Yichang Municipal Bureau of Human Resources and Social Security has tackled many difficulties and basically achieved intelligent surveillance on services in designated retail drugstores since two special operations of “to face the tough, to attack difficulty, to service better” and “key innovative project” were launched.
First, the bureau carried out agreement management and created new management model to govern designated drugstores. According to the Guidelines on Perfecting Agreement Management of Designated Drug Agencies of Basic Medical Insurance released by the Ministry of Human Resources and Social Security of the People's Republic of China, new agreement management model was launched to govern designated drugstores: pioneering regulations to manage medical institutions, setting standards for agreement management medical agencies, establishing a “six-step subscription process”. The agreement made clear the service standards of the drugstores and ensured the real-time monitoring of them. Since this year, according to the national regulations, more than 460 designated retail drugstores have signed the service agreement for management.
Second, funds were raised by all possible means to support the project. Special fund plans were timely modified and video surveillance equipment were purchased and installed at three drugstores — Tongde, Yifeng, Yicaotang — as pilots. Since the monitoring system was put into use, violation of rules and regulations have not been found in the pilot drugstores; while those without surveillance were also warned. At present, the government is embarking on planned talks with designated retail drugstores in urban area to take them in the surveillance network, which will also be promoted in counties and towns.
Third, intelligent review system has been developed with the help of network monitoring. Based on remarkable achievement of key innovative programs, the bureau cooperated with creating-smart-city office and commercial insurance companies to extend the network monitoring to all the medical institutions. With relative medical knowledge, “massive data” and “cloud engine” technologies, etc., medical service can be monitored and reviewed intelligently so that intelligent operation and management of health insurance can be achieved eventually. By late September, intelligent review system of health insurance in Yichang has been established and put into test use. (Correspondent Yu Gang)
