Recently, the Wujiagang District has preliminarily examined and offered an application to the Municipal Government for a delayed charging, half charging and even free charging 2.3 million yuan from Xindaxing Commercial Concrete Project under construction which covers 60 mu ( about 9.88 acres) with a total investment of 900 million yuan, including city infrastructure supporting fees, special fund of new wall materials, special fund of bulk cement and prevention, cure and service fee of termites. This is one of the practical things that district government has done to optimize development environment for enterprises, to reduce their burden and to strive for preferential policies.

　　At present, Wujianggang District regards solving problems for enterprises as a central part of serving them in an activity called “ten thousand cadres entering enterprises”, which is carried out in combination with the implementation of Administrative Permission Law. The leading group of charging, cleaning up and rectifying fees, with district chief as the head, has launched an activity of cleaning up, self-inspection and rectifying of fee charging related companies in terms of discipline inspection and supervision, soft-environmental construction, legal construction and serving companies. They have cleaned and rectified 4 bureaus’ (the Land Bureau, the Urban Management Bureau, the Gardens Bureau and the Health Bureau ) 21 fees charging of enterprises, including 4 government-funded projects approved by national laws and regulations, decree of the State Council, normative documents of province and municipality, 9 projects of administrative undertaking charges, 5 prior service charges in administrative examination and approval, and 3 kinds of operational service fees charged from enterprises.

　　Based on it, relevant government departments, sub-district office and township government has worked out a  plan of not only ending unauthorized quotas and fines, but also reducing the burden on enterprises for 2016, to perfect burden monitor spots of enterprises and supervisor contact system, to smoothen appealing channel for companies, to upgrade burden supervision efficiency of companies, to restrain illegal and arbitrary charges, to make efforts to reduce companies’ burden at the source, and to create a fair, transparent and fast development environment for enterprises in terms of policies, laws and regulations, service and so on.
