Ma Xuming, the deputy secretary of Municipal Committee of the CPC and mayor of Yichang, had a meeting with Sophia the chief project manager of Asian Development Bank and Adolf the office director of the Asian City Development Center. In addition, Xuwei, the director of the Municipal Finance Bureau and others from relevant departments also participated in the conference.

The technical assistance project research of ADB Yichang Pension Service Industry Development Strategy, launched by Yicahng in 2014, is the first ADB technical assistance project made by a prefecture-level city in China. At present, the project had received the approval from the National Development and Reform Commission (NDRC) and the Ministry of Finance and is being reported to the State Council for its approval. The project loan from ADB in Yichang’s comprehensive pension service PPP pilot project got the support from the Ministry of Finance, NDRC and ADB. Furthermore, in order to recruit specialist around the world for the relevant research work, the Asian City Development Center had issued the bidding announcement in the front page of its official website.

Ma expressed his welcome to the delegation led by Sophia and Adolf for their visit and introduced the development situation of Yichang. He said that the government of Yichang attached a great importance to the project and specially set up a project team as well as called for the resources from government and society to actively support the project’s pre-feasibility study. At the same time, the government will increase its investment in the pension industry and take an active initiative to learn the creative and advanced ideas of the experts from the ADB and the Urban Development Center in Asian to improve the development level of pension industry in Yichang and let Yichang become the demonstration city of pension industry in whole country. 

Sophia and Adolf believe that the project is suitable for the demand of priority project supported by the central government because Yichang has a good geographical location and is an industrial base, making it get much support from the government. The pilot project ppp of Yichang comprehensive pension industry is the first ppp project supported by the Asian City Development Center, therefore, they will actively provide their assistance to better perform the relevant pre-feasibility work and strive to make the project win the national competition.
