On the afternoon of October 31st, the municipal government held a city’s pep rally for the prevention and control of air pollution in winter. Song Wenbao, Member of Municipal Standing Committee, First Deputy Mayor, required that we should adhere to the problem-orientation, further reinforce the responsibility, take countermeasures precisely, strengthen supervision, promote the implementation vigorously, and fight a tough battle for prevention and control of air pollution to ensure that the annual ambient air quality objectives are met as scheduled. Deputy Mayor Liu Jianxin presided over the meeting.
As Song Wenbao pointed out, we should make sure to achieve the goal that the proportions of excellent ambient air quality days could reach 70% or more in November and December of 2016, and over 55% in January and February of 2017, and we should struggle to rank in the forefront among all the cities and states in Hubei Province.
According to Song Wenbao, we should highlight the priority and do it accurately to keep the management and controls effective and down-to-earth. In terms of flowing dust pollution control, the pollution from construction, building demolition, earthwork operations, material production and transportation, road and yard dust should be managed and controlled strictly. As for pollution control in industrial enterprises, we should carry out random night investigations and key industries special rectification, strengthen online monitoring and management, strictly control coal-burning pollution and rigorously deal with biomass boiler admittance and supervision. In the motor vehicle pollution control, it is necessary to forcefully eliminate the yellow label cars and old cars, intensify the motor vehicle road inspection and investigation. In the pollution control of straw and waste open burning, we should continue to maintain high-pressure situation and increase the frequency and scope of patrol. In the case of heavily polluted weather emergency control, the real-time data monitoring should be enhanced. When the air quality reaches the warning level of heavy pollution, the control measures should be taken such as limiting the production of industrial enterprises and shutting down the construction sites.
