The civil affairs work conference of Yichang held yesterday reveals that the city will fully advance the diversity of pension service industry by vigorously developing home-based care, institution endowment and health care for the elderly in order to ensure an average of 40 beds per thousand aged people by the end of 13th Five Year Plan period (2016-2020).

The home-based care in Wujiagang District will be used continuously as reference this year. That is, to build 12349 calling platform and to cultivate professional nursing staff so that numerous groups of such nurses can work for the elderly and become the main force in home-based care service.

The city government will continue to grasp the opportunity to try out the national comprehensive pilot reforms in the pension service industry and the building of demonstrative pension facilities and its standardization, speed up the construction process of state-run welfare houses and private welfare institutions, and put into practice the subsidy policy on social pension institutions and give guidance to volunteers or voluntary organizations in caring for the elderly.

To vigorously develop the health care for the elderly, Yichang will focus on its strategic planning to build a large city “suitable for living, working, tourism, studying and elderly life” by initiatively implementing the special loan fund for the pension service project from the Asian Development Bank (ADB) and attracting more social resources to this field.

The city will also draw on relevant experiences from home and abroad, advance the implementation of the demonstrative project of comprehensive pension service and Yichang Pension Community PPP Project, and explore its own way to make the city “suitable for the elderly life”.

It will push forward the planning and construction of the Southbank Healthcare and Pension City and the demonstrative zone of Qingjiang healthcare and pension industry, and integrate the industrial power, capital and resources of Yichang Social Welfare House, Yichang Special Care Hospital and Yichang Retired Military Officials Institution to set up a series of major healthcare and pension service projects in the new ecological zone on the south bank so as to expand the scale and improve the meaning of its suitableness for elderly.

Besides, as a look back, special inspection will be made to the renovation and upgrading work of those fire safety facilities, and promote the normalization and standardization of their safety admonition.
