Once entering into the Three Gorges Logistics Park, the agricultural products must be checked, and potential problematic fruits and vegetables will be sent to the legal department in the prime time for quantitative detection. Since this year, taking the Three Gorges Logistics Park as an experimental unit, the Yichang Municipal Food and Drug Administration has implemented “Tripartite Responsibility”(the responsibility of local government, regulatory authorities and manufacturer), carrying out “quartic-detection from two direction”(from law enforcement and industry self-regulation, setting up a control mechanism of faintly fast detection, quick screening, fast sampling detection and quantitative detection), effectively solving the problem of the market quality access for edible agricultural products. According to the “Tripartite Responsibility”-the market owners take the first responsibility, functional department supervise the service responsibility, the local government takes the total liability, it is reported that, since this year the Three Gorges Logistics Park management company has made clear the leading food safety system ---the overall responsibility of the legal representative and specific responsibility of the vice president.

　　The Municipal Food and Drug Administration and Municipal Bureau of Agriculture jointly issued the Place of Origin Exit and Market Access of Edible Agriculture Products Management Approach，creating two high-quality supervision center both inside and outside the park, building seamless docking mechanism of the origin export and the market access. Wujiagang district government actively coordinated the related departments and carried out standardized transformation to the Three Gorges Logistics Park Food and Drug Supervision and Management, completing staffing level, law enforcement vehicles and quick inspection-equipment.

　　The “bidirectional four-level detection” running in this year proceeded comprehensive control from the four dimensions.  According to the current detection scheme, from the two directions, including supervising of law enforcement and industry self-regulation, the functional department and market owner established control mechanism, from the faintly fast detection of the market owners into the garden, quick screening after entering the park, fast sampling detection of supervised by regulators to the quantitative detection of the statutory testing organization. In Great Southern Gate, the Three Gorges Logistics Park management company set up green channel and detection channel, products with place of origin and inspection certificate, entering the market transactions through the fast green channel, products without place of origin and inspection certificate, will go through fast detection through the detection channel, the qualified products entering the market transactions, the unqualified applying for re-inspection and the unqualified strictly be prohibited to enter the market transactions. After the initial inspection, the edible agricultural products of the entering market transactions also be conducted fast sampling inspection by the Three Gorges Logistics Park Management company according to the frequency of no less than 100 batches per day. The eligible products are permitted out of the park, the others products timely are handed to regulatory authorities.

　　The Three Gorges Logistics Park Food and Drug Supervision and Management is responsible for the daily supervision to the edible agricultural products in the park. Every day, the technical person conduct quantitative sampling-inspection to 10% fast test-sample (10 to 20 samples per day), randomly drawing a certain number of samples to rapid detection in the market. As the seemingly problematic fruits and vegetables, screened in the rapid inspection, regulatory authorities will timely authorize the Three Gorges Food Inspection and Testing Center and the Three Gorges Logistics Park Station to carry out quantitative detection, issuing the test report, providing a support to the precise law enforcement of the food and drug regulatory authorities.
