Another great chance befalls The Three Gorges unimaginably in a sudden.
　　On September 17th, China Three Gorges Corporation signed a cooperation agreement with Yichang, directly and indirectly investing 30 billion yuan to build the Three Gorges logistics system and exploit the Three Gorges tourism resources, new economic development zone and other projects.
　　Owing to the regional node advantage of the upper and middle reaches of the Yangtze River, Zigui became the beneficiary of the major opportunity.
　　Lu Hui, the party secretary of Zigui County, said they would timely seize the secondary opportunity of the Three Gorges as they did in the Three Gorges Dam construction and make Zigui a logistics county in the Three Gorges area, helping smooth the Yangtze River golden waterway.
　　"Blocking out" opportunity
　　On January 1st, 1993, with an investment of more than 180 billion yuan, the world-renowned Three Gorges Project was started. Completed, the world\'s largest dam, Three Gorges Dam, with its flood control, power generation, shipping and other great synthetic effects, becomes the engine of China\'s economy.
　　In June 2003, the reservoir area of the Three Gorges Dam began to retain water for the first time. Immediately, over 600 km Yangtze River water area of the upstream dam became a high-speed channel, making it possible for ships of 10 thousand-ton reach Chongqing directly. Additionally, the annual one way capacity of the upstream increased from 10 million tons to 50 million tons, decreasing water costs by about 36%.
　　Yangtze River waterway soon became the first logistics choice of some southwest and central and eastern provinces, effectively boosting the regional economy.
　　Prosperity met bottleneck in 2011.
　　To pass the Yangtze River, logistics must go through the dam locks. According to the design standard, until 2030, the maximum navigation capacity of the Three Gorges could reach 100 million tons; however, by 2011, the actual cargo volume has reached 109.97 million tons, far beyond the shipping capacity limit 19 years earlier.
　　According to the statistics of the Three Gorges Navigation Bureau, the annual waiting rate of lockage vessels has got 71% with the longest wait time of 801 hours.
　　In 2012, for example, at the worst moment, 8800 vessels with 17.33 thousand tons of goods in the downstream of the Three Gorges Dam waited for lockage. As to Zigui Port, for each day nearly 1,000 vessels forced to linger and the longest residence time lasted as long as one and a half months, with around ten thousand crew stuck here.
　　Based on the investigation, the National Development and Reform Commission predicted that the freight traffic volume of the upstream region would increase at the rate of 20% and by 2030 it would reach 140 million tons.
　　Thus, it is the top priority to construct logistics industrial park over the Three Gorges Dam and the transportation system. Otherwise, the Yangtze River waterway will get worse. Now, a fabulous chance befalls Zigui with huge investment, large-scale construction and major projects.
　　Hard-fought project
　　Due to the roaring freight traffic volume, limited lockage time and overstocked staff and logistics flow, Zigui adopted the mode of transferring over the Three Gorges Dam to ease the pressure.
　　According to the statistics, from 2003 to 2013, Zigui has already transferred 2.45 million ro-ro vehicles, 85.75 million tons cargo and 7.04 million tourists over the Three Gorges Dam.
　　Lu Hui said, transferring over the Three Gorges Dam, though playing a significant role in emergencies, can nerve solve the fundamental problem.
　　So what to do with it? Some people suggested building more water channels, while others insisted on developing logistics system over the Three Gorges Dam. Faced with the controversy, Zigui shouldered the responsibility and took the path of self-reliance bravely.
　　In 2008, the feasibility study report of the Logistics Industrial Park over the Three Gorges Dam was completed and approved by Hubei Province. In September 2010, the establishment of the Logistics Industrial Park over the Three Gorges Dam got started.
　　At that time, the most urgent task was ro-ro shipping. To meet the demand, Zigui raised funds to build ro-ro ship port promptly; to provide parking and stack yards for thousands of cars, Zigui constructed the Logistics Industrial Park over the Three Gorges Dam; to smooth roads in mountainous areas, Zigui mobilized social forces to found the highway network.... As a national poverty-stricken country, Zigui was struggling financially. But in the past five years, Zigui tried its best to collect a total of 2.4 billion yuan, making the pre-project take shape.
　　Over the last five years, the planning of the Park expanded from 0.75 square kilometers to the current 13 square kilometers. As to the functional orientation, it also upgraded from single ro-ro transport to modern integrated logistics park.
　　Yang Yong, the acting county chief said this project is really hard-fought; when completed, it will combine not only water transport and highway transport, but also water transport and railway transport, and the annual throughput capability is to reach 70 million tons, improving the cargo capacity of the Three Gorges by 70%.
　　Striving spirit
　　Being a national poverty-stricken county with the annual budget revenue of 700 million yuan, Zigui has difficult in maintaining stability and development.
　　However, people of Zigui, with its wisdom and spirit, managed to strike a balance between the Logistics Industry Park and city functions.
　　Lu Hui said in order to establish the Logistics Industrial Park over the Three Gorges Dam, Zigui pursued cooperation with competent domestic enterprises widely.
　　After negotiating with more than 10 large domestic enterprise groups, such as Wuhan Newport Group, China Communication Construction Company Ltd. and China State Construction Engineering Corporation, now Zigui has signed investment agreements with the Three Gorges Group, Chongqing Transportation Group, Hubei Province Communications Investment Group Co., Ltd. and Yichang Urban Construction Investment Holdings Group.
　　On September 20th, at Gaozhuang Port of upstream Three Gorges Dam, reporters saw 204 rock-socketed cast-in-place piles had already sprang the water and workers were fighting with sweats, hoping to finish the over-water project before water storage.
　　About 800 meters of upstream Guaozhuang Port, the ro-ro port was basically completed. It was composed of three ramps and multi-level platforms, which was able to resist flood.
　　With over 200 million yuan, Zigui went all out to construct the two core ports.
　　At the same time, Shugang Avenue (which is built to support the port) project and the cargo center project are in full swing.
