650 Million Yuan Invested in Services for the Disabled

The work done by the Yichang government for the disabled people over the past five years was highly appreciated by a Twelfth Five-Year Plan inspection team led by the Hubei Disabled People’s Federation on November 17th. On behalf of the Disabled People’s Working Committee, the deputy Mayor Wang Guobing delivered a report, which indicated that during the period of the Twelfth Five-Year Plan, the investment for the Disabled People’s services reached more than 650 million Yuan, increasing 30% compared to the Eleventh Five-Year Plan period. Various kinds of aiding money for the disabled were more than 500 million Yuan and 30,000 disabled people benefited from that.

Nowadays, the minimum living guarantee program has benefited 68,000 disabled people in Yichang. The ratio of social and medical insurances to the disabled people reaches 90%. 40,000 severely disabled people are fully protected and 21,000 disabled people in poverty have got allowances. More than 40% of the disabled with certificates have obtained allowances. Fully financed by the government, 1,550 dilapidated houses for disabled people in rural areas have been renovated, and 2,975 disable people have been lodged and taken care of by some institutions in the daytime; 538 houses of disabled families have been equipped with barrier free facilities.

21.75 million Yuan has been allocated for the rehabilitation services offered to 70,000 disabled people. More than 98% disabled children are enjoying compulsory education. The disabled employment security fund is 245 million Yuan. The employed disabled people are 50,000. The employment ratio reaches 75% among the disabled people with labor capacity.

The 13 counties have built standardized and comprehensive services infrastructures, with a total floor area of 35,000 square meters. It has satisfied the basic needs of the disabled people in terms of recovery, training, nursery as well as entertainment. (Reporter: Gong Changjun; correspondent: Tang Binbin)
