The Transportation Administration Department of Yichang City has organized and taken many measures to step up the elimination of the “yellow label vehicles” -- the heavy polluting vehicles, in order to implement the goal of cleaning off “yellow label vehicles” as well as the aging vehicles on the roads, making sure that the task can be accomplished on time.

　   First, the Transportation Administration Department should let the public know the measures of clearing up the Yellow Label vehicles and encourage the owners not to use their vehicles any more willingly. Second, the operating vehicles cannot be licensed the Road Transportation 0peration Permit if they haven’t passed the examination for environmental protection and technical safety. Third, combining with vehicles’ annual verification, the department should limit or reject the annual verification to license the road transportation permit for all the operating “yellow label vehicles”. Forth, the department should supervise the owners to abandon or upgrade their “yellow label vehicles” and turn the owners to relevant departments if they have broken environment protection laws or regulations. Fifth, the department should provide subsidies for the owners who abandon their “yellow label vehicles” in advance.

　　 The number of eliminating “yellow label vehicles” is expected to reach 6634 in Yichang this year, among which 4418 “yellow label vehicles” will have been registered by the end of 2005. Up to now, totally 6736 have been cleaned off the roads and the labeled vehicles registered before the end of 2005 have all been eliminated, thus the task is finished ahead of the schedule this year. The next step is that the municipal traffic department will work closely with relevant departments and further strengthen the guidance for the vehicles owners to actively promote the elimination of “yellow label vehicles”, making sure the mission assigned from the municipal government that all the “yellow label vehicles” in Yichang should be eliminated will be completed before December 12th, 2007. Thus it makes positive contribution to advancing the city’s ecological construction, reducing the pollution emission from motor vehicles and improving the city’s air quality.
