On February 4th, the cooperation platform for grading in diagnosis and treatment, and referral service in Yichang, was commended by the General Office of the State Council in the supervision report under the State Council in 2015, owing to its achievement in the interconnection of medical resource and information service and the fulfillment of 90% consultation rate in county-level region. Besides, such active action in the medical-sanitary system reform helped Yichang win quite a few incentive policies.

According to the report, the Central Party and the State Council attach high significance on supervisionand implementation. They call for the fulfillment of the first step on policy-making and the last step on policy implementation thus making each policy bring people down-to-earth benefit. In 2015, the State Council carried out the second thorough supervision, which sticks to equal stress on encouraging action and punishing omission, giving praise to active action and effective work and call accountability for omission. In order to encourage active action, the State Council decides to commend 20 cities(autonomous prefectures) including Luohe and 20 counties(cities and districts)including Holingol upon their effective implementation on related policies and measures and take a number of incentive measures in these places in 2016. First, the state will give financial support for the establishment of their major projects. Second, the investment within central budget and the special transfer payments for sedementary funds that taken back through the supervision in 2016 will be used to develop above-mentioned cities (autonomous prefectures) and counties (cities and districts). Third, as for the applicants for issuing enterprise bonds in these cities, approval processes will be diminished. Forth, the planned quotas for newly-added construction land in consideration of actual needs will be supported. Fifth, supervision-free policy which means all the cities (autonomous prefectures) and counties (cities and districts) above will not be on the list of the supervision in 2016. 

The report says some places were found in the supervision to have developed good experiences and solutions through exploration. Among them, in promoting the medical-sanitary system reform, Yichang, Hubei creates a cooperation platform for grading in diagnosis and treatment, and referral service, realizing the interconnection of medical resource and information service and the consultation rate in country region has reached 90%. 

In recent years, Yichang municipal party committee and municipal government attaches great importance to deepen the medical-sanitary system reform. Taking the promotion of people’s satisfaction in hospital as the breakthrough point, adhering to the concept of development "innovation, coordination, green, open and sharing" and focusing on institutional innovation, Yichang explored and established a grading medical service system adapted to local condition. Through the cooperation platform for grading in diagnosis and treatment, and referral service with integration of “system plus service”, the Yichang medical mode has created humanized service in whole process, intelligent service in referral treatment, standardization in policy management, socialization of service platform and maximization of patients’ benefit. In this way, the difficulties and high expense in medical care has a better solution and the goal that basic-level hospitals finish first diagnosis and serious illness can be treated in county has been basically achieved.

Through NCMS (New Rural Cooperative Medical System) payment reform including risk pooling of outpatient services, global budget, bed per-diem payment and fixed single-disease (DRGs) payment, people’s burden of hospitalizing has been lowered and the use efficiency and safety of the funds has respectively been improved and guaranteed. In 2015, the actual hospitalization compensation ratio of NCMS in Yichang has reached 58.2%, 1.5% higher than that of the entire province. The compensation percentage within the policy scope in Yichang is 77.5%, 1% higher than that of the entire province. The increasing ratio of hospitalization cost per time on year-on-year basis is 4.47%, 1.87% lower than that of the entire province average level. At present, the city\'s consultation ratio has reached 90%, hospitalized patients in rural township hospital rose by 20% on year-on-year basis and the average hospitalization expenses fell for the first time, effectively improving the activeness of both doctors and patients and gradually changing people’s medical consultation and treatment habits. (Reporter: Jin Guiman; Correspondent: Chen Beilei)
