Yichang takes the leading position in “the smart city construction” in China and Yichang City ranks the top of the case book which includes the first batch of 18 smart cities after the on-the-spot inspection by experts from the Ministry of Housing and Urban-Rural Development, Ministry of Science and technology, and Party School of the Central Committee of the PRC.
Where does the smart Yichang’s charm lie and how the “government +” benefit people？A press interview was launched on these questions the other day.
"Internet +" and infrastructure constructions are pushed forward.
On June 5, Xu Bin, tourists from outside the city had this to say: “It is very convenient to get access to the wireless Internet in the public area of Yichang. Many public places, like buses, parks and communities are covered with wifi so you can check the route, book a hotel room." According to reports, the urban area this year is completely covered with wireless Internet, which means that it is more convenient for citizen to surf online.
With the infrastructure construction, information highway connects urban and rural areas and enables each to know what exact happens timely. In the whole city all the villages are covered by fiber optic and 20% of these villages get access to fiber optic neighbor by neighbor. The whole region is covered by 3G and 4G wireless networks, ranking the first in Hubei province; a number of major projects, including smart medical care, smart supervision on food and drug go well.
In the past two years, the city government has vigorously implemented the "broadband Yichang" network project, and established a operating cloud platform, a public information platform and a smart grid management platform. All these form the "Three Gorges cloud" of a leading level nationwide.
We are facing a series of problems like difficulties in collecting, remaining dynamic and assuring accuracy when sharing public information. In the construction of public information, we have formed a mechanism combining grid and comprehensive collection and sharing and exchanging information between different departments with Yichang characteristics. Also we have established a relatively complete working mechanism featuring grid and dynamic collection of data, sharing and exchanging between sectors, association and comparison, verification and correction, which basically can solve problems mentioned above.
Broadband Yichang, wireless cities, and integration of three kinds of networks...... the city government has elaborately mapped out the capacity construction plan boosted by information in the three-year action plan of “smart Yichang” construction. We are embarking on a new journey of "smart Yichang" construction.
The rapid advance of infrastructure lay a foundation for the development of smart industries and the improving of people's livelihood in a smart way, with a series of “Internet + “ penetrating into citizens’ life and production.
“Internet+” service makes public’s life easier
On June 2, Fu Xiaoke, a villager from Fa Guanquan Village Longquan Town, Yiling District chose the “Rural Grid Si Wu Tong ”( an information service platform) on his TV with the remote control, and then he could know the village farming situation, also easily complete all kinds of living payments, booking services, information inquiry and trading of agricultural products. Villages can handle affairs in the village.
“Rural Grid Si Wu Tong” is a rural comprehensive information service platform integrating e-village affair, e-learning, e-service, e-commerce created by the Municipal Government and Hubei Telecom for villages. It has been put into trial use in Lei Jiafan viallage, Fa Guanquan village, Meililn Viallage and Dangyang Yuquan Village.
It reflects that Yichnag accelerates the utilization of smart application and makes achievement in benefiting people through“Internet +”. In recent years, Yichang has made efforts to promote key application projects on smart medical care, smart transportation, smart civil affairs, and e-commerce and achieved remarkable effects.
Hospitals such as the Municipal central hospital provide the service of WeChat registration, reservation, payment and then people can make an appointment to see a doctor without going to the hospital.The Civil Affairs Bureau issued 64,000 cards to elderly people and applied for allowance for 16,000 elderly through community E passway. People can check the "Palm Bus" app on their phones for timely bus information, and then choose the best route and reasonably arrange time to go out by bus. There are over 3,500 online stores in Zhijiang E-Commerce, with more than 3,000 employees, whose e-commerce transactions amounted to 423.2 million dollarslast year. At the end of May this year, Tao Zhijiang Service Center in village level and the first batch of 50 village service stations were completed and put into operation. Other 194 villages will achieve full coverage at the end of next year.
In 2015, Yichang was the first city to launch “One-Card” service for citizens in Hubei Province, and the first batch of more than 20,000 citizen cards was issued to the public.The citizen card can function as five kinds of cards, namely social security card, residents' health card, patient ID card, bus card and debit card, therefore it can be used for social security, medical treatment, bus and financial payments etc. as electronic purse. It will be extended to other aspects of people's life, including provident fund, library, tourism annual card, water, electricity and gas bill payment, and merchant discount.
Smart Yichang is profoundly affecting the lives of the general public.
"When citizens face emergency, they can enter ‘e-Fire Alarm’ WeChat public account, click 'I want to call police' which is able to promptly send location and allows to take a video and pictures, record voice and so on.” Chen Qiang, Director of the Municipal Fire Brigade Command Center said “Once the alerting is successfully reported, the information will immediately pop up on the computer screen, and relevant personnel will provide online voice guidance and associate with other departments for the alert situation.
The "e + 119" alert information processing platform launched in March, which is propped up by big data, cloud computing and mobile Internet technology with the intelligence as the core, has innovates the model of receiving and dealing with the alarm so that the alert condition can be known timely and it makes rescue more efficient.
Information technology contributes to social governance innovation.
Based on grid management system, the Municipal Public Security Bureau extends many services to communities, including first application for residence permit, entry and exit pre-application, the second Hong Kong and Macao endorsement, business license issuing for seal engraving and hotel, birth registration, etc.. Also, the bureau adopts online examination and approval, and issuing certifications in communities, which bring convenience to citizens. They arrested 985 fugitives and cracked down 1425 criminal cases through the comparison in the system.
The Justice Bureau establishes a grid engineering system of law affairs to provide dynamic information of rectification personnel and emancipists by docking with grid management system. The system can remotely monitor and manage rectification personnel through the mobile phone positioning, thus providing timely education, assistance and help. The delinquency rate of rectification personnel in Yichang communities during the period of correction was controlled at 0.12% and the crime rate of released people after serving sentence was controlled at 0.53%, which were lower than the national and provincial average level.
Over 10 departments including the Municipal Industrial and Commercial Bureau and the Municipal Food and Drug Administration actively dock with the grid management platform on basic information service which dramatically improves the work effectiveness. (Reporter: Yang Chunyan)
