On September 30th, it is learned that with collection, selection and report of Municipal Finance Bureau, the new site of Yichang Maternity and Children Health Care Hospital construction under the cooperation between the government and social capitals has already gained much attention and been identified as the second nationwide batch of government-social capital cooperation demonstration project. Through payment by customers and government, it will realize its investment return and be supported by central finance and policy, which marks a major breakthrough of PPP model application of Yichang. The series of strategy adopted by Municipal Finance Bureau, including the concept of contract, stabilizing investment return, conducting evaluation and demonstration and setting model projects, opens a door to the social capital and enhances the cooperation between the government and the society, which has gained much recognition from Provincial Deepening the Reform Leading Group. And this is also a milestone in solving local investment and financing problems, increasing effective supply of pubic products and enlarging enterprises’ developing space.    
PPP is a new investment and financing model for the government to connect the market in this new normal situation. The Municipal Finance Bureau lists PPP as one of the eighteen financial reforms this year, and makes scientific and systematic institutional arrangements from the perspective of overall thinking, basic principle, and project scale, to operation mode, procedure, supporting policy and safeguard mechanism. The Bureau sets up a PPP project library with 37 ones whose total investment capital reaches 41.8 billion RMB; and it gives preference to27 relatively mature projects such as BRT operation, urban bus stops, River South ecological new towns development, ect.; and together with large groups or enterprises including China Construction First Building (Group) Co., Ltd., China Everbright Group, China International Trust& Investment Corporation Group, China Gold, etc., to connect social capitals. Through government procurement, the first 14 PPP comprehensive professional service organizations have been confirmed. Yichang Finance Bureau becomes a member unit of PPP Special Committee of China. (Reporter: Xie Zuocai)
