According to the Poverty Alleviation Office in Wufeng, four poverty alleviation policies are formally enacted, involving the support in fields of agricultural industrialization, education assistance, five rural guarantees, basic living allowance and medical assistance. Meanwhile, 100 million yuan has been pooled from financial poverty alleviation funds and project-supporting funds to ensure that six poor villages can get rid of poverty and 14.6 thousand people can steadily overcome poverty this year.

Located in the hinterland of Wuling Mountain, Wufeng Tujia Autonomous County, featured by wide poverty dimension, grave poverty level and high poverty-returning rate, is a key county of poverty alleviation and development in the city and the province. By the end of 2014, 21,300 impoverished households, 63,200 impoverished people in the county had been documented and the poverty incidence is 34.19%.

Based on characteristic industry and the new rural market management subjects, Wufeng bound poor households to the industry chain and let main market players lead them to the market, through the  collaborative industrial way of poverty alleviation based on “specialized cooperatives + documented poor households + base”. In the meantime, the government give fund subsidy to those poor households who newly develop 9 industries including tea, vegetables, gallnut, Chinese medical herbs, nuts and fresh fruits, flowers and trees, nursery stock, Chinese honeybee apiculture and rural tourism, according to the industry scale and the number of poor people employed.

To prevent the children from poor families losing on the starting line, nearly ten million yuan has been collected from hope project –supporting of Youth League committee, student assistance in autumn by Labor Union, department fund from like Ethnic and Religious Affairs Bureau and financial fund for educational poverty alleviation. At the same time, the natural growth mechanism of rural five guarantees and rural residents’ basic living standard has been built to improve the subsistence standard and guarantee level of household enjoying five guarantees and basic living security in the whole county, gradually realizing the parallel of the line of basic living security and the line of poverty.

Statistics indicates that the number of poor people caused by disease accounts for a third of the total. Hence a medical supplementary insurance system of major diseases for rural and urban residents has been built. Patients’ medical expenses that conform to the regulations can be compensated by national policies like new rural cooperative medical system (NCMS), medical insurance and critical illness insurance. With the left self-paying part above 12 thousand, it can be given 90% support; and that part below 12 thousand can also be 90% relieved for patients of rural poor households or urban low-income households. And for people who belong to the rural five guarantees group, the urban “three- withouts” group (without income, without labor ability and without legal support person, the supporter and the spouse) and orphan group, all their self-paying parts will be relieved.
