The Three Gorges region is both the area of coverage of the Three Gorges Project and the nationwide contiguous poor mountainous area. In the context of weak economic foundation, more historical debt and slow development, how could we synchronously realize the goal of building a moderately prosperous society in all respects with the national people. Recently, the International Symposium on the Yangtze River Economic Zone and the Three Gorges Urban Cluster held in Yichang, where the experts and scholars attending the meeting from home and broad gave the suggestion that the Three Gorges urban cluster be constructed to build a new pole of the Yangtze River economic zone and promote the collaborative development of the three Gorges region.
The development of Three Gorges region is crucial for the development of the upper reaches of Yangtze River.
The Three Gorges urban cluster they advised to build mainly includes Yichang, Jingzhou, Jingmen, Enshi Tujia and Miao Autonomous Prefecture and Shennongjia Forest Region in Hubei province, Zhangjiajie, Yueyang, Changde in Hunan Province, Wanzhou District , Wushan County, Wuxi County, Fengjie County, Yunyang Country , Kaixian County in Chongqing. This region covers a national territorial area of about 140,000 square kilometers with the registered population of 47 million and the gross regional product of 1.5 trillion yuan.
There already have been three super-urban clusters respectively in the Yangtze River Delta, the Middle Reaches of the Yangtze River and around Chengdu and Chongqing. Though the urban cluster along the Yangtze River in Anhui province has been arranged between the first two super-urban clusters, there lacks a secondary-level urban cluster or economic growth zone, which results in a long and narrow “vacuum belt” of more than 1,000 kilometers. Wang Weiguang, President of Chinese Academy of Social Sciences(CASS) said in the symposium that a urban cluster growth zone supporting the development of the Yangtze River Economic Zone was eagerly needed to make up for deficiencies and undertake the task for collaboratively promoting the development of the upper and middle reaches of the Yangtze River.  
Complementary advantages to vitalize the regional economy
“The development of tourism industry in this region is naturally closely linked for the Three Region shares the same tourism brand-the Three Gorges, ” Li Qiang, Deputy Director of Yichang Tourism Bureau, said, “The Three Gorges has been the tie of integrative development of the tourism industry in this region.”
By the end of August this year, Hubei Yichang Transportation Group through the lines of “tour of two dams and one gorge” and “tour of three gorges” had totally received 189,506 tourists, among which 21,790 tourists travelled between Yichang and Chonging and with about 70% tourists travelled form Yichang to Chongqing. Currently, the direct regular tourist buses have been opened from Yichang to Shennongjia Forest Region, Wushan County and Fengjie County. Moreover, the one-year card for the Three Gorges tourism has been issued in Jingmen besides in Yichang.
Experts believed that the Three Gorges urban cluster, located in 300 N, was the transition region between the second step and the third step, an important national region with rich cultural tourism resources, the country\'s major agricultural production bases and mineral energy base. Distinctive regional resource endowments formed a complementary industrial system.
Among which, Yichang, Enshi Tujia and Miao Autonomous Prefecture and Shennongjia Forest Region are rich in resources of hydropower, tourism, mineral and agricultural specialty, while Jingzhou and Jingmen have obvious advantages in land resources, human resources and marketing resources. 
“Construction of the Three Gorges urban cluster will encourage the economic growth space to expand from coastal areas to inland regions along the Yangtze River, to optimize the layout of urbanization along the river and to expand the strategic depth.” Jiang Changyun, a researcher from Institute of Industrial Economy and Technical Economy, NDRC said.
Regional cooperation to benefit common people
On August 31st, Feng Chaoying, a 60-year old resident from Wushan County of Chongqing, came to Yichang Central People’s Hospital for treatment. On admission, she took 10,000 yuan in cash, for fear of lack of money. However, she found that she could get the direct subsidy through her medical insurance for urban workers on the spot and give only the advance payment of 2,000 yuan. She said, “It will takes her 6 hours to get Chongqing from Wushan County while 4 hours to get Yichang. Therefore, more people prefer going to Yichang for treatment. Moreover, the direct subsidy through medical insurance is a great thing.”  
In Yichang Central People’s Hospital and Yichang First People’s Hospital, patients from the regions surrounding Yichang such as Shennongjia Forest Region, Badong County, and Wushan County account for about 30%. People there can get the same service of medical insurance for urban workers, urban residents’ basic health insurance and the new rural cooperative medical care in all the Yichang and these regions, which gives the great convenience for them to get treatment.
With the opening and construction of Shanghai-Chongqing Expressway, Shanghai-Chengdu Expressway, Wanzhou-Yichang Railway, Wuhan-Yichang high-speed railway and other important channels, the Yangtze River, Qingjiang River, Xiangxi River and Jvzhang River are connected so as to basically realize "two-hour economic circle" within the region.
On Sept 5th, Li Zimeng and his wife, famers from Wufeng Tujia Autonomous County in Yichang, sold more than 10 cattle they raised to Hunan Province. Compared with the price nearby, they could earn 3,000 yuan more there.
Experts believed that the Three Gorges Region shared the similar natural and cultural context; the cooperation and exchange among talents, technology, market, eco-environment protection, social undertaking and other aspects were being steadily strengthened; regional economy interacted gradually. All these could create favorable conditions for the construction of Three Gorges urban cluster. 
Huang Chuping, member of the Standing Committee of CPC Hubei Provincial Committee, Secretary of CPC Yichang Municipal Committee, said that Yichang, located in the joint of the middle and upper reaches of the Yangtze River, connected Cheng-Yu area and Jing-Xiang area. It played an important role in vitalizing the golden waterway of Yangtze River and smoothing the Three Gorges. By the national strategy to develop the Yangtze River economic zone, it would promote  the exchanges and cooperation in an all-round manner to realize the goal of “development, cooperation and win-win”.
