At the meeting, Tan Yeming, Xingshan county party secretary, listed the allocation of each fund for poverty alleviation. It is said that in 2016, Xingshan will spend 33.52 million yuan in supporting the poor cast off poverty and increase income; arrange 46.18 million yuan and consolidate 33.48 million yuan on construction of cement road; arrange 54.57 million yuan and consolidate 15 million yuan to complete renovation of 9572 dilapidated houses. He promised, even though the provincial specific policy is not clear, the county fiscal will allocate at least 70 million yuan for poverty alleviation and plan to invest more than 200 million yuan in three years.

Under this policy, students who choose to attending high school or vocational high school in the county will be exempt free tuition, accommodation and book fees; patients, whose own hospitalization expenses after being reimbursed by the policy of New Rural Cooperative Medical Insurance, Health Insurance and Critical Illness Insurance surpass twelve thousand yuan will be given more than 100 % rescue; the rural low income family and the urban residents with the lowest allowance for living, the hospitalization expenses at their own expense below 12,000 yuan will be given rescue at 90%; the rural population who cast five guarantees, the urban "three none-personnel" and orphans, their own expense will be given 100% relief. On the basis of the state\'s existing policy on financing and government grants, to those poor rural students who received education in Xingshan county from early childhood to secondary education with establishing card for archives, the county government subsidizes poverty in phases from early childhood to high school in different standards, the specific grants criteria as fellows: kindergarten yearly subsidies 1000 yuan per student; elementary, junior high school2000 yuan; vocational and general high school 3000 yuan. Those archive registered poor rural students who obtained full-time professionals, undergraduate study, will receive 5,000 yuan yearly subsidy per student to complete their study in universities.
