Liang Fulin, the Party branch secretary of Anzixi village in Tucheng Township of Dianjun District, also the director of the village committee, showed the reporter a letter of commitment for a clean-up project, in which, it reads, “as the engineering party in the work of garbage collection, classification and recycling of your village, we promise to the Party branch and the village committee to build the clean home project into a safe and incorruptible one”. Correspondingly, he himself has signed a letter of commitment for clean-fingered service.

　　According to Liang Fulin, Anzixi is recognized as one of the main poor villages by the provincial government, and one of the 30 main poor villages in the second batch by the municipal government. This year, both the provincial and the municipal governments have allotted to the village a relief fund totaling 4.46 million yuan through four projects. “Having signed the letter of commitment, I will keep a clean hand and do whatever I’m supposed to do，and feel much relieved and surely I will gain a good reputation.” said Liang Fulin.

　　This commitment epitomizes Dianjun’s effort to strengthen the construction of the Party’s work style and a clean local government. In recent years, with the large scale development and construction of Dianjun, village cadres’ purpresture and misappropriation of public funds happen from time to tome. Therefore, it has been an issue for the Dianjun district committee to tackle as how to make every cadre become conscious of their main responsibility in the construction.

　　Through in-depth investigation visits to subordinate township and villages, the district administration has helped the villages to find one or two distinct problems in the construction and accordingly to make a workable implementation plan for the resolution of each problem in every village.

　　So far, 35 of the 45 villages within the district have set up their distinctive construction project. For instance, some Party members in Luobutang village initiated the founding of a village journal with a special column devoted to the report of such construction, while Zhujiaping village in Qiaobian Town has elaborated the construction responsibility to every member of the Party branch and village committee, and at the end of each term, both their completion of the work under their responsibility and their personal assignment to construction of Party’s work style and clean government according to their different positions will be checked. Another example is, in Qiaohe Village of Aijia Town, members of the village management supervision committee fully participate in the decision-making of major village issues, the supervision of project construction and the financial review.

　　The implementation of one plan for each village has awakened the consciousness of supervision at grass root level, and set up a “firewall” in the construction of the Party’s work style and a clean local government and strengthened the service awareness of the village cadres, and eventually prevented and contained corruption among village cadres.
