Editor’s Note: In the first year of implementing “the Thirteenth Five-Year Plan”, the Yichang City earnestly follows the principle of the Fifth Session of the 18th National People’s Congress of PRC and accelerates the construction of modernized megalopolis. The working committees directly under the municipality extensively conduct the activities themed “practicing new principles, contributing to the Plan’s start year”, call on and mobilize the different offices to make achievements, become good models and stay at the front in the first year of implementing “the Thirteenth Five-Year Plan”. At the end of April, Yichang stood out among many great cities  such as Hangzhou, Tangshan, Foshan, Suzhou and so on, and officially signed the project of “China CFO Forum Permanent Site—The Park of Finance-and-economics Think Tank” with China Financial Publication and Media Group.

The success of this project symbolizes a good start of the municipal DRC to win over favorable policies and funds. It’s known that in order to implement “the Thirteenth Five-Year Plan” well, the municipal DRC promotes the “three winning-over” work, and carries forward the hardship-bearing, wide-range publicizing and obstacle-fearless spirits, which has brought good fruits.

To obtain favorable policies has been given the top priority in the process of whole work. The number of demonstration pilot items in Yichang far exceeds those cities at the same level, covering all 11 projects issued by National Development and Reform Commission (NDRC). What’s more, the plans of “Three Gorges Economic Cooperation Zone Construction” and “Three Gorges Integrated Transportation System Construction” have been listed in “the Thirteenth Five-Year Plan”, thus becoming national strategies. Yichang is highly spoken of by the State Council due to its outstanding implementation of related policies. The social credibility system of Yichang has become one of 32 pilots across the country.

Funds from the Central Government are the core energy for the local economic development. The municipal DRC has obtained 14 billion Yuan. In the first quarter of this year, DRC gained national specified funds of 800 million Yuan. Dangyang Xinyuan and Zhijiang Guozi successfully issued enterprise bonds, raising 2.7 billion Yuan.

Breakthrough has been made in the application for projects. Altogether 1914 projects have been approved of national-level major ones. The total investment reaches 585.9 billion Yuan, ranking top in Hubei Province. A large number of fundamental construction items go alone steadily such as Xiangjingyi Railway, Zhengwan Railway, Three Gorges Tieshui Railway and Yundang Railway. In the downtown, there are renovation of the old railway, and the construction of Wujianggang Yangtze River Bridge and Jiangbei Highway. A series of important projects start to be built now such as CSG Holding Company’s polycrystalline silicon sheet, Hua Qiang Sci-Tech Industrial Park, Lingyun Aircraft Maintenance Site, Haihang Yichang Industry Park, Youwei Solidifying Materials and Three Gorges Vegetable and Fruits Center. The investments of some projects have been half done including KYLAND internet industry, Lantaitec Sci-Tech Park, Techsun Industrial Park and Tongxin Auto Parts.
