According to the Yichang Municipal Department of Housing Management, Yichang will adopt the “integrating system” for integrated assessment of the urban property service enterprises. As an important consideration factor, credit information of the property service enterprises will play an important role in the following areas such as the market access, open bidding, qualification management and recognition and appraising.

　　The property administrations in every district are responsible for the routine evaluation of the supervised property service enterprises. Municipal property administrations carried out comprehensive assessments of the urban property service enterprises every half year.

　　Points will be added or subtracted in accordance with their good or bad behaviors in the comprehensive assessment.

　　The following behaviors can be viewed as good ones: behaviors commended and rewarded by people’s government of the county level and above, relevant administrative authorities or the guild of the municipal level and above. Points will be added, if enterprises apply to the municipal property administrations for being listed within 5 working days from the date of the receiving of complimentary documents. Four bad behaviors, leading to subtracting points, involves qualification management, the act of serious violation of laws and regulations, personnel management and the scene of service.

　　The municipal property administrations will stimulate or punish the property service enterprises for the behaviors of honesty or dishonesty, according their integrating situations: for the enterprises getting over 100 points, municipal property administrations will implement supervision by telephone inspection and daily inspection of low frequency, recommending them first in awarding as well as the bidding activity of property service; as to the enterprises getting over 60 but under 100 points regular supervision and daily inspection with moderate frequency will be imposed; the enterprises having less than 60 points are enrolled in the blacklist and all kinds of qualification to be entitled as advanced and excellent enterprises will be forbidden to them, the legal representatives must be interviewed every 6 months and limited to take part in every bidding activity about property services.
