The provincial government port-and-entry organizations including Wuhan Customs, Department of Finance of Hubei Province, Hubei Provincial Office, SAT and Hubei branch office of State Administration of Foreign Exchange jointly conducted pre-acceptance inception over Yichang Bonded Three Gorges logistics Center. After a comprehensive evaluation, the inception group agreed that infrastructure and regulatory facilities in Yichang Bonded Three Gorges logistics Center (B type) basically aligned with the Acceptance Standard of infrastructure and regulatory facilities of Bonded Logistics Centers, therefore the center is qualified to apply to the General Administration of Customs for acceptance.

　　The Bonded Logistics Center (B type) is approved by the the General Administration of Customs and run by legal persons of a Chinese enterprise. It is a place for collective customs supervision, where accommodates a number of enterprises engaged in bonded warehousing business. Upon its completion, the center can render a range of services, such as bonded warehousing, simple processing, value-added service and export tax rebates.

　　The Bonded Three Gorges Logistics Center is located at Xiaoting Industrial Park and occupies an area of 0.2 square kilometers. The center is divided into logistics operation zone, customs supervision and check zone, exchange office and supporting service zone with a scheduled investment of US$86.92 million. The center is planned to annually handle with a volume of 1.6 million tons (a annual storage volume of 800,000 tons) and its total structure area is up to 73,600 square meters.

　　Yichang government started declaration process for the Bonded Three Gorges Logistics Center in February, 2014, and after that the Municipal Party Committee and Municipal Government immediately list the Bonded Three Gorges Logistics Center (B type) as a strategy of city level. With the emphasis of and active promotion by the Provincial Party Committee and Provincial Government, last year November, 25 four state administrations and one commission, General Administration of Customs included, jointly issued the official document approving to set up Bonded Three Gorges Logistics Center (B type). According to the requirement of “implementing city level strategy at district level ”, the construction of project was accelerated with the orientation of “covering beyond and within the boundary, opening highland, docking international logistics, innovating carriers, facilitating trade and financial platform ”. Since last March when the project officially began construction, infrastructure in customs supervision and check zone has met the requirement of “seven accesses (including access to water, drain system, electricity, road, communication, heat and gas) and site leveling”. Customs supervision facilities including gate system and monitoring facility, meeting the acceptance standard, have been completed and put into use.
