Yichang once again excels other cities in the new round of sprinting for commanding height of development.
The building of “Smart Yichang” has attracted high attention of the central ministries. In September this year, the Housing Construction Department, Ministry of Science and Party School of Central Committee have sent an expert group to Yichang to conduct observation and make a summary, which place Yichang at the top of the list of 18 typical cases of smart cities building which is the first batch of pilot cities across China.
On December 11, the first training course of smart city planning and construction management was held in Yichang, attracting many to visit and learn “Yichang experience”.
Why does the “Smart Yichang” become outstanding among others and where is its charm? The reporter has interviewed on these questions recently.
To make leading planning: to occupy the intellectual commanding height
The Yichang Government acts quickly with foresight on “Smart Yichang” building. With jointly efforts, Yichang was admitted to be one of the second batch of pilot cities by Housing Construction Department in 2013.
“Smart city building is a huge and systematical project and the top-level design is crucial.” said Huang Chuping, member of Provincial Party Committee and Secretary of Municipal Party Committee, and he stressed in a study and research process that we needed to be insightful with novel concepts and tactful strategies to further improve the top-level design.
Last July, the city introduced the Decision on Smart Yichang Construction, whichproposes an overall deployment for smart Yichang building, seizing the opportunities in the new round.
With the aim to create a national pilot smart city, the government should adhere to the guideline that government takes the leading position with the market being the main course, and adopt the method of scientific coordination and innovation as the drive force with the mindset of open cooperation and integrated share, which are also the general principal of "Smart Yichang" construction.
The Decision proposes that, with the aim to improve the quality and level of city development, “Smart Yichang" construction should be driven by institutional and technological innovation, whose emphasis should be given to construction of basic support system, smart application system, smart industrial system and comprehensive security system in the hope of creating Yichang a model city among the pilot smart cities and a city of wisdom in upper and middle area of the Yangtze River after 3-5 years.

—"1 + N" planning system. Upon completion of the "Smart Yichang" overall planning, ten special plannings will be conducted, namely, smart state land, smart food and drug administration, smart community, smart transportation, smart social security, smart infrastructure, smart urban construction, smart environmental protection, smart hydropower and smart education.
—Three phases, namely the top-level design phase, key construction phase and improvement phase, are advanced to ensure that " the foundation is laid within one year, the undertakings are to be on the track within three years and the comprehensive system are to come into being within five years". 2014 --2016 are in the key construction phase, and with the guiding idea of "three batches", which means transforming and upgrading a batch of projects with high digitization, integrating and reconstructing a batch of projects with wide relevance and making a plan to pilot a batch of difficult projects involving various fields, the infrastructure that has an important supportive role and the application fields exerting an demonstration effect should be highlighted to promote key construction projects and pilot demonstration projects with the goal to complete the task of pilot smart city building .
—"Four fundamental projects" refer to the construction of smart network engineering, cloud service engineering, big data engineering and safety system engineering. Construction of "four intelligent platforms" means the construction of service platform that benefits people, government effectiveness platform, urban operation platform and social governance platform.
—"Five smart industries" are to accelerate the development of smart manufacturing, smart logistics, smart tourism, smart agriculture and the information industry.
In order to improve top-level designs, the city hired 17 experts with rich theoretical and practical experience from the whole country to form the “Smart Yichang” and Municipal Information and Preferential Project whose honorary chairman is Li Deren, academician of the Chinese Academy of Sciences and Chinese Academy of Engineering.
To lay the foundation first: to build a "cloud" platform
On December 15, the conference on "Smart Yichang” construction works was held in the urban area. On the conference, director of Dangyang introduced their experience and said that they had achieved the goal ahead of schedule in all the administrative villages and communities which could get access to the fiber network and 86100 “Siwutong” network ports were installed in rural villages with a fiber coverage rate of 100%.
To lay the foundation first, information connects urban to rural areas with no distance between them.
In the past two years, the city vigorously implemented the "Yichang broadband” network engineering, building operation cloud platform and public information platform, creating smart grid management platform, which converge into A "Three Gorges Cloud” of the country’s leading level.
At present, 1411 villages in Yichang have gotten access to rural fiber and 3G or 4G network has covered all the towns and villages, including 2700 WiFi hotpots which basically covered administrative organizations, airport, station and wharf and other public places.
The city cloud computing platform has completed the construction of computing power 40 trillion times and storage capacity of 4P. At present, the city cloud platform operates 103 application systems and 500 virtual hosts of 34 direct departments and 52 application systems and 104 virtual hosts of 9 counties and cities, thus summing up to 604 sets of virtual hosts, whose application is in the national advanced level. The Three Gorges Cloud Computing Center Laboratory is identified as "Hubei Province Cloud Computing Application Engineering Lab”.
Since public information sharing faces the difficulties of collection, dynamic, accuracy etc., it imposes great challenge for smart city construction. We have formed grid integrated collection system combined with department exchange and sharing with Yichang characteristic and established relatively complete mechanisms including data grid integrated dynamic collection, department sharing and exchange, correlation and contrast, checking and correction, which basically solve those problems.
By the end of August this year, total data exceeded 2.4 billion, increasing over 170,000 new date per day. At the same time, 18 departments take advantage of public information exchange and sharing to explore business cooperation which has achieved significant results.
Broadband Yichang, wireless city, integration of three networks... During the three years of ‘”Smart Yichang” construction, we have made detailed deployment for the supporting capacity construction of information foundation, starting a new journey of “Smart Yichang” building.
To promote projects: application brings benefits to people
On October 29, the first 20,000 Yichang citizen cards were officially issued, which marked that Yichang realized "all-in-one-card" style in the whole province.
The citizen card has five applications: the social security card, healthcare card, medical card, bus card and financial card, which can be applied to social security, medical clinic, bus, financial payment, electronic purse, etc..
In the future, it will be extended to accumulation fund service, library, tourism year card, electricity and gas payment, the merchant discount card and every aspect of life and will become "Yichang card ". It plans that within the next year, the citizen cards will be distributed 1 million in urban areas.
It is a microcosm of Yichang to use smart applications and realize the information benefiting the people. In recent years, Yichang has focused on promoting the construction of key application projects in intelligent office, smart health, smart environmental protection, smart urban construction, smart civil affairs, etc., which has made remarkable achievements.
Today, 5 systems and 25 subsystems in smart office integrate the administrative examination and approval, electronic surveillance, public demands and other application systems, which has improved the efficiency of the office, standardized the office process, promoted the low-carbon, environmental protection and smart office; Smart urban construction has achieved the information management of whole life cycle of project, and implemented the smart city management covering all the areas, the supervision of whole process, the all problems report; Smart education system relying on the platform of network resources to promote the transformation of education ideas and teaching methods; Smart civil administration use web to implement actively applying for old cards and home-based care for the aged , turning the advantage of information technology into the advantage of people\'s livelihood security and public services; With smart fire emergency command system, people just need to input the name of alarm people and the address then they can control the surrounding condition, thus quickly making the best aid lines, greatly enhancing the rescue efficiency.
The public pay much attention to going out. As long as people open the phone and enter the "palm bus", the bus site information in are shown up soon, and then they can choose the best bus route and arrange reasonable time. This is the “real-time, accurate, and efficient" smart transportation launched by Yichang government. At present, the city\'s 648 buses and more than 1400 taxis all are equipped with GPS. “Smart Yichang” is deeply affecting the life of the general public and leading Yichang citizens forward.
