On September 24th, it was learnt from the feasibility study report (FTR) investigation conference on the urban transportation comprehensive renovation project of the existing Yichang East Railway Station-Xiaoxita Railway that this 21.19-km abandoned Yaqueling- Yichang Railway would be launched as a part of Yichang’s urban rail transit after its completion of total enclosed renovation project in December this year. It is no longer a fancy for the citizens along the railway to go to work by light rail transit and for the tourists to travel by train. The railway renovation, the first project of urban rail transit, will initiate the rail transit construction in Yichang.

The urban rail transit starts in Yichang
The Yichang Urban Construction Investment Holding Group, in charge of the investment, construction and operation management for the Yichang rail transit project, set up the Yichang Urban Rail Transit Investment and Development Co., Ltd as the operation body in early June. This company will cooperate with the Wuhan branch of China CITIC Bank by the opportunity of public-private partnership (PPP) model. With the completed BRT-1 line as the main body, the PPP financing cooperation contract will be the first PPP cooperation project in Hubei Province. At present, the company is declaring the rail transit project within Yichang city according to Yichang municipal party committee and government’s requirement and will launch the rail transit construction through the Yaqueling-Yichang Railway renovation, which will provide citizens with fast, safe, and convenient public transportation service.
According to FTR of the project, the railway renovation project will focus on the track beds, tracks, communication, signals and electrification, implement wholly-enclosed renovation through adding passenger stations, and open the new-type high speed trains of high quality to achieve the urban bus rapid transit service.
¥1.164 billion estimated investment will be put in the renovation project launched by the end of this year.
The renovation project would transform the existing station, Xiaoxita Station and set up several newly-built ones such as Yichang East Rail Station, Yangchalu Station, Yichang Station, and Gezhouba Station. In light of the 21.19km existing railway and the ¥1.164 billion estimated investment of the renovation project, the speed of trains will reach 60km/h according to the state railway Ⅱ level standard. The project will last for 18 months and get started in December in 2015.
This urban rail transit targets passenger transport service with due consideration to some freight transport and mainly centers on buses service among Wujiagang District, Xiling District, Yiling District and Yichang Gaoxin District. The permanent resident population in Yichang cluster is estimated to reach 1, 612 thousand in 2030, accounting for 53.4% that of Yichang city, so the highway transportation will not meet the people’s travel demand in future. China Railway Siyuan Survey and Design Group Co., Ltd believe that the full-day passenger capacity will reach 34.2 thousand in the short term and 41.4 thousand in the long term respectively after the completion of the existing railway renovation. As a result, the railway and the BRT system will improve the urban rail transit service.
The railway connects the east and the west of Yichang to offer convenient transportation for citizens far from the main streets.
According to the plan, the Xiaoxita-Xiling-Wujiagang passage, the principal passenger transportation within Yichang city in the future, will include three major public transportation modes, such as No.1 rail transit, BRT system, and Yichang East Station-Xiaoxita intercity bullet trains. The rail transit and BRT system will constitute the dominant public transport modes before the No.1 rail transit is put into use.
The BRT system ranging from Xiaoxita to Yichang East Railway Station runs through Yixing Revenue, Sanxia Road, Yemingzhu Road, Dongshan Revenue and Jücheng Road and that of rail transit runs through Yixing Revenue, Yemingzhu Road, Yiling Revenue and Jücheng Road, which will contribute to citizen’s travel. As for the residents far from the Dongshan Revenue and Yiling Revenue, the intercity bullet trains ranging from Yichang East Railway Station to Xiaoxita is sure to be a fast and convenient mode of transport.
Apart from existing railway renovations, this project is also designed to offer comprehensive treatment on side slopes, forestation, houses and environment along the railways and built the municipal supporting facilities like level crossing roads, pipelines and pipe network, three-dimensional transportation and street crossings to comprehensively create “the city flowing scenery” within Yichang city.
