The 61st executive meeting of the municipal government was hosted by Ma Xuming, vice-secretary of the Municipal Committee and major, the meeting discussed and passed the Trial Measures for Online Commercial Registration of Enterprises in Yichang.

Ma stressed that we should aggressively learn the advanced experience from other places, thoroughly promote the reforms of market access system, energetically carry out the full-range electronic registration, constantly upgrade and improve the environment in Yichang.

It was pointed out at the meeting that, in recent years, Yichang city government vigorously boosted the reform of the main market registration system, successively launched a series of new measures of the reform, including “business license first, other certificates later”, “three certificates issued simultaneously ”, “three certificates merging into one”, “easy cancellation”, which have greatly facilitated the access of the market entities and have a significant influence within the whole province and country. Promoting the full electronization of the registration and implementing online registration is one of the six contents of further reform of market access system in Yichang.

It was stressed that we needed to make the registration more facilitating for the market entities with the help of modern technology and through the reform of the business registration system. We needed to forcefully implement the full-range electronic registration management, regulate the online registration measures, and keep improving the efficiency of the registration. Online commercial registration should follow the principle of “convenience and efficiency, formal examination, safety and control” and the commercial registration authority was necessary to simplify the registration process and the submissions. When applying for online commercial registration, the applicants should be responsible for the legitimacy and authenticity of the electronic materials. Related departments should vigorously strengthen the supervision during and after the application.

In September this year, the Provincial Industry and Commercial Bureau added Yichang and identified it as an experiment unit of the fully electronic business registration in the whole province. After learning the experiences of Shenzhen and other places, Municipal Industrial and Commercial Department formulated Trial Measures for Online Commercial Registration of Enterprises in Yichang.

Online commercial registration of enterprises refer to online application, online acceptance, online review, online publicity, online licensing, online save electronic records, supported by electronic business license. According to the Trial Measures, enterprises not only can voluntarily take fully electronic registration but also can choose to take the paper-based materials to commercial registration authorities to declare and register.

At present, the applicants of online commercial registration in Yichang should simultaneously meet the following requirements: firstly, the registered capital (founds) should be under 1 million yuan; secondly, shouldn’t be foreign-invested enterprise.

Other matters were also discussed at the meeting, such as the Work Program on the Construction of the National Intellectual Property Model city in Yichang.(2016 to 2018)
