichang (the host city) in the video speech and praised China’s great success in urbanization as the model of global urbanization. He said that China has been in the new model of urbanization which focused on fair competition, environment protection and people’s living quality improvement instead of economic growth as the only goal. Meanwhile, the model paid much attention to the construction of City Cluster, and regarded the City Cluster as a part of the huge system instead of a separate individual. The Yangtze River is the cradle of Chinese ancient civilization and the engine of modern industrial development. Against the background of China’s strategy of “One Belt and One Road”, the Yangtze River Economic Belt would ignite huge development potential. And the symposium would surely contribute to releasing the potential. He hoped that the symposium would put forward some creative and prospective envisagement and erect the new milestone for the development of the Three Gorges.

　　40 international high-end experts and scholars from home and abroad gathered in Yichang to explore the value of the times and development opportunity of the Yangtze River Economic Belt and the Three Gorges city cluster, and discuss the approaches to deepen exchange and cooperation and achieve win-win development. 

　　Present at the symposium were Ma Xuming (the deputy secretary of Yichang Municipal Party Committee and Mayor), and relevant leaders, including Wang Xingyu, Li Yalong, Zhang Jianyi, Wu Jing, Liao Dafeng, Ma Xuejun, Mao Chuanqiang, Liu Xuefu, Liu Hongzhou, Wu Haitao, etc.

　　Yili delegation, the relevant leaders of the Three Gorges city cluster in Hunan Province and Chongqing, and delegates of news media and entrepreneurs in the financial circle were invited to participate in the symposium. 

　　The first “China Three Gorges City Cooperation and Development Forum” was held in Yichang in January this year. 55 leading figures and famous experts and scholars from all the fields across China discussed the prospect of “the Three Gorges city cluster” and reached the consensus of “construction of the Three Gorges and the Yangtze River Economic Belt”.  (Reporter, Liu Zirong)
