Fellow Deputies:

On behalf of the municipal government, I now present to you the work report and the “Thirteenth-Five-Year Plan Guidelines for Yichang Municipal National Economy and Social Development” (draft) for your deliberation and for comments from the members of the Municipal Political Consultative Conference and other non-voting delegates.

I. Review of 12th-Five-Year Plan and Work in 2015

Over the past five years, Yichang has undergone an extraordinary period in the course of its development, encountering a complex and serious macro-environment and many special difficulties at certain stages. Under the leadership of Hubei Provincial Committee of CPC, Hubei Provincial Government, and Yichang Municipal Party Committee, we have comprehensively implemented the decisions and deployments of the Eighteenth National People’s Congress, and the third, fourth, and fifth sessions of the Eighteenth National People’s Congress, and firmly grasped the initiative of development under the new normal, summoned up our courage to forge ahead and accelerated the construction of a modern mega-city, so the major goals set on the “Twelfth-Five-Year Plan” have been successfully completed.

Over the past five years, Yichang has made enormous strides in the overall strength. The total output value has achieved two hundred billion in a row and reached ¥338.48 billion in 2015, increasing by 2.2 times compared with 2010 and rising 1.7 percent points among Hubei Province. The public finance budget revenue at the local levels has consecutively staged three ten billion and reached ¥33.91 billion (4.8 times that of 2010). The total investments in the fixed asset have stridden over three hundred billion and achieved ¥308.5 billion (3.2 times that of 2010). The accumulative completed investment adds up to ¥1057.3 billion over the past five years (3.6 times what it was during the “11th Five-Plan”). The total retail sales of consumer goods have reached ¥108.95 billion (twice as much as that of 2010). The growth rate of the major economic indicators in Yichang has been above the average among the Hubei Province and nationwide. The overall strength has climbed to the 57th place among the Top 100 Cities in China (16 rankings up), leapt to the 2nd place among the same tier cities in the central regions (1 ranking up) and firmly retained its 4th place among the same tier cities along the Yangtze River. Yidu has been promoted as one of the Top 100 Economically Developed County-Level Cities. Yidu, Yiling, Zhijiang, and Dangyang have firmly ranked the top of the economic classified evaluation among the county-level cities.

Tremendous progress has also been made in its transitional development over the past five years. The proportion of the major three industries has been adjusted as 11:59:30. The six industries with local characteristics have accounted for 83% of the total value of agricultural output (4.5 percent more than that of 2010). There are four industrial parks with more than ¥10 billion processing output value and two leading industries of agricultural industrialization with ¥10 billion sales revenue. The output values of the fine chemical engineering, food and bio-pharmaceutical, advanced equipment manufacturing, modern logistics, advanced materials and cultural tourism have reached ¥170 billion, ¥180 billion, ¥110 billion, ¥100 billion, ¥70 billion, and ¥80 billion respectively. There are 1,491 industrial enterprises above designated size and 837 enterprises with more than ¥100 million output value, which have increased by 684 and 568 respectively more than that of 2010. There are nine enterprises with more than ¥10 billion output value (six more than that of 2010). There are three newly-increased enterprises among the Top 500 Chinese Enterprises and four among the Top 500 Chinese Private Enterprises. The number of tourists has added up to 47 million and the tourism revenue grossed ¥45 billion (3.5 times and 4.33 times respectively that of 2010). There are three newly increased national 5A-level scenic spots, which tops among the same-tier cities nationwide. Consequently, Yichang has been awarded as “Top 10 Most Popular Tourism Cities” and “Top 10 Tourism Cities of Better Living Conditions, Entrepreneurial and Tourist Environment”. The balances of the deposits and loans of the 31 newly-increased financial institutions are ¥282.2 billion and ¥213.3 billion respectively (1.83 times and 2.05 times that of 2010). There are three newly-increased listed enterprises, nine listed companies of “New Third Board”, 272 platforms of sci-tech innovation, and 273 national high-tech enterprises (218 more than that of 2010). The added value of the high-tech industry adds up to ¥55 billion, 16% of the total output value, which has increased by 7% compared to that of 2010. Yichang has introduced or selected five experts into “National Thousand Talents”, nine scholars of “Hundred Talents in Hubei Province”, and established 33 academicians and expert’s workstations. Meanwhile, there are 35 newly-increased China’s reputed trademarks, two products of national geographical indications, and five Yangtze River Quality Awards and Nomination Awards. In this way, Yichang has been awarded the “Demonstration Base of China’s Industry-University-Research Cooperation and Innovation”, the “National Innovation-Oriented Pilot City”, the “Model City of National Intellectual Property Rights”, and the “National Charm City of Quality”, and has been approved to build the “National Model City of High Quality”. Besides, we have outperformed the target of energy conservation and emission reduction authorized by the Hubei Provincial Government by reducing 30% land consumption and 33% water consumption per unit of GDP and achieving the full coverage of economical and intensive model cities (county-level cities) at the provincial level.

Over the past five years, Yichang has witnessed tremendous changes in the appearance of urban and rural areas. The built-up areas of the central city have extended to 175 km² with 1.75 million permanent residents. We have achieved ¥100.3 billion accumulative investment in Yichang New District, successively completed a batch of key infrastructure projects (including BRT of the Dongshan Revenue, Xiazhou Revenue, and Dianjun Revenue) and a batch of large-scale public buildings programs (like the Yichang Municipal Planning Exhibition Hall), accelerated the construction of the priority projects (including the Zhixi Yangtze River Bridge, the Yichang Municipal New Museum and the Yichang Municipal Olympic Sports Center), made the 220 km² framework of the New District take shape and realized the goal of “ New Appearance within Three Years” as scheduled. Besides, Yichang has been awarded the “Sustainable Transport Award”. We have implemented urban land rearrangement, afforestation, and landscaping by completing 550 comprehensive improvement projects (adding up to 1.65 million㎡ area), 2.22 million㎡ newly-increased green buildings, 14.29 ㎡ urban park green areas per capita, successively finishing the Yunhe River Park improvement project, the renovation of the Dongshan Park, the first- stage project of the Moji Mountain Park and the “Six River Systems and Eight Parks” taking initial shape. Yichang has won the “Chutian Cup” of urban and rural planning and construction management for the sixth consecutive year. The risk evasion, demolition and construction in Wufeng County have basically been completed. Fourteen counties have been promoted among the key counties in Hubei Province and nationwide. The urbanization rate of permanent population has reached 56.7% (7% more than that of 2010). Yichang has basically achieved county-to-county expressways and national highways, township-to-township provincial highways, and village-to-village shuttle buses by completing Yichang-Badong and Baokang-Yichang Expressways, Wuhan-Yichang intercity railway, Dangyang-Zhijiang and Yidu-Wufeng sections of Yichang-Zhangjiajie Expressway, Yichang-Yueyang Expressway, and newly-increased 334-km expressways, 408-km first-class highways and 36-km railways, which makes districts, counties and cities at all levels fully enter “One-hour Economic Circle of Yichang”. The Three Gorges comprehensive transportation system has phased in the national strategy with $ 0.2 billion WBG loans for the Three Gorges modern logistics center infrastructure construction project, 77.76 million tons annual throughput of the Three Gorges pivotal port, 1.24 million annual passengers throughput of YichangSanxia Airport, ranking among the Top 60 national airports and opening direct flights to Hong Kong, Taiwan and the South Korea. Yichang has taken a lead in urban-rural overall development throughout the Hubei Province with the fruitful activity of cadres going into thousands of villages and households, completion of 1.66 million mu high-standard basic farmlands, 0.52 effective utilization coefficient of the farmland irrigation water, newly-increased 4.57 million KVA transformation capacity, 1031-km power transmission lines (above 35 KV) and the first city of village-to-village optical fiber in Hubei Province. We have built eight demonstration sites of Beautiful Village, 100 livable villages, 82 villages of local characteristics, 100 demonstration villages and townships of new rural construction at the provincial level. Yichang has been selected among the first batch of household refuse classification demonstration cities with 96.3% innocent treatment and has put the kitchen waste disposal project into pilot run. Yichang’s forest coverage rate exceeds 65.7% with the title of “National Forest City”.

Yichang has made great breakthroughs in the reform and opening up over the past five years as well. We have insisted on emancipating our mind and strengthening the top-level design, and convening the symposiums for the forth years in a row, furthered the improvement in the goal systems, basic connotations, developmental concepts, institutional mechanisms and reform deployments of the modern mega-city construction. Yichang will target learning from Shanghai Free Trade Zone as the breakthrough of comprehensive deepening reform, step up our efforts to advance the reform in the key fields, including administration examination and approval, streamlining administration and delegating the power to the lower levels, market access, investment system, social credit, and industry supervision. Yichang has been the first to implement “licenses prior to certificates, three-into-one (integration of the business license, the organization code certificate, and the certificate of taxation registration into one), registration online, convenient cancellation of registration” to promote the one-stop facilitation of enterprise registration with 509,000 market entities (3.9 times that of 2010). We will work out the city-level “rights and liabilities lists”, optimize the procedure of administration examination and approval, and accelerate the speed of city-level investment examination and approval by 80%. The comprehensive law enforcement system has taken shape, including interdisciplinary of food and drug, health and family planning, culture and broadcasting and television, and cross-regions of Yichang High-tech District, Huangbaihe, which makes Yichang become the pilot city of national comprehensive law enforcement system reform. The four platforms have been efficiently operated, including newly-founded Yichang New District Promotion Office, the Three Gorges Tourism New District Administrative Committee, the Three Gorges Pivotal Port Administrative Committee, and improvement of Yichang High-tech District’s management system. Meanwhile, Yichang will readjust and improve the urban financial system, and successively complete the structural reform of urban construction administration and educational management, deepen the reform of budget management and governmental debt management. The four holding groups will be founded by reforming and restructuring the city-level state-owned investment and financing companies. A batch of enterprises (including Humanwell Healthcare Group Co.,Ltd, YichangSanxia Pharmaceutical Co.,Ltd, Hubei HualinXinxingJiancaiJituan, and Hubei Chuyuanchun Winery Co.,Ltd) will achieve equity restructuring. We will deepen the structural reform in investment and financing so that a batch of social projects (Xiangjiang Yangtze River and Yichang Maternal and Child Health Hospital included) has successfully introduced the PPP model. Great breakthroughs have been made in the cascade land development, rural land institutional reform and reform of property rights system, resulting in establishment of 5,123 farmers’ specialized cooperatives and 2,021 registered family farms. The reforms in the cultural system, medical and health system, financial and taxation system, governmental agencies and public institutions have obtained remarkable results. Yichang has undertaken more than 20 national pilots and demonstrations, including agglomeration development of the emerging industries, smart city, information benefiting the people, and e-commerce, and has been absorbed into the city clusters in the middle reaches of the Yangtze River which has been promoted as the provincial strategy. We will speed up the declaration of Yichang Section in the Hubei Province Free Trade Zone and set up the approved Three Gorges bonded logistics center. The values of the foreign trade export and foreign capital have added up to $2.69 billion and $ 355 million (2.1 times and 1.7 times respectively that of 2010). The paid-in capital of investment attraction has reached ¥ 466.3 billion over the past five years. A batch of major projects (including YichangNanbo Photoelectric Glass Co., Ltd, the Export Drug Base of YichangHumanwell Pharmaceutical Co., Ltd, and the caprolactam project of Hubei Sanning Chemical Industry Co., Ltd) have settled in Yichang one after another and furthered the strategic cooperation with the central enterprises, the provincial state-run enterprises, and the central and provincial holding companies (including China Three Gorges Corporation, Wuhan Iron and Steel (Group) Corp, China Building Technique Group Co., Ltd, China Gezhouba (Group) Corporation, and Hubei Provincial Communications Investment Group Co., Ltd). More than 40 enterprises with Angel Yeast Co., Ltd included have made overseas investments. Remarkable results have been achieved in the partner assistance of the Three Gorges Reservoir Region with ¥ 47.75 billion counterpart support funds and ¥ 4.26 billion state subsidy for the Three Gorges’ follow-up work.

In the past five years, greatprogress has also been made in people’s livelihood and welfare. We have successfully implemented the “Six Livelihood Projects” including precise poverty alleviation, urban and rural incomes doubling, all-around business-starting for the people, social governance innovation, construction of safe-food city and the greening and beautifying of the city. The urban and rural residents per capita disposable income have reached 27,275 yuan and 12,990 yuan respectively, an increase of 1.75 times and 1.89 times of the year of 2010, and more than 281,000 rural residents have got rid of poverty. Within five years, an increase of 560,000 people and 480,000 surplus labor force found their jobs in cities and towns. Therefore, the registered unemployment rate of the cities and towns was controlled within 3.1%. Four million people have participated in the “Five Insurances”. The rate of basic pension insurance, basic medical insurance and new rural cooperative medical insurance respectively reached 90%, 96% and 99.8%. The basic pension for enterprise retirees as well as the minimum living standards of the urban and rural residents had been increasing for five consecutive years. There was also a substantial increase in the new rural cooperative medical subsidies, outpatient and hospital reimbursement ratio. Basic medical insurance for urban workers achieved a municipal overall planning. Urban Community care services center achieved a full coverage and the rural elderly living mutual care centers coverage rate was more than 55%. The city ranked in the list of Chinese “ Top Hundred Charity Cities ” for two consecutive years. We achieved the implementation of affordable housing projects 237,000 units, among which 118,000 units were the reconstruction of shantytowns and we completed the reconstruction of 70,000 rural dilapidated houses. We newly solved the safe drinking water problem for 1152300 people. Our city was awarded as one of “China’s Top Ten Safe Food Cities” for two consecutive years. We integrated the resources of inspection and testing and then established the “Three Gorges Food Inspection & Testing Center”. Our social governance innovation experience of “One Orientation and Three Aspects” (which means a way of human-oriented governance under networking, information and integration) was generalized across the country. Yichang was also the first city to achieve full coverage of urban and rural grid management.

Under the guidance of socialist core values in the construction of spiritual civilization, Yichang took a lead in winning the title of "national civilized city" in Hubei Province for the second time. With the development of cultural undertakings, we have also enlisted the third batch of the establishment of the national public cultural service system demonstration area. Five counties were named as “National Cultural Advanced Counties”. China Yangtze River Three Gorges International Tourism Festival, Qu Yuan\'s Hometown of Dragon Boat Festival, Yichang Yangtze River Piano Music Festival had become influential festival activities throughout the nation. More than 200 pieces of art works have won provincial awards among which the song named “BatuLove”, “River of Love” won the national “Five Good Ones Project Award” (one good movie, one good episode, one good song, one good article and one good play). Named as “China Poetry City” and “China Piano City”, we have hosted firstly the “Qu Yuan Poetry Competition”. Besides, the National Reading Index ranked first in the province of the same-level city for three consecutive years. The popularization of “Broadcasting and TV Available to Every Family and Village Project”has been fully implemented. Mass fitness campaign flourished and the level of competitive sports have been improved. There were a number of gold medal players of Olympic Games and the Asian Games. Adhering to the education based on good virtues, we have promoted the construction of “Good Educational City” in an orderly way. The first phase of the three year action plan for preschool education has been fully completed. Compulsory education balanced development of the counties has achieved full coverage. High school education was also generalized. The level of China Three Gorges University, College of Three Gorges University had been promoted. City Special School became the only Affiliated School of China Disabled Art troupe. Yichang was the first city in Hubei Province to complete the integration of vocational education resources, the formation of the Three Gorges Technical Secondary School the Three Gorges Technician College and the Three Gorges Vocational Education Group and the construction of the first phase of the Vocational Education Park Project. We accelerated the establishment Youth Practical Education Ease and built new campus of the Number One Middle School and Yiling Middle School and other key projects. We comprehensively implemented the national policy of family planning. Urban and rural medical and health service system had been continuously improved. The average life expectancy of Yichang reached 77.28 years. Our city became one of the province’s first-batch healthy cites.

As for the Three Gorges Projects, it has been fully completed, showing obvious effects in its safe operation services. We have strengthened the national defense mobilization and reserve militia building and the “doublesupport”continuously, and have won the title for five consecutive sessions of the “National Double Support Model City”. New achievements have also been made in the works of price, supply and marketing, grain, statistics, Taiwan issues, foreign affairs, overseas Chinese Affairs, nationality, religion, social sciences, confidentiality, letters and visits, archives, local chronicles, popular science, women, children, aid to Tibet and Xinjiang and other tasks. We have also made great progress in meteorology, earthquake prevention and disaster relief, human defense, the aging of population, the disabled and other undertakings.

Over the past five years, great progress has also been made in its democracy and law construction.In a conscious effort to accept the legal and working supervision of Municipal People\'s Congress and its Standing Committee, the democratic supervision of Municipal CPPCC, we have activelyaccepted views from the democratic parties, personages without party affiliation and the general public, and have finished regularly the handling of 1390 NPC deputies file motions and proposals and 2385 CPPCC members recommendations and proposals. We have completed the generalization of law according to the “Six Five Years Plan”. More than 90% units in the city became qualified units under the rule of law. The establishment rate of “Model Village under Democratic Rule of Law” was more than 60%. We have dealt with 11,000 legal aid cases and 102, 000 legal aid matters, and have marked obvious progress in building Safe Yichang. The public security of and the law enforcement satisfaction ranked first for three consecutive years among the province\'s all cities and states, winning the National Social Comprehensive Management “Chang Cup” Award. Production safety situation was generally stable and continuously improving. We carried out the Party\'s mass line educational practice and the themed education of “Three Strict & Three Real” and we promoted institutionalization and normalization of style building. We achieved remarkable results in establishing clean government and anti-corruption works. We further strengthened administrative and auditing supervision.

In the year 2015, we have actively taken part in the themed practical activities of “New Normal, New Performance, New Achievement” to coordinate the promotion of "stability, speed adjustment and benefits" of all the work. The city\'s economy remained a good situation of “steady promotion, steady progress and steady turn”, remaining a competitive trend of progressing based on stability, occupying an upper position in the whole province and country, and a leading position in the central cities along the Yangtze River in terms of economy. We have finished the major expected targets set on the Sixth Conference of the Fifth Municipal People’s Congress.  Our GDP grew 8.9%, Industrial Added Value of 11.5%, Local Public Budget Revenue of 24.9%, Total Fixed Asset Investment of 20%, Total Retail Sales of Social Consumer Goods of 13%, exports of 19.3%, urban and rural Residents Per Capita Disposable Income respectively of 9% and 9.7%. With annual increase of 76 days of good air quality, the fine rate of it increased 20.8%. A number of major matters including the economic hub in the Three Gorges Areas were listed in the province’s “Thirteenth Five-Year Plan”. China Transportation Construction Group, Guangzhou Pharmaceutical Group and a number of well-known companies joined in Yichang. The experience of city’s green development, learned from Shanghai’s FTA reform, shantytowns reconstruction, the establishment of Safe Food City and quality and Safe Agricultural Products Counties and so on was promoted in the whole nation and province. We fully completed the target of the year 2015 which not only achieved the “Twelfth Five-Year Plan” successfully but also laid a solid foundation for the “13th Five-Year Plan”

Delegates, after five years of reform and development, Yichang now is more prosperous in economy, more harmonious in society and more beautiful in environment. The people are happier. The popularity and reputation of the city are improved significantly. These achievements are the comprehensive results of the correct leadership of the provincial government and the municipal Party committee, the supervision and support Municipal People\'s Congress, the municipal CPPCC and condensing wisdom and strength of all the deputies and members, efforts and sweats poured by the city\'s people. Here, I wish to extend my heartfelt thanks and tribute, on behalf of the Municipal People\'s government, to all the NPC deputies and CPPCC National Committee members, to the cadres and the masses, retired veteran comrades, to the democratic parties, federations of industry, non- party people and social organizations, to troops in Yichang, provincial units in Yichang, to all the friends who care, support and participate in the construction of Yichang from home and abroad.

We also clearly see that there is a certain gap between Yichang’s comprehensive strength and the goal of being the provincial sub-center city. The transformation between old and new energy has not yet been truly completed and the constraint of resources and environmental is enlarging. We face great pressure in promoting the quality and expanding the efficiency of our economy. There are still some mechanisms and systems restricting economical and social development. Coordinating regional development and balancing urban and rural development is still very arduous task for us. There is also a big gap between the fact and people’s expectation in ecological construction, environmental governance, and promotion of people\'s livelihood and the level of public services. Governmental administration level and work efficiency remains to be further improved. In this regard, we must attach great importance to take more effective measures to solve those seriously.

II. Development Goals and Requirements during the 13th Five-Year Plan Period

The following five years is a critical moment for the establishment of a moderately prosperous society in all aspects and a crucial period for the construction of a modern megacity. China gives high priority to the implementation of development strategies of Yangtze River Economic Belt and “the Belt and Road Initiative”, speeds up the construction of urban agglomeration in the Middle Reaches of the Yangtze River, fully implements the follow-up planning of the Three Gorges, and vigorously promotes targeted poverty alleviation. The provincial Party committee and the provincial government accelerate the implementation of “One Provincial Capital, Two Deputy Cities and Multiple Prefecture-Level Cities” and “Two Circles, Two Belts and One Group”, and support the declaration of building Yichang Free Trade Area. Three Gorges urban agglomeration and new districts of Three Gorges economic hub are trying to be incorporated into national strategy with Three Gorges comprehensive traffic and transportation system having been included in it. These opportunities create a good environment for Yichang’s development. In recent years, Yichang has new dynamics of development due to its development ability and relative advantages in the aspects of system and mechanism, industrial development and platform construction through reform and innovation. The government functions well and people live in harmony, thus pushing forward the development of Yichang. We have confidence in the future of Yichang standing at a new historical starting point.

According to the guiding principles of the sixth plenary session of the 5th CPC Municipal Committee, we will fully implement the guidelines of the 18th National Congress of the Communist Party of China (CPC) and the third, fourth and fifth plenary sessions of the 18th CPC Central Committee, and thoroughly put into practice the guiding principles from General Secretary Xi Jinping’s major speeches during the 13th Five-Year Plan Period. We manage Yichang centering on “Four Comprehensives” strategic blueprint, fully apply development concepts of innovation, harmonization, green, openness and sharing, and vigorously implement the strategies of innovation-driven development, green prosperity, opening-up as a forerunner, governance of the city in accordance with laws, co-building and sharing. We stick to improving quality in the competition, upgrading while increasing efficiency, giving priority to quality and valuing quality as well as quantity. Moreover, we speed up building  Yichang as a sub-central city in Hubei Province, a central city in Three Gorges urban agglomeration, a regional central city in the Middle Reaches of the Yangtze River, a National Demonstrative City for Innovation and Entrepreneurship, a National Model City for Ecological Civilization, a National Model City for Industrial Transformation and Upgrading, a Model City for Regional Opening-up and Cooperation in the Yangtze River Basin and a World Tourism City of Hydropower. We also ensure that Yichang can be the first city to build a moderately prosperous society in all aspects and realize targeted poverty alleviation in Hubei. Hopefully, Yichang will have the best comprehensive strength among the central and western regions and the cities along the Yangtze River, and it can enter the national top 50 cities, laying a decisive foundation of building it as a modern megacity of bigness, power, beauty and excellence. In 2020, its gross product and per capita disposable income of urban and rural residents can be as twice as they were in 2015, and its local public finance budget revenue can surpass 50 billion yuan, its fixed-asset investment 700 billion yuan, its total scalable industrial output value 1 trillion yuan, its gross retail sales of consumer goods 200 billion yuan.

We need to firmly grasp five basic requirements to achieve above goals.

First, we should deeply push forward innovation development. It is a must to implement core strategies of high quality and sustainable development, strengthen the dominant and leading role of enterprises for innovation, and speed up building an economic system and development model with innovation as the leading guidance and support, thus, turning Yichang into an innovative and entrepreneurial city around the province and country. We elevate industries to mid and high-end, and make sure that the added value in modern service industry and high-tech industry will account for 35% and 22% in the gross product respectively in 2020. We also establish industry clusters of hundreds of billions of money, covering fine chemistry, food and beverage, advanced equipment manufacturing, new material, energy conservation, environmental protection, new energy, biological medicine, a new generation of information technology, modern logistics, culture creativity and tourism, and foster economic corridors of trillions of money along the Yangtze River as well as important growth poles in Yangtze River Economic Belt.

Second, we should further promote balanced development. We adhere to regional coordination, rural-urban integration, and keep to paying equal attention to material civilization and spiritual civilization, developing citizens and militaries in harmony. We improve and implement overall planning of rural and urban areas, establish a spatial layout of Yichang City with “One Main City and Six Deputy Cities, One Belt and Four Corridors”, form a coordinated development pattern of big, middle, small cities and small towns, and speed up promoting a new type of urbanization with human beings as the core. In 2020, the urbanization of permanent residents and registered population in the city can reach 65% and 45% respectively. We stick to two-wheel drive, and realize the advancement of urban economy and county economy side by side. We promote the balanced allocation of public resources among urban and rural areas as well as the connectivity of infrastructure among regions, build the first National Civilized Urban Agglomeration in Hubei Province, and foster an important special industry base integrated with militaries and citizens.

Third, we should push forward green development. We vigorously implement the strategy of building an ecological city, and advocate development ideas of post modern, green ecology and sustainability. We embark on a new path of green development road featuring ecological priority, combination of city and industry, integration of rural and urban areas, common development of people and city, wisdom and individuality, inclusion and co-sharing, and speed up turning Yichang as beautiful as possible. Besides, we accelerate promoting the construction of main functional areas, gradually perfect green development system and mechanism, advance green and low-carbon cyclic development, fully strengthen ecological construction and environmental management, and thoroughly carry out plans of the prevention on air, water and soil pollution. Following the principles of developing the Yangtze River in an ecological, cultural and economic way, we should take overall consideration of its protection and development along the river and build a National Demonstrative City for Ecological Civilization and for Green Development.

Fourth, we should deeply promote opening-up development. We thoroughly implement the strategy of opening up as a leading power, comprehensively enhance open economy, and speed up building an open, powerful economic city in central and western regions and an open, cooperative demonstrative city in the Yangtze River Basin. We speed up promoting the construction of important strategic platforms such as Three Gorges comprehensive traffic and transportation system, Three Gorges urban agglomeration, Yichang Free Trade Area (in Hubei Province), new districts of Three Gorges economic hub, new international logistics channels like Yichang-Yili Highway, Railway, Waterway and Yichang-Russia Railway, thus, building a new, overall opening-up pattern connecting waterway and land routes as well as eastern areas and western areas. Furthermore, we strive to turn Yichang into an important hub and a strategic supporting point to connect Yangtze River Economic Belt and “the Belt and Road Initiative”.

Fifth, we should thoroughly promote sharing development. Following the principles of ensuring people’s basic living needs, identifying growth areas, meeting people’s minimum standard of living, and promoting justice, we start with solving the most concerned, the most direct and the most realistic interest problems of the mass, provide more sufficient, more equitable basic public service, promote social fairness and justice, and realize the dream that people in Yichang City can step into a moderately prosperous society in all aspects. We strongly implement measures of supporting industries, relocation, eco-compensation, poverty alleviation through education, and social security meeting people’s basic needs. We are determined to win the battle of poverty alleviation, and guarantee that nobody is left in the targeted poverty alleviation. We speed up turning Yichang into a livable city with good working conditions, and a city suitable for sightseeing, study and retirement, so residents here can gain more achievements in co-construction and sharing.

Ⅲ. Major Work for 2016

The year 2016 is the first year of the "Thirteenth-five-year Plan" period, and it\'s crucial that we have a good start. The major goals for Yichang\'s social and economic development are as follows: to increase the total output value by 10%, the added value of large-scale industries by 10%, the budget revenues of local public finances by 12%, the fixed asset investment by 18%, the total retail sales of consumer goods by 13% and  the foreign trade export by 12%; to keep the increase speed of urban and rural residents\' income in pace with that of economic growth; to constrain the rise in the CPI and the registered urban unemployment rate within 3% and 4.2% respectively; to fulfill the tasks assigned by the provincial government in the aspects of energy conservation, emission reduction and environmental protection.

To achieve the above goals, we will attach great importance to the following seven aspects.

1. We will highlight the importance of reform and innovation and strengthen the vitality and impetus of development

We will deepen the reform in key areas. We will fully implement the various deployments about the supply-side structural reform, address the issues of cutting overcapacity, destocking, deleveraging, reducing costs and shore up weak growth areas, and accelerate the transform of old driving forces into new ones. We will focus on streamlining administration, delegating more powers to lower levels, delivering more powers to the counties and areas with development momentum, simplifying the examination and approval procedures at the municipal level, strengthening the supervision system and promoting the transformation of government functions. We will standardize the service system of governmental administration in cities, counties and villages, and try to fully implement the online examination and approbation. We will sort out the intermediary services in the process of administrative examination and approbation and publicize the service procedures, the responsibilities of each office and the charging standards. We will deepen the reform of commercial systems, create new service modes, and further integrate the transaction platforms of public resources so as to bring the land-use right, the transfer of mining industry, bids for medical consumables into a united transaction platform. We will deepen the reform of investment and financing systems and proactively launch negative list management pilot programs. We will accelerate the formation of social credit system, perfect the trans-department linkage response mechanism and credit loss punishment mechanism, and encourage the establishment of the national-level model cities of social credit construction. We will deepen the fiscal reforms, innovate investment mechanism, standardize the management of government debts, consolidate the fiscal expenditure control and make full use of funds. We will constantly intensify the reform of state-owned enterprises, further enhance the securitization levels of state-owned capitals, explore the “non-operated assets transferring to operated assets” and the centralized supervision of commercial state-owned assets, and increase the operational efficiency of state-owned capitals. We will accelerate the reform of unified registration system for real estates, finish the rural land rights registration and accreditation and establish a comprehensive property transaction system in rural areas.  We will promote the reform of “one government with three centers (including the Administrative Service Center, Public Service Center and Comprehensive Law Enforcement Center)”, continue to deepen the reform of sci-tech project management and perfect the mechanism that allows the market to decide the technological innovation projects and appropriation allotment. We will continue to implement the county-level public hospital reform, actively promote the pricing reform in the key areas like education, medical care, natural gas and electricity, and strengthen the oversight and supervision of prices. We will carry out the endowment insurance system reform in public institutions, push forward the pilot reform of comprehensive administrative law enforcement system and deepen the classification and reform of public institutions.

We will implement the innovation-driven development in a comprehensive manner. We will innovate the cooperative modes of production, teaching and research, improve the government’s cooperation with universities and research institutes through collaborative innovation and ensure more than 100 projects of sci-tech achievements’ transformation and diffusion. We will consolidate the role of enterprises as main players of independent innovation, support the Angel Institute of Biotechnology, Yichang Institute of Magnetic Electrons, Xingfa Institute of Phosphorus Chemicals and CSG Polysilicon Technology Center to establish a research and development platform in national level. We will expand the driving effects of Yichang, the sub-center of National Technology Transfer Center in central China. We will establish a new batch of public service platforms for sci-tech consultation, intermediary services, standardized innovation, testing and inspection, property transactions, develop the high and new tech industries, increase over 50 high and new tech enterprises and make these industries’ added value to exceed 6.3 billion Yuan with an increase of 15%. In order to build Yichang into a paradise for business establishment and innovation, we will further encourage mass entrepreneurship and encourage the general publish bring forth new ideas, vigorously implement the “six projects”, namely supporting the innovative entrepreneurial drive, increasing the development space for the public to establish businesses, cultivating and introducing the “Shuangchuang” subjects who are dedicated to business establishment and innovation, letting the innovation-based industries take the lead, promoting the fiscal and financial innovations and improving the services for business establishment and innovation. We will increase the incubator area of more than 100 thousand square meters and the number of incubator enterprises to 500. We will ensure the construction and operation of QiusuoZhongchuang Center, accelerate the establishment of a strong city emphasizing on intellectual properties, and guarantee an over 10% increase of the amount of patent application and authorization. We will fully implement the quality-oriented enterprise strategy, standardized strategy and high-quality brand strategy, speed up the promotion projects of service quality, enhance the management of excellent performances, back up the enterprises to strive for the Government Quality Award, and try to establish more than 4 new China’s well-known trademarks.

We will proactively expand the effective investment. Take investment and projects as countermeasures to “shore up weak growth areas”, and pay attention to the three areas of modern industries, infrastructure and public services to further increase the accuracy of investment and ensure the total investment scale to exceed 350 billion Yuan. We will plan to bring a batch of important projects into line with the national and provincial plans, keep a close eye on the application and implementation work of 5 big issues, 13 major projects and 11 important policies, which are supported by the provincial Party committee and provincial government. We will promote the construction of 100 major projects at the provincial and municipal levels, which include the HKC, Lantai technology, Dongtu’s Internet industrialization, CSG electronic-grade polysilicon, Lingyun aviation industry, Yihua new light curing materials, Xingfa’s comprehensive utilization of mid-and-low-grade phosphate rock, Dongyang’s light-imitation drugs, etc. We will complete the promotion mechanism of major projects and address the actual challenges like capital raising, land use, land requisition and relocation, etc. We will amplify the leading functions of Private Equity Fund for Industry Guidance of Three Gorges and the Fund for City Construction and Development; proactively seek for the support form Hubei Industry Fund of the Yangtze River Economic Zone and Hubei Project Fund for Infrastructure Construction. We will promote the expanding investment of social capitals and strive to establish a market-oriented and sustainable investment mechanism. We will accelerate the implementation of initial 28 PPP projects in city level and push ahead a new number of PPP projects. We will set up the “Yichang PPP Development Fund for People’s Well-being” to centralize the social capitals in the six fields, namely, education, medical care, old-age care, public transportation, food-and-drug safety and environmental protection, construct some prior major projects by stages and gradually resolve the tough issues such as schooling from the kindergartens, seeking for medical care, care for the aged, parking and so on. We will support four city-level holding groups to draw the market-oriented investment and try to gain the investment of more than 40 billion Yuan throughout the year.

We will strengthen the policy support framework for talents. We will coordinate the “Yichang Talents Project” as planned, perfect the introducing policy of high-level talents and the talents’ introducing mechanism to bring in various kinds of high-level talents and teams. We will consummate the service mechanism for the talented, improve the service functions of “Expert Service Center” and make sure that the city’s demonstration housing estate for talents can be put into operation within this year. With an aim to earnestly carry out the team construction works of various kinds of talents, we will coordinate a serial of talents-introducing projects, such as “111”Entrepreneurs Cultivation Project, “Elite Plan” for Newborn Entrepreneurs, Project for Cultivating Famous Teachers, Doctors and Experts, “Jinglanling (Golden Collar and Blue Collar Workers)” Development Project, Development Project for Modern Agricultural Sci-tech Talents, Development Project for Social Work Talents, etc. We will strengthen the construction of public training base for high-skilled talents, strive for bringing our training base into one of the national public training bases, and newly cultivate 6,000 high-skilled talents. We will promote the reform of professional and technical titles, optimize the service modes for skills appraisal, and create a best environment for talents to stand out and make full use of their abilities.

2. We will emphasize the transformation of industries and the quality and benefits of development.

We will strengthen the core competitiveness of industries. We will deeply promote the strategy of constructing a strong industrial city and pay more attention to the “three integrations” between industrialization and informatization, manufacturing industry and service industry, military industry and civilian industry, so as to push the industrial economy ahead to a high-and-mid-end stage and accelerate the construction of national demonstration city of industrial transformation and upgrading. We will actively follow the action plans of “Made in China 2025” and “Internet Plus”, formulate the “Yichang Action Guidelines for Made in China 2025”, and motivate Yichang’s manufacture industry to improve its intelligence. We will follow closely the national and provincial strategic plan for new industries, policies and major sci-tech projects, and speed up the development of new industries like biological medicines, new information technology, new materials, energy conservation and environment protection, new energy and so on. We will implement 246 technological upgrading projects and demonstration projects like the Upright Piano of Jinbao Instruments, APIs of Hengan Pharma Co., Ltd. and so on, and guide enterprises to positively utilize the new technologies, processes, management ways and operational modes to cooperate with China Shipbuilding Industry Corp., China South Industries Group Corp., China Aerospace Science & Industry Corp. and other enterprises. We will try to foster a billion-level characteristic industrial clusters with the civilian aerospace, marine engineering, equipment of “Gasification in the Yangtze River” project, magnetic electrons and other industries, so as to create a state-level demonstration zone for military-civilian integration industries. We will try to make the output value of fine chemical industries reach 200 billion Yuan, that of food and beverage industries 150 billion Yuan, that of advanced equipment manufacturing industries 120 billion Yuan, that of new material industries 100 billion Yuan, that of energy-conserving, environment protecting and new energy industries 60 billion Yuan, that of biological medicine industries 50 billion Yuan and that of new information technology industries 30 billion Yuan. We will also ensure the total output value of large-scale industries to exceed 600 billion Yuan, and newly increase 130 large-scale industrial enterprises. We will enlarge the enforcement of “cutting overcapacity”, and  close, transform or re-organize the enterprises that suffer from long-term loss due to overcapacity and do not conform to the state requirements in energy consumption, environmental protection, quality, safety and other aspects; we will eliminate the lag-behind enterprises that have had consecutive deficits over three years and do not accord with the direction of structural adjustment through the asset restructuring, property rights transfer and bankruptcy liquidation. We will lay a solid foundation for “costs-reducing” works, further implement the measures of reducing structural tax, adjusting electricity price, reducing social premiums, canceling and suspending enterprises’ charges, so as to reduce the market players’ institutional transaction costs.  

We will develop modern service industry. Our goal is to build PinghuaBandao and Three Gorges Cruise a preferable destination of Three Gorges international tourism, of China holiday resort and of rural tourism in the west of Hubei Province. We will improve the services in biological tourism resorts such as Xiling, Qingjiang, Wufeng and Bailihuang. We will standardize the rural tourism services in Yuan’an, Xingshan, Longquan, Anfusi, Xiaofeng and Chexi. We will support Three Gorges Great Falls applying for national 5A tourist spot. Many important tourism projects such as Panshan, DangyangGuangong Temple and Yuan’anLuozu Cultural Village will be finished soon. In order to maintain the large numbers of tourists (over 52 million people) and high profits (over 60 billion Yuan), we will build a modern logistic system called “1 plus 10”. There are over 11 logistics parks such as the Three Gorges Fanba, Baiyang and Yichang eastern railway station. The logistics value will reach 120 billion Yuan. To ensure the value of cultural creative industry, we will promote the integration of culture and tourism, sports and technology. In addition, we will support E-commerce development in rural areas and make some model cities to promote the popularity of local products online. We will strengthen the reform of service industry. The endowment industry will be cultivated too. Implement the new national policies to satisfy citizen’s needs for households. The channels of temporary housing, rented housing and commodity housing will be opened. We will speed up the advancement of insurance industry. 5 more financial institutions and new enterprises will be brought in to Yichang. Support Zhijiang’s pilot program in innovating its rural cooperative financial system. Take tough measures against illegal funds raising and financial fraud. Regulate the market and promote consumption environment. Step up the efforts to build Yichang into a national-level secure city for business consumption.  

We will evelop modern specialized agriculture. We will quicken the steps to build up “five industries” including modern agriculture industry, safe agriculture production, and scientific support for agricultural development, industries’ convergence and modern agricultural management. At the same time, we will spare no efforts to develop oranges, tea, and animal husbandry. The vegetable, aquatic food, edible oil, flowers, medical crops as well as edible mushroom are also the focus. For fruits, our goal is to realize a production value worth of 20 billion Yuan through processing skills and cultivating techniques. For tea industry, our strategy is to promote the production of green tea, black tea and dark tea, and strive for the establishment of the brand of Yichang black tea. In terms of animal husbandry, we will focus on the breeding of herbivore, mainly are 120,000 cows and over 2 million of sheep. In brief all products processing value is expected to exceed 210 billion Yuan so as to build massive industry, enterprises and county. The ration between gross agriculture output value and agriculture production processing value is 3.2:1. The agricultural development will be combined with tourism industry. Accelerate the construction of the agricultural research institutions such as the National Orange Project Center and Hubei Tea Research Institution. At the same time, the Three Gorges Vegetables Trade Center will be equipped with specified logistics projects such as the Three Gorges Logistic Park and Three Gorges International Tourism Tea City. We will elevate the mechanization of farmland and the ability to resist natural disasters. At the same time we will strengthen the supervision of quality and safety of agricultural products and set up effective mechanism in all agriculture products enterprises, supply and marketing cooperatives, and agriculture basements.

3. We will enlarge the developing potential and space through opening-up

We will open wider to the outside world. Increase the openness of China’s economy. In response to the national strategy, we put ourselves in the blueprints of ‘one belt and one road’ and the‘Yangtze River Economy Zone’. We promote the convenience of investment and trade through the close interrelation with Shanghai Free Trade zone. Based on some supportive policies, we will broaden ways to attract foreign funds, which is planned to grow 10% within one year. We will keep ahead in the fields of exports in fine chemical industries, biological medicine, and equipment manufacture and agriculture products. In order to make a transfer to better quality and price, we also try to increase the export of self-created brand and service trade. We will start the application of Yichang to be approved of a comprehensive bonded area, and a free trade area subordinate to Hubei free trade district. Try to start Yichang-Singapore-Europe freight train operation. Support local enterprises to showcase their products at various fairs. The Three Gorges airport will be upgraded too by increasing international airlines. We also cooperate with border gateways and build informationalized and intelligent environment. To speed up “Going-out Policy”, we will encourage enterprises to build marketing network and research institutions at aboard to participate in international competitions.  At the same time we will intensify cooperation with our sister cities. The new industrial parks will be built through international cooperation.

We will attract more foreign funds to invest. We will make advantage of Yichang’s position, resources, industries and environment, attracting more and more competitive programs invested by the world top 500 companies, or companies from high technology districts and developed cities in the coastal areas. On the other hand, we will establish cooperation with research institutions, high academy schools and fairs at home and aboard proactively to broaden ways of investment planning，investment packaging and investment marketing and promote “Four Stages”. The emphasis will be laid on attracting investments in high efficiency, online investments, business opportunities for investment and investment in regular sites with sincerity and commitments. We are expected to ensure the actual funds to reach 145 billion Yuan, and the number of newly-launched 100 million-projects to reach 350.

We will strengthen the regional cooperation. We will build Three Gorges Urban Cluster consulting system to promote the cooperation between cities in terms of industrial development, transportation, environmental protection, culture and education. Also we will intensify our relationships with clusters in the Yangtze River Delta, Zhujiang River Delta, Wuhan and Chengdu. Strategic connections to the Three Gorges Group, China Unicom, Wuhan Iron and Steel Group, China Construction First Building Group Company, China Communications Construction Company, China Gezhouba Cooperation and Hubei Communication Investment Company will be our important steps to further development in comprehensive transportation, infrastructure and electricity carriers. Support mountainous counties and reservoir areas to develop economy in the reaches of the Yangtze River. We also will cooperate with supportive parties such as Shanghai, via the business and trade conference,   to obtain an annual supportive fund of 10 billion Yuan. We will also encourage local enterprises to invest in Tibet and Xinjiang.

4. We will make efforts to improve urban function and quality with the urban and rural overall development as the highlight.

We will concentrate on the tough work of new district construction. On the basis of the spirit of work conferences at national and provincial levels, we will continue to carry out an array of crucial, sustainable and leading projects in many sectors, including infrastructure, large public building, resettlement housing and ecological garden, with the implementation of “forming concepts ahead, city flourishing through industry, overall plan dominant and cultural priority”. We are looking forward to accomplishing a investment of over 6billion dollars, thus laying a essential foundation for “constructing a framework within five years”. We will accelerate the wind-up work of Zhixi Yangtze River Bridge project and push forward the rapid-path network construction hoping the inner-ring roads will be completed and opened to traffic within the first half year of 2016 and the Bus Rapid Transit (BRT) will be completed and in operation. We will start the projects of the Wujiagang Yangtze River Bridge, the upper segment of Xiling Second Road and the middle of Xiazhou Avenue, aiming to generally complete the outer-ring road at the end of the year. Another 150 km road will be constructed, of which 60 km road are expected to be opened to traffic. Overall plan will be made to promote the infrastructure in education, health care and commerce, in which the constructions of the new Municipal Archive, Science and Technology Museum, Theater and Music Hall will start within this year. Efforts will be make to ensure the new Municipal Museum, Olympic Sports Center, new campuses of Municipal No.1 High School and Wuyi High School, new campus of the Party School of Municipal Party Committee, Educational Practice Base for Teenagers and College for the Aged will be built and come into operation. The construction of many large urban complex projects will be accelerated, which include China State Construction Engineering Corporation (CSCEC) · Star of Yichang, Ecologic New City of Yangtze River South Side, Historical and Cultural Blocks at South Ring Road, Yichang International Square, etc.. We will speed up building of Juanqiang River Wetland Park and the Park of Praying for Rain Platform and make sure that the upgrading and rebuilding of the Moji Mount Park, Bolin River Park, Eastern Suburb Park and Binjiang Park will be finished as soon as possible so that they can be opened to the public. We are also determined to construct Eastern Suburb District, Yichangdoing Railway Station District, Tangjiawan District, Olympic Sports Center District, Juanheqiao District hoping these areas will be built into mature and well-functioned districts.

We will make efforts to improve the construction and management of Yichang City. The three-year plan of “Smart Yichang” will be carried out, which contains the demonstration projects of Smart City, Benefiting the Masses with Information and Broadband China. We will focus on helping households get access to optical fiber, making the 4G network cover every corner of Yichang and free WIFI cover urban public area, and constructing infrastructures, like Three Gorges Cloud Computing Center, Large Data Center. We will advance the construction of many major projects, like Smart Health Care, Smart Food and Drug Monitoring and Smart Environmental Protection. Another goal in 2016 is that Yichangcitizens in urban area are all able to use Citizen Card in routine life. We are urgent to overcome the city’s vulnerable points with the emphasis on nine shantytowns renovation, which are respectively situated at Wuyi Square, Zhongnan Road, and Ninth Port, along the Yangtze River in Xiling District, Yiling Square, along Xiling Second Road, Hongguanggang Plant, Ping Hu and Gezhou Dam. We will in-depth advance urban readjustments, which include changing the flat roofs, if they can meet the requirement, into sidelong ones, initiating the pilot of multi-story buildings, which accommodate residents, installed with elevators. Thus we need to make sure the total number of projects involved in adjustment will reach 250 throughout the year, gradually accomplishing the comprehensive improvement of the existing buildings along both sides of the main road in urban area. The development of high-level statue art in public places is also on the list of agenda. We will uphold to the pilot “Sponge City” construction in Shahe District and Juanqiaohe District and aim to generally set up the information management system of the underground utilities in urban area, with the underground integrated pipelines being accelerated in Jiangjun Road and Jiangnan Second Road. We will further push forward the urban law enforcement system reform and improve the urban management with the guidance of legalization, divided accountability, intelligent system and human-oriented service. The environmental protection pilot initiative, themed “perfectly clean out of everyone’s behavior” will be carried out. Mechanized-level of road cleaning needs to be improved, more park lots is in want and regulation for car-parking at roads should be enhanced. A persistent governance over motorcycle, electro-mobile and non-motor vehicle should be uphold, in order to optimize the traffic order in urban roads. For the convenience of the citizens going out, the layout of urban transportation network, management and operation model of BRT and public transit system need to be optimized. We will be determined to cope with various “city diseases”, such as pollution, traffic jam, waterlogging, etc. Also, estate management will be strengthened and standardized.

We will make efforts to coordinate the economic development in both urban area and towns. We will speed up the infrastructure construction in “seven parks and the new district”, including Information Industry Park, Biological Industry Park, Baiyang Industry Park and other parks, ensuring that over 40 projects will be brought in and 7.4 billion dollar capital will be invested in, thus building the “seven parks and the new district” into a core engine driving the city’s economic development. We will support the building of Financial Service Center, Center for Innovation and enterprise and Science, Education and Culture Center in Xiling District. We will back up the development of headquarter building economy, financial service industry, high and new technology industry and modern commerce and trade service industry in Wujiagang District. We will side with the authorities in Dianjun District to advance the development of new generation information technology, cultural tourism and health industry. Also, we will support the construction of Xiaoting Industry Park, Shenzhen Industry Park and Airport Industry Park in Xiaoting District. The construction of demonstration area of urban-rural integration development in Yiling District will also receive support from the government. Efforts will be made to move forward the coordinated development between the city and towns in industry, project and infrastructure to promote equal resources exchange and reasonable allocation. We will be delighted to see those county-level cities, such as YiduZhijiang, Dangyang and Yuanan, striving for advancement. We will help the relatively impoverished towns to shake off poverty and overcome tough work, thus catching up with other towns. The household register system reform need to be improved, which will entail the transferring agricultural people who constantly work and live in the city to register as urban residents. We will support Yidu to carry out the new-type urbanization pilot at national level and accelerate the construction of new-type urbanization pilots in 11 towns and 11 demonstration zones of coordinated urban-rural development. The renovation and upgrading of rural power grid will be speed up, including 15 power grid major projects, taking Zigui’s 220 KV power transmission and transformation as an example.

We will make efforts to improve urban-rural transport network. We will speed up the construction of Three Gorges integrated transportation system and a network system of smooth traffic in downtown and directly connection to the suburbs, with a goal of reaching 1.8 billion dollarsinvestment in transportation. We will push forward the preliminary work of Yichang-Laifeng Highway, initiate the construction of Shenlongjia-Wufeng Highway, Zhijiang-Shimen Highway and discuss the scheme of cross link to Hurong Highway. We will launch the project of the segment of Yichang-Zhangjiajie Highway, which starts from Wufeng to the border between Hubei Province and Hunan Province, JiangbeiFanba Highway, the first-rate road from Lianfeng Village of Dianjun District to Longzhou Village of Changyang Town. We will take a fast step to build the rapid tracks in Jiangbei District, 5 first-rate roads from urban area to Huanghua Town and another 5 first-rate road from Wangjiachong Village Wufeng Town to Xiaohe Town, hoping to accomplish 50 first-rate roads within these years. The passenger transport routes linking urban area with rural region need to be further transformed and another 2 new intercity bus routes are under plan. The construction of Baiyang Yangtze River Bridge will be carried out and the construction of Xiangxi Yangtze River Bridge will be accelerated. In order to improve function of ship’s loading and unloading at Three Gorges hub port, we will continue the construction of 8 projects, including the second stage of Yunchi Port and the secong stage of Maoping Port, and launch out another 6 projects, including the second stage of Baiyang Port and Zhicheng Multi-model Wharf. Efforts will be made to push forward the preliminary work of these three high-speed rail projects, namely Yichang-Xiangyang Railway, the linking segment to Zhengwan Railway and Yichang-Changde Railway. Also, we will speed up the preliminary work of the No.2 line of the rail transit and initiate the renovation project of the urban rail tracks from Yichang Dong Railway Station to Xiaoxita Town.

5. We will make efforts to enhance environmental protection and control, with green ecology as the highlight.

We will emphasize on pollution prevention of key fields. The projects with high energy consumption and high pollution will be rejected and the main pollutant will be strictly controlled. In order to achieve the goal of over 70% of the whole year’s excellent and good rate air quality, we will advance industrial exhaust gas control, enhance the control over motor vehicle exhaust and construction dust, implement the policy of comprehensive utilization of straws and the measure banning on burning them, and fulfill the task of weeding out yellow-label cars and old vehicles. We will launch out the water pollution control plan throughout the city to make sure that the water quality can meet the sectional monitoring standards at both national level and provincial level. The “river supervisory” system will be applied to speed up the comprehensive control over main steam and branches of Yangtze River that are located at Yichang. Cutting and cleaning pollutants at Three Gorges Reservoir Region will be well handled and the comprehensive prevention and treatment on Huangbaihe basin and Qingjiang River basin will be strengthened. The annual control work on 6 small rivers, e.g. Juzhang River, must be finished. We will stringently supervise enterprises related to phosphorus and protect the central drinking-water sources. We will ban the reservoir breeding with excessive use of fertilizer and breeding with fence mesh in lakes or rivers. We will accelerate the comprehensive control on Shahe River, Bailin River, Ziyang River, strengthen the construction of urban sewage collection network system, and reinforce the treatment over sewage draining exits along the Yangtze River, aiming to basically eliminate black and malodorous water in urban area before 2017. The first stage of the sewage treatment plant project at Juanqiao River is expected to be completed and the illegal sand excavation will be severely punished once they are caught. Measures will be taken to control an area of 300 square kilometers with water and solid loss and reinforce the geological disaster prevention and control. We will push forward the pilot constructions of eco-civilization of water of national level in Yidu and Changyang. Great efforts will be made to enhance the regulation on heavy metal and pilot work of solid restoration. The domestic waste sorting scheme will be carried out. There will be a pressing pose on agricultural pollution source prevention and control. Rural water-use, toilet, livestock breeding and waste disposal need a overall renovation. We will strengthen the construction of environmental supervision and strain capacities and adhere to pollution control with a firm stand according to law, hoping to increase the masses’ satisfaction toward environmental quality.　　

We will further push forward the environmental-friendly construction in Yichang. With the hold and pursuit for more fruits in national green city construction and provincial green city development, we will make efforts to ascent as national ecological garden city and national demonstration city of ecological civilization .We will speed up the campaign of afforestation and beautification, themed “green land in Hubei Province” and give the priority to key regions, such as both sides of high streets, water front along Yangtze River and sight-seeing corridors. The goal for this year is to stand at 10,005 hectares afforestation, 25,000 big seedlings in urban area, 7403 hectares of ecological public-welfare forest and fulfill the task of 777,722 hectares forest management and protection that belongs to the second stage of Tianbao project. We will improve the urban green land system and wetland protection system, which will be specifically conducted through renovation and upgrading of “three small”greenbelts (i.e. small greenway, small green space and small garden in communities), park greenbelt, urban wetland and street scenery, with the goal of construction 500 kilometers urban greenway. We will press ahead the demonstration construction featuring green ecology in Dianjun District, Yichangdong Railway Station District, Tangjiawan District and will carry out a overall implementation of green building standard on key urban construction projects and new buildings in Yichang new districts, realizing the goal of adding another 1,000,000 square meters green buildings. We will also accelerate the construction of rural clean energy, ecological homesteads, clean rurality and beautiful countryside.

We will adopt an economizing means and take effective use of energy. We will carry out a parallel control concerning amount and strength on energy and water consumption and construction land occupying. In order to build Yichang into a national new energy demonstration city, we will advance the construction of utilization of wind energy, solar energy and biomass energy, push forward the preliminary work of shale gas development, and popularize the use of new energy. We will vigorously initiate a batch of demonstration projects featuring circular economy, cleaner production, energy saving and low consumption. We will continue the circularization renovation pilot of Xiaoting Industrial Park, back up the construction of national sustainable demonstration zone and pilot zone in Dianjun District and Changyang District, and support the construction of national circular economy demonstration of Zhijiang County. To strive for the model city of economical and collective utilization of land and resources, we firmly uphold the “red line” of cultivated land, reinforce the monitoring after issuing land license, effectively deal with the idle lands and the land with inefficient occupation, and popularize the mode of terraced fields.

6. We will make Efforts to improve livelihood and increase well-being of the masses, with the co-building and sharing as the highlight.

We will spare no efforts to implement the directive poverty alleviation policy. Abiding by the principle of “Six precision” (i.e. precise targeted poor, precise program design, precise fund allocation, precise measure targeting individual household, precise personnel placement targeting individual village and precise outcome) and “FiveBatches”, which means getting rid of poverty through five approaches, namely economic growth, resettlement, ecological compensation, educational development and social security system, we will push forward the special poverty alleviation program and target precisely aid to villages, households and individuals. We will give top priority to poverty alleviation among other livelihood projects, while thoroughly implementing the national and provincial conference spirits on poverty alleviation. We will expand the infrastructure in road, water conservancy, electricity and communication. According to the principal of no less than 15% of the local government revenue increment being merged into budget for poverty alleviation, we will set up an integrated mechanism applying to county-level poverty alleviation. We will carry out a plan for 88 villages entirely shaking off poverty and launch out the campaign to help the second batch of extremely poor village throwing off poverty. We will innovate approaches to poverty reduction and further adopt poverty alleviation approaches, such as financial aid, e-commerce aid, tourism aid and capital aid. Various employment supporting policies will be fully implemented, including additional 18 million dollars petty loan which will support 4000 self-employment. We will speed up the pilot construction of standardized service for public employment management, carry out the guidance plan to promote employment and entrepreneurship of college or university graduates, enhance the employment assistance among disadvantaged group, promote the employment and transfer of surplus rural labor, encourage migrant workers to return home and start up business, and arrange employment for the disabled through multi-channel ways. Our goal is to ensure another 77,000 new urban jobs and help 25000 layoffs find re-employment. A universal insurance registration plan will be carried out to steadily expand social insurance coverage. We steadily promote the integration of medical insurance of urban residents and the new rural cooperative medical system, thus establishing a unified urban and rural medical insurance system. The medical insurance payment reform, such as payment in advance according to disease and total cost, will be deepened so as to improve the efficiency of the funds use. We will steadily reinforce social security, including social assistance, special care and placement and social welfare and so on. We will speed up the informatization of food and drug administration, launch out the "safe breakfast project", emphasize on food safety administration in key fields and key links, and accelerate the construction of “urban agglomeration of safe food” with the guidance of national safe food cities.  A batch of model stores selling safe grain and oil will be set up. 382226 houses in shantytowns will be renovated, 2618 public rental houses will be raised, and 12000 rural dilapidated houses will get repaired. We will carry out a safe drinking water project to maintain and improve the water quality for 10000 rural residents. We will push forward the follow-up work of Three Gorges project and the support for reservoir region immigration, promoting the well-being of immigrants synchronously.

We will comprehensively develop social undertakings. We will foster the socialist core values, consolidate the label of national model city, further push forward the construction of the "national model cities" and extensively hold the "ten star" series activities. We will speed up the establishment of a national demonstration area of public cultural service system, upgrade the urban cultural brands of "the city of poetry", "the city of reading" and "the city of pianos", and continue to promote cultural benefiting projects, introduce a batch of high-quality literary and art goods. We will start the construction of cultural cities by riverside, actively support that the Three Gorges dam and the hometown of Qu Yuan declare to be world cultural heritages together, and give full success of the activities during the Dragon Boat Festival held in the hometown of Qu Yuan, the sixth session of Yichang Yangtze River Piano Music Festival and the first session of China Yichang International Marathon Competition. We will accelerate the radio and television "ringing every village" project, comprehensively implement the second phase of the "three-year plan" of the pre-school education, special education, education informatization and start the establishment of the regional education modernization project and the in-depth implementation of support plan of the urban and rural teachers. We will fully implement the upgrading projects of modern vocational education quality, promote the production and education fusion and cooperation between school and enterprise in vocational colleges, and accelerate the development of higher education and the planning and construction of the city of science and education. We will support the building of China Three Gorges University into a first-class university and the construction of first-class disciplines. We will also actively bid for the new college of aviation, starting new campus construction of Yichang city, vigorously develop all kinds of social education and accelerate the construction of lifelong education system. We will improve the urban and rural medical and health service system, ensure that the projects of Jiangnan part of the central hospital almost built, speed up Yichangdong Railway Station part of Renhe Hospital of the China Three Gorges University, Yichang Women\'s and Children\'s Hospital and the comprehensive building of Yichang Traditional Chinese Medicine Hospital and speed up the construction of regional medical center. We will support the construction of the directional training base for rural doctors, comprehensively promote grading diagnosis and two-way referral "Internet plus" model, continue to promote "actions to improve medical services." advance health management service system and actively create a "national health city". We will comprehensively implement the two-child policy, do a good job of national health city review, and speed up the construction of Yichang Women\'s and Children\'s Activity Center. We will also promote national unity progress, manage religious affairs in accordance with the law, and promote the compilation of country annals. We will continue to pay special attention to the work of statistics, supply and marketing, science, social science, charity, overseas Chinese, Hong Kong and Macao, to Taiwan, confidentiality, fire protection, meteorology, civil air defense, etc., strengthen the construction of national defense mobilization and reserve forces and promote the "double support" work  to a new level.

We will accelerate the development of rural grid “Si Wu Tong”(a new platform combine electronic government, electronic learning, electronic service with electronic business based with the optical fiber) and enhance the level of precision and refinement of urban and rural grid service. We should improve three-dimensional public security prevention and control system, crack down on all kinds of crimes, strengthen the management of safe logistics and accelerate the development of "Peaceful Yichang”.

We will pay special attention to the network application engineering of national public security video surveillance and the national drug addicts’ grid service management pilot. We will strengthen the publicity and education of legal system and speed up the construction of “Yichang ruled by law’’. We will comprehensive start the activity of the seventh “Five-Year” campaign of popularizing law and vigorously promote the create activities of counties and department under the governance by law.

We will improve the work system of people\'s mediation, administrative mediation and judicial mediation. We should do a good job in legal aid, judicial relief, etc and strengthen and improve the complaint work. Labor Union, the Communist Youth League, the Women\'s Federation, Association of Industry and Commerce, Disabled Persons Federation and other mass organizations should fully play their roles in the services of economic development and innovation of social governance.
