20 Million Yuan on Establishing an Intelligent Health System

“If the patient is at an advanced age, held up by many diseases, and has a chronic cough, which follow-up treatment is more reliable?” On the morning of October 21st, the Wujiagang District Community Health Service Center in Baisha Road applied to the central hospital for a remote video consultation, and uploaded patient’s information to the consultation platform.
Uncle Liu, an 81-year-old patient received the remote consultation, has been suffering from repeated cough attacks for 8 years, which caused him a lot of pain. Three days ago, due to the relapse cold cough, he moved into the Wujiagang District community health service center in Baisha Road. After a few days’ treatment, however, there was no obvious improvement. The patient was too old to move freely, so the Wujiagang District Community Health Service Center in Baisha Road applied to the central hospital for a remote video consultation. After receiving the application, several experts from the Consultation Center, including Wu Hui from cardiology department, Chen Shixiong from respiratory medicine, Yu Chengxin from radiology department, Wang Yanyan from pharmaceutical department and more, carried out the tele-consultation.
“Acute exacerbation of chronic obstructive pulmonary disease, coronary heart disease, cardiac insufficiency and cerebral infarction. The symptomatic therapies are as follows: anti-infection, anti-asthma, relieving cough and reducing sputum, blood vessel expansion, anti-platelet aggregation and blood pressure control.” Treatment recommendations were given by the experts of the Central Hospital after the initial diagnosis.
In our city, remote guidance like this proceeds in an orderly way. The whole city has set up a remote medical consultation system centered on the Central Hospital and the First People’s Hospital, docked 11 comprehensive medical institutions, and collected 500,000 electronic residents’ health records data from 17 primary medical organizations as well as 70,000 special disease management data. After the operation of the system, primary hospitals have received high-level and high-quality professional guidance from superior medical experts, and help the patients save time for doctor’s appointment and the round-trip cost at the same time.
In recent years, our city has made full use of information technology to establish the population health platform. It has also used the essential data like total population database, residents’ health archives, electronic medical records to make it possible for relevant data extraction and sharing of global medical institutions, so that it can carry out the overall health data analysis.
