On March 30th, the “activity of cadres going into thousands of villages and households” (Sanwan Activities) and the on-site promotion meeting of reduce poverty through industrial development were held in Yiling district of Yichang. The meeting put forward that doing the practical works was not only the main part of the Sanwan Activitybut also the key part for effect of Sanwan Activities. The city will further push forward the work of fostering the leading industries, and in the meanwhile will invest one billion yuan to do the practical works benefiting citizen. When it comes to photovoltaic industry development in 245 poor villages in Yichang, the construction of photovoltaic power will enjoy the top priority.

It is reported that, since the new round of “Sanwan” Activities, focusing on “fostering the leading industries”, Yichang has realized careful deploy and rigorous implementation. Currently, there are 245 poor villages related to 259 market entities and 325 model bases in Yichang, which have cumulatively implemented about 122 million yuan industrial development fund. Especially, Yiling District promoted establishment of the sound models-- “leading enterprises + cooperations + poor villages” between leading enterprises and the poor villages and families, realizing a targeted alignment between villages and enterprises, efficient implementation of programs and accurate industries fostering.

As for the orientation of “Sanwan” Activities at current stage, Wang Guobin, the deputy mayor, pointed out that we would actively solve financial problems and invest one billion yuan to do the practical works benefiting people. First, the municipal government will allocate a great part of project founding to development of industry, lower the threshold of rural microfinance; increase the limit of petty loan, set up the venture fund for the peasants returning from the city. We will provide supporting policy and loan facilities for the development of large scale planting-raising units, family farms, specialized cooperatives, and agricultural processing and marketing enterprises.

Then, we will further promote the dock of market entities, guide the new business entities and the poor families to establish a stably leading-and-helping relationship and provide a whole industry chain service to the poor families. Meanwhile, we will intensify the demonstration and leading of models, help a group of large scale planting-raising units, science and technology demonstration units and peasants backing home to run business, through systematic training, gradually become “new farmers” who are well-educated, understanding the science and technology, being good at operating and managing and be “fresh troops” as well as “leaders” who help the peasants get rid of poverty and becom rich.

The meeting also proposed the enhancement of poverty alleviation through photovoltaic power, giving priority to the construction of small photovoltaic power stations at village-level. All the poor villages and families, possessing the construction conditions, should accomplish such construction within two years; an accomplishment of 50% construction task should be realized in this year.
