The General Office of the State Council issued Notice on Giving Incentive Support to Areas Where the Implementation of Related Policies and Measures Works Effectively On Feb. 21st. Yichang City wins incentive support from the State Council due to its initiative activity in the field of medical and health system reform. Wang Guosheng, deputy secretary of Hubei Provincial Committee and  governor, and Wang Xiaodong, member of the Standing Committee of Hubei Provincial Committee and executive vice governor, make instruction, while the provincial government will also make corresponding incentives. 

According to inspection of the State Council, its executive meeting decides to give compliment and incentive support to 20 municipalities (state) and 20 counties (municipality, region) where the implementation of related policies and measures works effectively, and to exempt supervision and examination on these areas in 2016. On Feb. 2nd, the General Office of the State Council issued inspection situation of 2015, and praised Yichang City for building a cooperative platform of grading diagnosis, treatment and transfer treatment, realizing connectivity of medical resource and information service, and achieves clinic rate of 90% within counties. 

These incentive measures include: giving support to praised areas with independent decision on choosing key projects in urgent need of construction according to supportive fields in targeted construction fund of 2016 when making arrangement; enacting a capital distribution plan to distribute investment and precipitation fund supervised and retrieved in 2016 within budget of the central government of 2015 to praised areas where fund can be preferentially used in projects progressing fast and in need of fund after taking into full account differences among eastern, middle and western areas; distributing targeted transfer payment precipitation fund supervised and retrieved in 2016 to praised areas and including it in budget management; setting up a “direct train” system of applying to issue corporate bond, which means companies in praised areas can directly submit application materials on spot in Government Affairs Hall of National Development and Reform Commission when they apply for the issue of corporate bond in 2016. Besides, the central financial ministry can dispatch capital in praised provinces (region, municipality) in advance and order relevant provincial financial departments to speed it up to improve local treasury guarantee. Praised areas can be given newly added construction land in plan as an indicator reward which is listed separately in national land use plan of 2016 and is included into executive management in plan. 

It is required that the measures of the implementation of above incentives will be issued separately by relevant departments of the State Council, and that various regions need to strengthen link-up and communication with relevant departments and cooperatively carry out incentive measures. (Reporter: Jin Guiman)
