On February 13, it was learnt that the three-gorges-centered city cluster (the city cluster)was expected to be incorporated into national strategies and oriented to be an international tourism destination, ecological conservation area and regional cooperation demonstration zone, which was proposed in Promoting Development of Hubei Province for Boost of Yangtze River (the report), an article of Policy Study and Policy Decision Reference (the collection) which is the research results collection of State Council Research Office.

According to the report, two points in both social cognition and planning-making of the Yangtze River Economic Zone development currently failed to be attached to enough importance, which respectively are “cultivating and strengthening the city cluster to lift the development of ‘valley basin’ along Yangtze River in Hubei and Chongqing province” and “promoting the open development of Han River Ecological Economic Zone and exploring  the linkage development of mainstream and its tributaries of Yangtze River Valley”. The above two points should be admitted into the vision by in-depth study and coordinated development. 

According to the national new-type urbanization plan, Yangtze River Economic Zone has included Yangtze River delta, middle reaches of Yangtze River(the Triangle of Central China) and three Chengdu-Chongqing city clusters; the second-level Wanjiang city belt has been planned between Yangtze River delta and the Triangle of Central China. However, there is no second-level city cluster along the 1000km-plus Yangtze River belt between the Triangle of Central China and Chengdu-Chongqing city cluster, which is the must-be-urgently-exploited ‘valley basin’ for the economic development along Yangtze River.

The report proposed that the city cluster, with its geographical advantage and development foundation, was considered to be brought into national strategies; with the area of 170,000sq.km. and registered population of 47million, it includes 13 prefecture-level areas of the Three Gorges reservoir region and Wuling mountainous area in Hubei, Chongqing, Sichuan and Hunan. 

The suggestion on the construction of the city cluster has first been presented in Yichang and now become the provincial-level strategy. Last year, Yichang successfully held the first session of the Forum of Cooperation and Development of China’s Three Gorges Cities and the International Symposium on “Three-Gorges-Centered City Cluster·Yangtze River Economic Zone”. Famous experts at home and abroad from Chinese Academy of Social Sciences and Organization for Economic Cooperation and Development（OECD）studied together in Yichang about the functional orientation, development strategy and promote path of the city cluster and advocated that it shall be turned into the part of national strategies. There also have adequate “Yichang elements” in a report “Smoothing Channel of Middle Reaches of Yangtze River for Quickening Construction of Three-Dimensional Traffic Corridor”. This report suggested that we shall meet the urgent need and adopt farsighted measures to resolve the “bottlenecks” of the Three Gorges dam region by racing against time to advance the development of the comprehensive system of transport of the Three Gorges dam and speeding up the research and demonstration of the second channels (ship locks). Additionally, deepwater channel regulation projects including 6m-Wuhan-Anqing Project and 4.5m-Wuhan-Yichang Project shall be launched at every possibility and its preliminary work should be accelerated in order to quicken its incorporation into the National “13th Five-Year Plan”.

It was learnt that the collection was published by China Yanshi Press by the end of last year, and included 76 high quality research reports which were the investigation results acquired by State Council Research Office on the basis of China’s economic and social development in the first half of 2015. Some reports have received important directives of CPC and national leaders; some well-targeted reports of strong effectiveness featuring forward-looking, macroscopic, profound and authoritative have directly impelled work.
