On December 18th, Changyang County held an on-site and propelling conference of the “Optical Fiber Available to Every Village” project of the whole province\'s information infrastructure construction. The deputy governor of Hubei Province XuKezhen, who was accompanied by Ma Xuming, the vice secretary of Municipal Party Committee and Mayor of Yichang, attended the meeting and delivered a speech.

XuKezhen says that the aim of this conference is to further unify ideological understanding, learn the advanced experience of Yichang and promote the work. Yichang has basically achieved the “Optical Fiber Available to Every Village Project”, two years earlier than the whole province achieving the target of having network and three years ahead of having optical fiber. As state-level-poor counties, Changyang and Zigui focus especially on domestic pioneers and vigorously promote the process, which are worth learning by others. Xu also points out that we need to further enhance the sense of responsibility and urgency of the information infrastructure construction, confirm our goal, focus on the key point, and accelerate the healthy and sustainable development of information infrastructure construction. By the end of 2016, all administrative villages in the whole province must achieve the goal of “Network Available to Every Village”. By the end of 2017, they should achieve the whole coverage of 4g network and the “Optical Fiber Available to Every Village” project and the urban and rural areas basically realize the goal of “100M to every family, 1000M to every building and 1 T for export’’. The information infrastructure construction of the whole province will rank top among the central areas and front in the whole country. All departments and enterprises must focus on their target and make sure to finish the project construction with high quality on time.

On the conference, the Provincial Commission of Economy and Information declares implementation status and the further work arrangement of the information infrastructure construction project; Yichang and Enshi exchange the experience of the communication infrastructure construction, optical fiber network to every rural districts and rural information application. Provincial Development and Reform Commission (NDRC), Housing and Construction, Telecommunications Administration Bureau respectively reported the construction of broadband access to the Internet to rural villages, the implementation of two rules of “optical fiber to every home” project and the promotion of telecommunication construction aimed to improve the speed and reduce the fee of the Internet. Participants also made an on-spot investigation on Changyang’s “optical fiber to every village project”, development of rural e-commerce construction and video monitoring system construction.
