125 major projects, whose investment is more than hundred million yuan, intensively started working on February 26th, in Yichang, with a total investment of 87.6 billion yuan. This marks that the city officially launched the activity of promoting month on the major projects, set off a new round of project construction boom, took practical action to deepen the practical activities, themed as new normal, new achievement, new performance. Huang Chuping, the member of Provincial Standing Committee and Municipal Party Secretary and Ma Xuming, the deputy secretary of the Municipal Party Committee and mayor came to the project site to do an investigation.

Many companies’ leaders attended the commencement ceremony, including, Li Weinan, the general manager of the Yichang SG Sillicon Material Co., Ltd.; Yang Junling, the chairman of the Lingyun (Yichang) Aircraft Maintenance Engineering Co., Ltd.; Zhu, Haijuan, the chairwoman of the Kang Quan Medical Treatment Wang Dongmin, the chairman of the Huaqiang Sci-Tech Industrial Park; Chen Xianjun, the chief inspector of the Fuyao Photovoltaic Power Dtation; Zhang Aijun, the vice-general manager of the Kyland; Guo Rui, the vice-president of the Yichang Youwei Material Co., Ltd.; Tang Jibo, the general manager of the Yichang Haihang Navigable Investment Management Co., Ltd.; Yu Xuejun, the director of the Three Gorges Food and Drug Inspection Center.　　 

After listening to the introduction of the construction case of many major projects, including SG efficient poly-sillicon films, Huaqiang sci-tech industrial park and the internet industry of the Kyland industry, Huang Chuping, fully affirmed the preparatory work on the project, demanded that we should speed the projects’ construction up in a serious way to provide a nanny services to the projects’ construction. We should strive for completing the projects, putting the projects into production and going the projects into effect as soon as possible. Huang Chuping stressed that the major project and efficient investment are the engine and chassis of the economic development. The whole city must pay high attention to the project construction, taking the major project construction as an important starting point, deepening the practical activity, themed as new normal, new achievement, new performance, rising the big development atmosphere to realize a good start of the Thirteenth Five-year Plan. 

We are expected to adhere to developing the most important or urgent business, AND we will focus on Top Ten industries, whose assets reach or go beyond one hundred million.  We also are to conduct a well plan and accurate docking, accelerating to construct a batch of big and good programs, which have a big support function, a strong driving ability and a broad market prospect. We should strengthen the structural reform of the supply-side, pay adequate attention to the five missions, including de-capacity, destocking, deleveraging, lowering costs and improving weak growth areas, comprehensively promote the project construction. We should increase the strength of attracting investment surrounding industry and extend the enterprises’ upstream and downstream industry chain. We should powerfully promote the transformation and upgrading breakthrough and vigorously develop the strategic emerging industries. We should firmly set up the idea of industry first and the entrepreneurs boss, further optimize and develop the environment to provide the best quality service for the enterprise development. The key of promoting the project start and accelerating the project construction is to implement”. Ma Xuming stressed that departments at all levels must regard the main battlefield of the project construction as the grand stage to implement the Three Stricts and Three Honests, further deepening the activity of thousands of cadres entering thousands of enterprises and creating high-quality service on a steady growth. We should tighten up on our thinking, firmly grasp the time, hasten to action and promote the accelerated construction of major projects with good style. Each project units and construction units must scientific organize construction, improve the construction level, accelerate the implementation scheduling to ensure that the project is safe and efficient advance as well as early complete and put into practice.

According to Song Wenbao, the member of Municipal Standing Committee and executive vice mayor, at present, the city continued built 685 projects, which were more than one hundred million yuan, with a total investment of 340.5 billion yuan. The operation rate of the continued project reached 99%. The projects covered many fields, including military and civilian integration, biological medicine, the internet technology, electronic information, civil aerospace, new energy and new materials. He said that, in the first quarter of this year, the city will construct 155 projects which are more than one hundred million yuan, with a total investment of more than 110 billion yuan.

The main meeting-place of this activity set up in Yichang high-tech zone. Each county and city sets up the venue to intensively promote the projects’ start working. There were 32 projects intensive working in the main meeting-place, with total investment of 17.5 billion yuan, and all of them were Yichang high-tech industrial projects.

Efficient polysilicon film project, constructed in this time, belonged to the critical material of the new energy photovoltaic industry and the overall planning capacity is 1000mw, with a total investment of more than one billion yuan, including upfront investment 600 million yuan, striving for being completed by the end of this year. Li Weinan, on behalf of the owner, said that Yichang SG, in Yichang that is good for entrepreneurship development, has confidence and determination in constantly increasing the strength of investment, maintaining the sustained and rapid development to contribute more power for the economic transformation and upgrading, technological innovation, the emerging industry clustered development in Yichang and the construction of a modern mega-city in Yichang.
