Victims to Move into New Residences to Celebrate Spring Festival

The meeting to advance reconstruction of damaged houses and life assistance for disaster-affected people of Hubei Province was held on October 24th at Yiling District, Yichang City. More than 200 delegates from cities and counties of Hubei province attended the meeting. It?was?pointed?out?that?the government should take the initiative to promote the reconstruction of damaged houses, life assistance and minimum warranty, etc., to achieve better post-disaster recovery and guarantee the victims a warm and comfortable winter.
Nie Changbin, Deputy Secretary General of Hubei Provincial Government, attended the meeting and delivered a speech. Wang Guobin, the member of the Municipal Standing Committee and deputy mayor of Yichang, also as the representative was the first who gave a typical speech at the meeting.
Delegates visited the residence reconstruction sites of Liantuo village of Tianxi Town and Huangling Temple Village of Sandou Town in Yiling District.
Wang Guobin said in his speech, Yichang has taken proactive measures to promote the reconstruction of damaged houses, life assistance and minimum warranty while facing the flood that was heavier than that of 1998’s. Leaders of municipal government attached great importance to the reconstruction project. They supervised on site and held five promotion committees successively. Around 1176 working group with 5558 people were sent 1161 villages of 86 towns to give guidance and help disaster relief, which timely rescued 67 thousand people, to ensure that the masses suffering from disaster "have food, clothing, clean water to drink, safe shelter, and their diseases can get timely medical treatment". In the post-disaster reconstruction work, the damaged residences reconstruction will be considered as the assessment content for the main leaders of counties and township in Yichang with the implementation of "one-vote down" system. At the same time, the post-disaster reconstruction is carried out together with poverty alleviation and relocation, the new rural construction, and ecological management to avoid "the reconstruction in same places, the recurrence of disaster". The government has integrated 379 million yuan of the reconstruction funds to help victims to realize their dream of housing reconstruction. It has also implement the strategy of counting down schedule and crossing off tasks to ensure all victims move into new residences before spring festival.
It is reported that, as of October 20th, the reconstruction and repair work rate in Yichang was 100%, and the completion rate of repairing damage was 86% ranking in the forefront of Hubei Province.
