Transportation Investment Reached US$880 Million in the First Half Year in Yichang

  On July 25th, the City Transportation Bureau organized the Meeting of Economic Situation Analysis on Transportation System and Boost of Work Inspection through Duty Performance and Responsibility Fulfillment. Cheng Jiazhen, Party member of Yichang Transport Bureau and deputy director of the bureau, chaired meeting. Hu Kaide, the Party member of the Yichang Transport Bureau,investigator and deputy director of the bureau, gave an account of the previous work on work inspection through duty performance and responsibility fulfillment and arranged for the next assignment, Ma Hongyan, secretary of Party Committee and general director of the bureau, summarized the work of the city's transportation system for the first half of year, analyzed the current situation and made arrangements for the second half. At the meeting, other officials from Dang Yang, Yuan An and Wu Feng Transport Agency, Municipal Highway Bureau, Municipal Port and Ship Bureau and Municipal Transportation Management Administration, made statements and exchanged ideas.
  Ma stated in his speech that the transportation work in Yichang had following 7 features in the first half of the year, 2016:
 
  First, the transportation investment maintained a stable growth. The total fixed asset investment on transportation in Yichang City was up to US$880 million, taking up 51% of the annual investment plan, of which US$718 million was for regional fixed asset investment on transportation, with a growth rate of 38% compared to the same time of last year.
 
  Second, the integration between urban and rural areas was further accelerated. The city bus line running around Zigui County and the intercity bus lines linking the urban areas to Yuan'an County were newly opened. All counties of Yichang City have their own bus lines, intercity bus lines cover more areas, public transport system coverage rate reaches 60% in towns and villages of Yichang, and the efforts to improve connectivity between village have been strengthened.
 
  Third, transportation economy grew steadily and moderately. Highway and waterway passenger volume, passenger person-kilometers, cargo volume and cargo RFTK have slightly improved compared to the same time of last year.
  Forth, preparatory work of projects was firmly advanced and 93 key projects of the 13th Five-Year Plan were all launched.
 
  Fifth, the control and management over illegal wharfs along the Yangtze River coastline made great progress. 138 illegal wharfs throughout Yichang along the main stream and branches of the Yangtze River were clamped down, including 114 sand wharfs, 25 chute wharfs as well as four coal wharfs.
 
  Sixth, special activities were carried out under full fulfillment of duties and supervision. Nine major target control programs were formulated and issued and 50  people were hired as supervisor monitoring working ethos, who helped to further improve the professional working style.
 
  Seventh, the overall peace and stability was under control. Within the scope of municipal jurisdiction power and responsibility, there were no liability accident being reported in water transportation, building, highway, ferry and road maintenance. The taxi industry basically maintained stable. The flood prevention and disaster reduction were orderly carried out.
  Ma said that the current transportation work should focus on "four priorities", namely green development, transportation transformation and upgrading, transport of people's livelihood and intelligent transportation.
  As to the transportation work of the second half year, Ma required that we should be more energetic and take more measures. We focus on the following six aspects: 1) pooling the wisdom and efforts of everyone to step up project construction;2) improving quality and efficiency to strengthen the service of people's livelihood;3) emancipating the thoughts to push forward the transportation transformation and upgrading of transportation; 4) addressing both symptom and root causes to advance security work; 5) taking more measures simultaneously to fuel the law-based governance over transportation; 6) strengthening the foundation to promote duty performance and responsibility fulfillment.
  At the same time Ma stressed that the whole transportation system must follow the supreme requirement of comprehensively strengthening Party discipline. First, the main body responsibility of comprehensively strengthening Party discipline should be strengthened. Second, accountability list should be completed to promote duty fulfillment. Third, the Accountability Act of Chinese Communist Party should be conscientiously implemented. Fourth, we should promptly get used to the reform of the?discipline inspection and supervision regime.
