Build the “Third Eye” Monitoring System Project for “Peace Yichang”

At 7:30 on Oct.23, 2016, a police officer timely noticed a minor accident of a coach through a video surveillance camera at the coming start of the 2016 Yichang Marathon race. A clear way was soon provided for the race, thanks to his quick response and attempt to dispatch nearby traffic police to solve the trouble.
The example above is just an epitome of the “third eye” project. According to some relative person from the PSB, up to late October this year, the government has invested 1.81 billion to build 180,000 cameras, with 37% of them connected online. Main roads, intercity checkpoints, key units and critical places are all equipped with video surveillance facilities to keep Yichang a peace city.
In recent years, the municipal Party committee and government have been attaching great importance to building and applying the video surveillance network by combining government investment with social investment and integrating interconnections between departments with linkage between the city and counties, towns as well as villages.
Different investment strategies are applied to different video surveillance coverage — for those in central public areas, the government is responsible for the network establishment and the cost of interconnections; for those in critical places of key industries involving public safety and crime-frequently-happened places, the enterprises invest by themselves while the government bears the access fees for the network; for those in other places, enterprises, merchants, residential communities build and invest by themselves with access subsidies offered by the government based on certain standards.
Horizontally, boundaries between departments will be broken down to realize communication with one another and video resources from the PSB, departments of transportation, finance, environment protection, urban administration and education as well as the commission of housing and urban-rural development will be firstly integrated effectively and then transferred for use based on their respective need; vertically, the interaction between different levels will be strengthened to realize associations between the city and counties, towns as well as villages.
Under the overall framework of building “Smart Yichang”, the government makes overall plans for the establishment of video surveillance network, the public security department takes the responsibility of its administration and all the departments share the network and use it with certain authority limits according to their work needs. In this way, a unified platform with integrated construction and centralized management can be achieved and video resources can be integrated and then shared. Besides, information technologies such as “international plus”, internet of things, massive data and cloud computing, etc. should be made full use of to improve the building of video surveillance network and its application for public safety. And video resources from government departments, PSB, enterprises and other social institutions should be gathered, integrated and shared.
It is introduced and estimated that by 2019 the city will invest 1.27 billion yuan on the installment and change of 130,000 HD-cameras. With the existing 3,992 enterprises connected, over 13,000 enterprises will be additionally connected and the network coverage will reach 100%. At that time, the city can realize fully-covered, whole-network-shared, all-time-used and globally-controlled video surveillance.
