Yichang New District, the heart as well as the engine of the city, is beating powerfully. 

On February 16, Huang Chuping, member of Standing Committee of Provincial Committee and Municipal Party Secretary, and Ma Xuming, Municipal Deputy Party Secretary and Mayor of Yichang co-presided the 11th Plenary Meeting of the Leading Group for Yichang New District Construction. On the meeting, the 2016 work program to promote the construction of Yichang New District has been approved and the targeted tasks and priorities of this year have been finalized.

On February 17, our reporter interviewed the Office of Yichang New District Construction on the development and construction of the new district.

With three years construction, the new district worth hundreds of billion RMB roughly comes into being.

The new district worth hundreds of billion RMB is newly-born. "The remarkable construction of Yichang New District has made outstanding contributions to the reform and development of the whole city, which as a new leverage for the big city’s building has created a new experience of urban friendly-environmental development, polished the image of Yichang City and built a new stage to perform business for cadres," said Huang Chuping on 11th Plenary Meeting of the Leading Group for Yichang New District Construction.

While looking out onto the Yichang New District with coverage of 220 square kilometers, we can find that the achievements have plunged into this area from the planning drawings.

The accomplishments of a batch of rapid tracks, represented by the upper stretch of Xiazhou Avenue, upper stretch of Dianjun Avenue, upper stretch of Jiangcheng Avenue, Jiangnan Avenue and Huaxi Road, laid the foundation of Yichang rapid tracks network construction. The trial operation of Dongshan Avenue BRT helped Yichang City to win the 2016 World Sustainable Transportation Award; The Planning Exhibition Hall was fully opened, which can display Yichang’s future from multi-dimensional perspectives; "eight major parks and six major river systems" reconstructed ecological patterns of Yichang and a large number of resettlement housings, social investment projects are "thriving”. All of these are pushing Yichang towards a better future.

It is learned that, as of January 2016 Yichang New District has received accumulated investment of more than 15.3 billion dollars in over 300 projects, with a average daily investment of over 15.3 million dollars, and has established cooperative agreements of more than 33.66 billion dollars with well-known domestic enterprises. More than 46,666,900 square meters land were expropriated, 700,000 square meters of illegal building were pulled down, with a per capita green area of the park of more than 14.2 square meters. And a construction fund of more than 7.66 billion dollars was raised. Also the 220 square kilometers framework of the new district was basically formed.

The investments reached 6.13 billion dollars in whole year after the decision was made. 

The year of 2016 is of great importance because it is not only the beginning year of the “13th Five-Year Plan”, but also in which Yichang is about to overcome difficulties.  

As the important engine for modernized and great Yichang construction, what goals the Yichang New District has set in 2016？

The just concluded 11th Plenary Meeting of the Leading Group for Yichang New District Construction has approved the 2016 work program to promote the construction of Yichang New District, drawing a beautiful blueprint of a large city’s construction this year.

Zhou Qing, Office Director of Yichang New District Construction told the reporter that, this year Yichang New District would thoroughly implement the spirit of the 11thMeeting of the Leading Group and would work on the basis of the "135" strategic positioning during the city\'s "13th Five-Year Plan" period, integrating “four kinks of force” and giving them full play to both rapidly and steadily promote the construction of major projects with impressive courage. Thus, make sure that the new progress would be made in the scale of construction of Yichang New District, breakthroughs would be made in the integration of city construction and industrial development, new benchmark would be set in the friendly-environmental development, a new span would be achieved in the inclusive share and another accomplishment would be made in ability enhancement.

Concretely speaking, in 2016, Yichang New District will continue to play a role in the supporting of the project and investment, further expand space, improve functions and environment and enhance quality. Throughout the year, Yichang New District plans to build new and extension projects of 278, a total of investments of 25.04 billion dollars, and to achieve the annual investments of 6.64 billion dollars. There are 142 extension projects with the investments of 3.7 billion dollars and 136 new projects with the investments of 2.94 billion dollars.

With the five “emphases”, megacity enlarges again

In 2016, it will focus on connecting frameworks of Yichang New District, improving the comprehensive function, building green landscape, promoting the area development and linking city groups!

6.64 billion worth investment will be put into five aspects of changes of the city, enlarging Yichang City center area of 190 square kilometers.

 ——Shaping frameworks of Yichang New District. In the first half of 2016, because of the construction of the projects including Zhixi Yangtze River Bridge, Dongshan Road BRT, middle part of the Jiangcheng Road and Xiling Second Road, the inner ring roads connecting south and north of the river, and east and west of the city which will be closed to traffic. What’s more, city "artery connecting lines": Zhongnan Road, Heyi Road and Gangyang Road will further extend and achieve the system of road network.

——Improving the comprehensive function. This year, Exhibition Hall, University of Old Age, Olympic Sports Center, the new campus of Municipal Committee Party School, new campus of Yichang NO.1 Senior High School and Yiling High School,Youth Education Practice Base and other public service facilities will be put into use which will further improve the function of Yichang City. At the same time, Zhongjian•Yichnag Star, Jiangnan Ecological New Town, Old City Areas in Huancheng South Road, Xinhua Square, Yichang International Square and other large urban complexes drive the development of modern service industry.

——Building a green landscape. After having successfully held the on-site meeting for the checkup of promoting the friendly-environmental development in Hubei province, Yichang has become the model of building green cities in Hubei Province. To further push forward the construction of the green city, Yichang New District will turn into a friendly-environmental area by promoting well-proportioned space, environmental -friendly industrial development and lifestyle. It plans to build 33 landscape projects and 80 kilometers green roads. 

——Developing certain areas and districts. It will focus on improving water, electricity, gas, cultural, educational and health facilities in the East Area to facilitate the East Station Area becoming a high-end service area which serves as a transportation hub, a trading business center, an ecological dwelling area as well as an urban industry space and achieve the complete coverage of infrastructure in the Wu longjuan river bridge area and Olympic sports center area. It will start the development of the Sha Tang Shi Ban area, Gong lian (Wu jiagang bridge jiangbei bridgehead), Aijia (Wujiagang bridge jiangnan bridgehead) and areas along the Xiazhou Road. 

—— linking city groups. In 2016, in Yichang New District the center city will be taken as the core to link Xiao Xi Ta, Longquan, Changyang, Honghuatao and Xiaoting Baiyang, so as to establish rapid contact channels between center city and peripheral areas such as Xiaoxita, Longquan and Xiaoting. It will form the pattern of integrated, grouped, networked and ecological modernization megacity under the layout of "center city and satellite city".  (Reporter Liu Zirong, Lei Pengcheng)
